About the Role

The VP, Marketing is a growth-focused, strategic executive with proven expertise leading Marketing and Business Development teams to drive expansion for our PE-backed GovTech SaaS organization.
Reporting to the CRO and serving as a member of the Senior Leadership Team, the VP, Marketing will own the company’s marketing and business development strategy, team, and execution. This leader will connect corporate strategy to a measurable go-to-market (GTM) engine, strengthening our market position, generating qualified pipeline, and supporting revenue growth across our target municipal and government markets.

The ideal candidate brings experience scaling marketing in a B2B SaaS and GovTech environment, understands the expectations of a private equity-backed organization, and can balance strategic leadership with disciplined execution and measurable results.

Key Responsibilities

Marketing & GTM Strategy

• Develop and execute an integrated marketing and GTM strategy aligned with corporate growth objectives and revenue targets.
• Translate company strategy into clear market positioning, messaging, campaigns, and demand-generation priorities.
• Build and strengthen the company’s brand, market presence, thought leadership, and competitive positioning within the GovTech SaaS space.
• Develop strategies to support customer acquisition, expansion, retention, and entry into new markets or segments.
• Partner closely with the CRO, Sales, Professional Services, Product, and Customer Success leaders to create a coordinated customer journey and revenue engine.
  

Marketing & Business Development Leadership

• Provide overall leadership and direction to the Marketing and Business Development teams, including organizational structure, talent development, priorities, and performance.
• Establish clear goals, KPIs, accountability, and operating rhythms across both functions.
• Build a high-performing, data-driven team capable of supporting a growth-stage SaaS organization.
  
• Ensure marketing and business development resources are aligned to the highest-value growth opportunities.

Demand Generation & Revenue Growth

• Own the strategy for pipeline generation, lead acquisition, campaign performance, events, content, digital marketing, and other demand-generation channels.
• Establish effective lead-generation and qualification processes in partnership with Sales.
• Use data, market intelligence, and customer insights to optimize marketing investment and improve conversion throughout the funnel.
• Develop reporting and attribution models that demonstrate marketing and business development contribution to pipeline and revenue.

Executive Leadership

• Serve as a strategic member of the Senior Leadership Team, contributing to corporate strategy, organizational planning, and growth initiatives.
• Support the CRO and CEO with board reporting, business performance updates, GTM metrics, and growth initiatives.
• Provide clear analysis of marketing performance, pipeline contribution, market trends, risks, and opportunities.
• Help establish and execute scalable processes and operating disciplines appropriate for a PE-backed growth environment.
• Partner with Finance and executive leadership on budgets, forecasting, resource allocation, and ROI.

Market & Customer Insight

• Maintain a strong understanding of the municipal/government technology market, customer needs, competitive landscape, and emerging trends.
• Develop market intelligence that informs corporate, product, sales, and GTM decisions.
• Strengthen relationships with industry organizations, strategic partners, and key market influencers.
• Leverage customer insights and data to continuously improve positioning, messaging, and the customer experience.

Qualifications & Experience

• 10+ years of progressive marketing leadership experience, with significant experience leading a B2B SaaS or technology marketing function.
• Demonstrated experience building and executing growth-focused GTM strategies tied to revenue and pipeline outcomes.
• Experience leading multiple marketing disciplines and ideally Business Development/BDR functions.
• Experience in a PE-backed, high-growth, or investor-driven environment is strongly preferred.
• Experience working closely with Sales and executive leadership to create an integrated revenue strategy.
• Strong understanding of SaaS demand generation, marketing operations, CRM, digital marketing, content, brand, and performance analytics.
• Experience developing and presenting executive-level and/or board-level reporting.
• Proven ability to build, lead, and develop high-performing teams through periods of growth and change.
• Experience in GovTech, public-sector technology, enterprise software, or selling into municipalities/government is an asset.
• Strong commercial acumen, strategic thinking, and data-driven decision-making skills.
• Exceptional communication, influencing, and executive presence.

What Success Looks Like

Within the first 12–18 months, the VP, Marketing will have:

• Established a clear, measurable Marketing & GTM strategy aligned to corporate growth objectives.
• Built a high-performing, accountable Marketing and Business Development organization.
• Increased qualified pipeline and improved conversion through the marketing and sales funnel.
• Strengthened the company’s positioning and brand within the GovTech market.
• Established meaningful marketing and BD KPIs, reporting, and ROI measurement.
• Created a scalable GTM operating model that supports continued growth and PE value-creation objectives.
• Established Marketing as a strategic business partner to Sales, Product, Professional Services, Customer Success, and the broader executive team.
