Director of Learning and Impact

The Organization

The Population Health Management Learning Center ("Learning Center") is a new nonprofit organization that aims to become a catalyst for aligned statewide population health transformation in Medi-Cal (California's Medicaid program) and adjacent safety net programs. This includes aligning key funders and initiatives around a consistent approach to build capacity for population health management in the Medi-Cal delivery system, to advance health equity at scale in California.

The Learning Center serves as the Program Office for a statewide Medi-Cal focused practice initiative. The Learning Center's broader goal is to build a just and equitable healthcare system for all Californians, especially the people and communities who have been historically underserved. A key part of our 2024 work will be to develop our strategy for doing so, building on our foundational partnership with the California Department of Health Care Services.

The Learning Center is a fiscally sponsored project of the Tides Center, a 501(c)(3) public charity organization that sponsors over 160 projects. This work aligns with Tides' vision, in that health equity is central to enabling all populations to thrive and to share prosperity.

The Position

Reporting to the Chief Program Officer, the Director of Learning and Impact will lead the development and execution of business proposals and strategic projects to advance the Learning Center's impact and growth, design and implement the Learning Center's learning and impact strategy to continuously strengthen our services and oversee data reporting and analytics across the Learning Center's programs and services.

Responsibilities include:

Business Development and Strategic initiatives

  • Support the development, execution, and management of business proposals including preparation of budgets in partnership with the Learning Center's Leadership Team and potential funders
  • Manage project plans, deliverables, and communication across multiple stakeholders for special projects assigned

Learning and Impact Strategy

  • Develop an evaluation and learning framework for continuously strengthening the Learning Center's programs and services (eLearning Hub, programs, initiatives) that includes rapid quantitative and qualitative information gathering, data management and interpretation, framing and reflecting on learnings, defining and testing improvements to elevate the Learning Center's programs and services.
  • Manage external consultants that support the development and execution of the Learning and Impact Strategy where needed.
  • Collaborate with the Learning Center's Digital Engagement and Communications Manager on translating insights and learnings into impact stories, tools, and collateral that can be disseminated broadly to achieve greater scale and impact.

Data Analytics and Reporting

  • Build the infrastructure for collecting data across the Learning Center programs and services, including reporting and analytic tools to measure and report progress to key stakeholders, and to continuously strengthen our programs and services
  • Generate the strategic and tactical data analyses required to track the Learning Center's impact, monitor progress against stated goals and metrics, and identify opportunities for improvement
  • Prepare presentation materials with actionable insights to internal and external (client) decision-makers, propose approaches iteratively improving program and service delivery or addressing any issues raised

Preferred Skills and Qualifications Including:

  • Master's degree (e.g., MA, MPH, MBA, MPA) or equivalent years of work experience
  • Minimum of 10 years of experience in leading strategic initiatives, data analysis for strategy, on-going improvement, and reporting in healthcare and adjacent sectors and/or in building data collection systems
  • Experience serving in a role as a trusted advisor to Senior Leaders (Chief of Staff, Strategic Advisor, or related role)
  • Experience with database and model design and segmentation techniques
  • Experience in statistical analysis through use of statistical packages, including Excel, SQL, SAS, and Tableau
  • High level of emotional intelligence
  • Strong verbal and written communication skills
  • Intellectual curiosity, growth mindset, and tenacity

This is a remote position with occasional in-person team meetups throughout the year; candidates must be based in California. Applications will be evaluated on a rolling basis.

Compensation & Benefits:

The salary range for this position is $160,000 - $220,000.
