Responsibilities

The Senior Vice President, Pharmacy provides enterprise leadership for InnovAge’s pharmacy strategy, operations, clinical pharmacy model, pharmacy distribution capabilities, medication use management, and financial performance. This role is accountable for leading an integrated pharmacy organization that supports participant care, operational scalability, regulatory compliance, growth, and total cost of care objectives across InnovAge markets.

 

The SVP, Pharmacy oversees both Clinical Pharmacy and Distribution Pharmacy, including enterprise clinical pharmacy strategy, Part D optimization, medication utilization, pharmacy operations, dispensing and adherence packaging, Pharmacy Benefit Manager relationships, and pharmacy-related financial performance. This role also maintains executive accountability for the partnership with outside partners, ensuring alignment on service delivery, performance, growth, compliance, operational integration, and participant outcomes. This role is responsible for building a scalable, compliant, financially disciplined, and clinically integrated pharmacy model that supports InnovAge’s growth strategy and care delivery priorities.

Essential Functions & Responsibilities

 

Functional Category: Enterprise Pharmacy Strategy, Growth and Executive Leadership

Estimated % of Time: 30%

  • Establishes and leads the enterprise pharmacy strategy across clinical pharmacy, distribution pharmacy, medication use management, Part D, and pharmacy operations.
  • Serves as the senior pharmacy advisor to executive leadership on pharmacy performance, participant care, growth strategy, risk, compliance, and financial impact.
  • Aligns pharmacy strategy with InnovAge’s care model, operational priorities, enterprise growth objectives, and total cost of care goals.
  • Leads the integration and standardization of pharmacy practices, workflows, policies, and performance expectations across markets.
  • Evaluates pharmacy growth opportunities, service model expansion, operational investments, technology needs, and pharmacy infrastructure requirements.
  • Monitors industry trends, payer dynamics, regulatory changes, emerging therapies, and pharmacy innovation to inform enterprise decision-making.
  • Drives pharmacy transformation initiatives that improve quality, safety, adherence, service levels, scalability, and financial performance.
  • Builds and leads a high-performing pharmacy leadership team with clear accountability, decision rights, and succession planning.

  • Holds accountability for pharmacy-related P&L performance, including revenue, expense management, cost optimization, margin performance, financial forecasting, and budget discipline.
  • Partners with Finance, Clinical Analytics, Operations, and executive leadership to establish pharmacy financial targets, dashboards, reporting frameworks, and performance improvement plans.
  • Leads enterprise medication cost management strategies, including formulary optimization, utilization controls, adherence programs, and reduction of avoidable medication-related spend.
  • Identifies opportunities to improve pharmacy economics while maintaining high-quality participant care, regulatory compliance, and service reliability.
  • Establishes KPIs to monitor drug spend, cost trends, pharmacy utilization, distribution performance, service levels, clinical outcomes, and compliance performance.
  • Supports business case development for pharmacy growth, new capabilities, operational investments, vendor partnerships, and service model changes.
  • Partners with Finance and clinical leadership to align pharmacy performance with total cost of care, participant outcomes, and enterprise financial goals.

Functional Category: Clinical Pharmacy, Medication Use Management and Part D Oversight

Estimated % of Time: 20%

  • Provides executive oversight of clinical pharmacy strategy, medication use management, Part D performance, and clinical pharmacy integration within the care model.
  • Ensures pharmacy programs support safe, effective, evidence-based, and cost-conscious medication use for a complex geriatric population.
  • Oversees Part D strategy, regulatory compliance, audit readiness, medication utilization, formulary management, and pharmacy-related CMS requirements.
  • Partners with clinical leadership to integrate pharmacy into interdisciplinary care teams, primary care workflows, chronic disease management, deprescribing initiatives, and participant education.
  • Leads strategies to improve medication adherence, medication safety, transitions of care, participant outcomes, and caregiver support.
  • Oversees PBM relationships, contract performance, compliance obligations, formulary strategy, and utilization management programs.
  • Identifies and mitigates fraud, waste, abuse, medication safety risks, and regulatory exposure.
  • Uses data from EMR, PBM, claims, MedWise, and pharmacy systems to identify opportunities for intervention, quality improvement, and cost management.

