Position Summary

With a clear vision, high-leverage strategies, and significant and sustained financial support, Rewiring America is growing rapidly. We are seeking a Director of Federal Policy to lead the organization's efforts to defend, implement, and expand federal policies supporting residential electrification. This includes pushing for electrification advancement via federal agencies, state-federal partnerships, budget reconciliation, and/or federal legislation. You will cultivate relationships in agencies, legislative offices, and with partner advocacy groups and contribute to organizational growth and strategic planning. This position reports to the Senior Director of Policy.

What You'll Do

Policy Expertise and Execution:

  • Own and execute RA's federal policy vision.
  • Identify high-leverage policy solutions that align with Rewiring America's mission, including legislative, regulatory, and administrative actions.
  • Facilitate state-federal partnerships and overlap, in collaboration with our state policy team.
  • Manage the implementation of priority policy campaigns and movement-building initiatives, working with internal and external partners.
  • Conduct research to stay apprised of emerging policies, technologies, and federal programs.
  • Publish blogs or papers that further establish Rewiring America's reputation as a thought leader on electrification policy.
  • Develop resources such as fact sheets, memos, reports, and one pagers for both internal and external stakeholders.
  • Be the go-to expert on all things related to residential electrification within the IRA.
  • Have your finger on the pulse of any federal agency processes or legislative opportunities related to home electrification.
  • Align your policy work with organizational Objectives and Key Results (OKRs).

Organizational leadership and collaboration:

  • Provide inspirational and effective leadership on federal policy to colleagues across the organization, communicating a clear sense of direction and empowering teams to achieve mutually defined goals.
  • Manage external contracts with federal lobbyists and other consultants.
  • Establish operational objectives, policies, and work plans to advance the organization's vision and values.
  • Proactively collaborate with and support other teams across the organization (e.g. Communications, Communities and Product teams) to maximize Rewiring America's collective impact.

Outreach and stakeholder engagement:

  • Play an organizing and leadership role in the Federal Electrification Policy Coalition.
  • Cultivate relationships with key stakeholders and contribute to coalitions in the federal arena and in areas of state-federal overlap, including workforce coalitions, environmental advocacy organizations, community-based organizations, environmental justice organizations, utilities, manufacturers, public health professionals, and other partners.
  • Supported by our all-star communications team, speak with key media outlets and journalists working on climate policy and serve as public spokesperson for the organization as needed.
  • Represent RA as needed related to our PFC coalition grant, engaging with our partners and allies, the EPA, and on the Hill.
  • Develop relationships with and manage Rewiring America's engagement with Congressional offices, executive branch officials, staff within the DOE, HUD, EPA and FERC, and other policymakers to help shape and support electrification policy.

The successful candidate demonstrates enthusiasm for making electrification easy, and models excellence and integrity in all they do. The selected candidate will also possess the following Core and Preferred qualifications and characteristics:

Core

  • 10+ years of relevant work experience, including direct policy and advocacy work in energy and climate change
  • Content knowledge in climate, energy policy, environmental justice, and/or building electrification
  • Strong relationships with diverse stakeholders in Congress, DOE, EPA, and/or FERC
  • In-depth experience working on a policy initiative and seeing it through from beginning to end; the ideal candidate has spearheaded initiatives or key elements of initiatives
  • Adept at collaborating with various stakeholders, both internally and externally
  • Ability to apply both creative and critical thinking to complex policy and political situations
  • Experience working with executive-level positions in either the public or private sectors, i.e. Members of Congress, agency heads, or C-suite executives
  • Strong commitment to the mission, policies and goals of Rewiring America
  • Highly motivated and ability to excel as a self-starter, ability to pivot as circumstances shift
  • Demonstrated success balancing multiple projects simultaneously
  • Exceptional communication skills, written and verbal, with the ability to synthesize complex and nuanced ideas

Preferred

  • Experience working at a high level within a federal agency
  • Experience managing a team and/or leading projects
  • Prior experience in both the private and public sectors
  • Experience working in a fast-paced and entrepreneurial setting with tight deadlines
  • Advanced degree or equivalent work experience in public administration, public policy, political science, law, economics or a related field

Compensation and Benefits

The salary range for this position is $130,000 - $170,000 USD, commensurate with experience.

Comprehensive benefits package that includes 100% employer-paid health, dental, and vision insurance for employees (and their families). Employees are able to enroll in 401k retirement plan and are eligible for a 3% automatic contribution and up to a 3% employer match on 401k contributions. Employees are also eligible for pre-tax transportation benefits. Employees will receive 160 hours of vacation time, 80 hours of health leave, up to 2 days of casual leave, and 20 hours of volunteer leave annually. Employees will also receive 13 paid holidays throughout the calendar year (15 days during Presidential and Congressional elections). We have an office closure between Christmas and New Year. Employees are eligible for 12 weeks of paid family and medical leave after 90 days of employment. Regular, full-time employees and part-time employees are eligible to take up to sixteen weeks of parental leave, in all cases related to birth, adoption, or foster care starting from the first day of employment.
