Position Overview

The Grants / Compliance Analyst will support grant administration, compliance monitoring, documentation review, and quality control activities for FEMA disaster recovery and Public Assistance programs.

The position will assist project teams and program leadership in ensuring that project files, costs, procurement documentation, and grant activities are properly documented and aligned with applicable FEMA requirements, federal regulations, and client policies.

Key Responsibilities

  • Review project and grant documentation for completeness, consistency, and compliance with applicable requirements.
  • Support FEMA Public Assistance grant administration activities, including project documentation, eligibility reviews, reimbursement support, and closeout.
  • Review invoices, procurement records, contracts, timesheets, cost documentation, and other supporting records for compliance and completeness.
  • Maintain grant compliance trackers, project files, documentation logs, and corrective action trackers.
  • Support monitoring of compliance with FEMA policies, federal grant requirements, procurement standards, and 2 CFR Part 200, as applicable.
  • Identify missing, inconsistent, or potentially non-compliant documentation and coordinate resolution with project teams.
  • Support quality control reviews of Project Worksheets, Damage Inventories, scopes of work, cost documentation, and related project records.
  • Assist with audit preparation, requests for information, monitoring reviews, and corrective action responses.
  • Provide administrative and technical support to Project Managers and the Financial & Grants Manager on grant and compliance matters.
  • Support development and maintenance of compliance procedures, checklists, templates, and training materials.

Required Qualifications

  • Bachelor’s degree in Business Administration, Public Administration, Accounting, Finance, Emergency Management, or a related field.
  • Minimum of 3 years of experience in grants management, compliance, financial analysis, project administration, disaster recovery, or a related field.
  • Experience reviewing documentation, maintaining records, tracking compliance requirements, or supporting grant administration.
  • Working knowledge of federal grants management principles and documentation requirements.
  • Strong attention to detail and ability to identify inconsistencies, missing information, and compliance concerns.
  • Proficiency with Microsoft Office applications, particularly Excel and Word.
  • Strong written and verbal communication skills.
  • Ability to manage multiple assignments and meet deadlines in a fast-paced environment.

Preferred Qualifications

  • Experience supporting FEMA Public Assistance, Hazard Mitigation Assistance, CDBG-DR, or other federal disaster recovery programs.
  • Familiarity with FEMA Grants Portal, Project Worksheets, Damage Inventories, scopes of work, cost documentation, and grant closeout.
  • Knowledge of 2 CFR Part 200 and federal procurement requirements.
  • Experience supporting audits, monitoring reviews, or quality assurance activities.
  • Experience working with state, territorial, municipal, or nonprofit applicants and subrecipients.
  • Experience in Puerto Rico or other post-disaster recovery environments.
  • Bilingual English/Spanish communication skills are preferred.

Work Environment & Travel

This position may be based in a remote, or client-site environment depending on contract requirements. The position may require regular travel to client offices, project sites, field locations, meetings, and other program-related activities.
