Woodard & Curran is seeking an experienced and highly motivated Regional Business Development Leader to lead public-sector business development across the Northeast region.

 

In this role, you will develop and execute regional growth strategies that support Woodard & Curran's vision, strategic plan, and business objectives. You will lead a geographically dispersed business development team, strengthen client relationships, develop strategic partnerships, and drive growth across municipal water and environmental markets.

This senior leadership role requires proven success in public-sector sales, client development, strategic pursuits, team leadership, and sales execution. You will work closely with Regional Leaders, Practice Leaders, Client Managers, Marketing, and Operations to align growth initiatives and bring the full capabilities of Woodard & Curran to our clients.

The Regional Business Development Leader is responsible for regional business development strategy, execution, and sales performance. This role partners with Regional Leaders to align geographic priorities and investments and with Market Leaders to align market strategy, service offerings, and growth initiatives.

You will establish regional business development priorities, guide investment decisions, oversee pursuit selection, strengthen Client Manager capabilities, and drive accountability for the execution of business development, client, and capture plans.


Travel:
Up to 25%


Candidate Location: Near a Woodard & Curran office in the Northeast region with convenient access to regional clients and major airports.

Business Development Outcomes:
  • Lead the business development team in achieving bookings, revenue growth, profitability, and market-position goals.
  • Establish clear priorities, expectations, and performance measures.
  • Maintain disciplined pipeline management, forecasting, qualification, and pursuit planning.
  • Monitor key performance measures, including:
    • Bookings and sales
    • Pipeline quality and movement
    • Win rates
    • Strategic account growth
    • Client retention and expansion
    • Cost of sales
    • Capture-plan execution
    • Development of Client Managers
  • Provide performance updates and recommendations to senior leadership.
  • Manage business development budgets and cost-of-sales objectives.
  • Promote consistent use of sales processes, tools, and systems.
  • Allocate resources toward the highest-value opportunities.


Regional Growth & Business Development Strategy
  • Develop and execute regional business development plans for public-sector water and environmental markets.
  • Translate company and market strategies into regional priorities, growth objectives, target clients, investments, and action plans.
  • Partner with Regional and Market Leaders to identify priority geographies, clients, service offerings, and strategic pursuits.
  • Establish regional business development priorities and provide direction to business development and pursuit teams.
  • Use market intelligence and trends, client needs, and competitive analysis to identify growth opportunities.
  • Collaborate with Market Leaders to position differentiated services and go-to-market strategies.
  • Recommend business development investments based on opportunity, strategic value, and expected return.
  • Advance cross-selling opportunities across markets, regions, and business units.
  • Build relationships with municipalities, public agencies, industry organizations, and strategic partners.
  • Expand relationships with existing clients while developing new business opportunities.


Business Development Planning
  • Lead the development and management of regional business development plans, client plans, and capture plans.
  • Ensure plans are actionable, measurable, current, and aligned with company priorities.
  • Review plan progress, results, risks, and required adjustments.
  • Hold plan owners accountable for execution and outcomes.
  • Identify resource needs, investment requirements, and barriers to success through regular planning reviews.


Strategic Pursuits & Capture Leadership
  • Lead qualification, prioritization, and advancement of strategic pursuits.
  • Drive disciplined opportunity qualification and go/no-go decision-making.
  • Facilitate pursuit strategy sessions and capture-plan reviews.
  • Ensure capture plans address:
    • Client needs and decision drivers
    • Key relationships and stakeholder influence
    • Competitive positioning and differentiators
    • Teaming strategies
    • Delivery approach and key personnel
    • Required investments and actions
  • Guide teams toward client-focused strategies rather than proposal-driven approaches.
  • Coordinate with Marketing and pursuit teams to ensure alignment with capture strategies.
  • Conduct lessons-learned reviews to improve future performance.


Client Management & Growth
  • Partner with Client Managers to develop and execute strategic client plans.
  • Coach Client Managers in relationship development, account growth, and client engagement.
  • Help shift account management from reactive opportunity response to proactive client development.
  • Ensure client plans identify:
    • Client priorities and business drivers
    • Decision-makers and relationship gaps
    • Growth opportunities
    • Engagement strategies
    • Cross-market opportunities
    • Clear actions and accountability
  • Evaluate client-development effectiveness and identify future Client Managers.
  • Foster a client-centric culture focused on delivering value and building trusted relationships.
  • Align priority clients with regional and market growth strategies.


Collaboration & Organizational Alignment
  • Partner with Regional Leaders, Market Leaders, Marketing, Client Managers, and Operations to achieve growth objectives.
  • Align regional priorities, client focus, investments, and staffing needs.
  • Collaborate on market strategy, growth initiatives, and competitive positioning.
  • Connect the right resources to support client and pursuit success.
  • Work with Marketing to strengthen branding, campaigns, thought leadership, and pursuit support.
  • Use market intelligence to guide investment and growth decisions.
  • Incorporate Woodard & Curran’s values and sustainability commitments into business development efforts.
  • Support organizational change through clear communication, alignment, and accountability.


Team Leadership & Development
  • Lead, coach, and develop a high-performing regional business development team.
  • Establish clear roles, responsibilities, priorities, and expectations.
  • Hold team members accountable for performance, planning, and collaboration.
  • Build team capabilities in client planning, account growth, strategic pursuits, and sales management.
  • Lead recruiting, succession planning, and professional development efforts.
  • Identify resource needs to support growth objectives.
  • Develop future Client Managers and business development leaders.
  • Foster an inclusive, collaborative, and accountable culture.
  • Champion Woodard & Curran's values and commitment to employee development.

$185,000 - $260,000 a year

This role has the option for remote work, and the anticipated pay range is flexible, depending on factors such as the employee's primary work location, skills, experience, and education. The following examples illustrate how the pay range for the same role can vary based on different locations. 

 

Group A (ME) = $185,000 - $200,000

Group B (PA, MA, RI) = $195,000 - $220,000

Group C (CT, NJ, Andover/Canton MA, NY):  = $215,000 - $260,000
 

This position’s anticipated pay range is provided; the final exempt salary or non-exempt hourly pay will depend on experience level and consider a percentage-based geographic differential based on where the final candidate will be working. Geographic differentials recognize and reflect the cost of labor differences between geographic markets.
