Lead the end-to-end design and launch of new global programs, ensuring alignment with the Facilitated Collective Action Process model. Strengthen organizational design systems, tools, and standards while facilitating cross-portfolio learning and knowledge management.

Provide strategic leadership and oversight to Country Directors to ensure scalable and sustainable program delivery across multiple African nations. Lead national-scale programs through policy adoption, government relationship management, and financial resource mobilization.

The consultant will develop a comprehensive, Uganda-specific Resource Mobilization Strategy reflecting the current funding environment and priorities, including identifying and mapping potential donors and strategic partners in the country. Specific tasks involve working with the Country Director, reviewing Spark's model to prioritize funding opportunities, and developing necessary materials like briefs, proposals, and presentations.
