Lead the design, development, and deployment of a Generic Data API Platform using Terraform and AWS serverless architecture. Manage the end-to-end delivery of data pipelines, security reviews, and the onboarding of new data partners in a healthcare regulatory context.

Design, develop, and maintain secure, accessible native mobile applications for FEMA's digital ecosystem. Collaborate with cross-functional teams to integrate mobile solutions with cloud infrastructure and ensure compliance with federal accessibility and security standards.

The Program Manager acts as the primary client contact, overseeing the overall technical direction, leadership, management, quality assurance, and successful execution of all contract requirements, focusing on human-centered, data-driven program leadership. This role involves leading cross-functional teams to deliver high-quality Training and Technical Assistance (T/TA) services, overseeing compliance, and contributing to Bixal's broader Transformation Services practice.