Functional Category: Distribution Pharmacy and Operational Performance

Estimated % of Time: 20%

  • Provides executive oversight of InnovAge pharmacy distribution operations, including medication adherence packaging, dispensing operations, pharmacy production, inventory management, site performance, and service delivery.
  • Ensures distribution pharmacy operations meet all applicable federal and state pharmacy laws, Board of Pharmacy requirements, DEA and FDA requirements, HIPAA obligations, and internal policies.
  • Maintains accountability for operational performance, including accuracy, cycle time, service levels, quality, inventory controls, staffing, productivity, and participant-centered service delivery.
  • Ensures appropriate site leadership, Pharmacist-in-Charge coverage, controlled substance controls, security procedures, recordkeeping, and regulatory compliance.
  • Oversees pharmacy systems, dispensing equipment, quality assurance processes, and corrective action plans when performance, systems, or equipment do not meet expectations.
  • Drives standardization of pharmacy operations and scalable processes across current and future distribution capabilities.
  • Partners with operational leaders, vendors, and internal stakeholders to resolve service issues, support growth, and improve pharmacy operational performance.
  • Provides executive oversight for pharmacy training, workforce planning, leadership development, and operational readiness. 

Compliance, Quality and Risk Management and External Relationship Management

Estimated % of Time: 10%

  • Serves as the executive relationship owner for InnovAge’s partnership with AnewHealth.
  • Ensures the AnewHealth partnership supports InnovAge’s clinical, operational, financial, compliance, and growth priorities.
  • Establishes governance, performance expectations, issue escalation protocols, and accountability structures for the partnership.
  • Monitors service delivery, quality, financial performance, operational integration, participant impact, compliance, and contractual obligations.
  • Partners with AnewHealth leadership to identify opportunities for innovation, improved pharmacy outcomes, expanded capabilities, and scalable growth.
  • Ensures internal stakeholders are aligned on AnewHealth performance, opportunities, risks, and required decisions.
  • Ensures enterprise pharmacy operations remain compliant with all applicable federal, state, CMS, Part D, DEA, FDA, Board of Pharmacy, HIPAA, and company requirements.
  • Oversees audit readiness, corrective action processes, policy development, quality assurance, and compliance monitoring across pharmacy functions.
  • Partners with Legal, Compliance, Clinical Operations, and Quality to identify, assess, and mitigate pharmacy-related risk.

Travel Requirements

  • Travel required, including overnight travel as needed

Qualifications

 

Required

  • 15+ years of progressive pharmacy leadership experience across clinical pharmacy, pharmacy operations, medication use management, PBM, Part D, distribution pharmacy, or related healthcare settings.
  • 7+ years of senior leadership experience with oversight of leaders, multiple functions, enterprise programs, or multi-site operations.
  • Demonstrated experience managing pharmacy financial performance, budgets, cost optimization, and/or P&L accountability.
  • Experience leading pharmacy strategy in a complex, regulated healthcare environment.
  • Strong knowledge of Part D, CMS requirements, medication utilization management, PBM operations, formulary strategy, and regulatory compliance.
  • Experience overseeing or partnering with distribution pharmacy, dispensing operations, adherence packaging, mail-order pharmacy, central fill, or similar pharmacy operating models.
  • Demonstrated experience building scalable operations, improving service performance, and leading transformation across cross-functional teams.
  • Experience managing strategic vendor or external partner relationships.

Preferred Qualifications

  • Experience in PACE, value-based care, Medicare, Medicaid, capitated care, or complex geriatric care models.
  • Experience leading pharmacy strategy across a multi-state or multi-market healthcare organization.
  • Experience overseeing both clinical pharmacy and pharmacy operations/distribution functions.
  • Strong background in pharmacy analytics, population health, medication utilization modeling, and total cost of care strategy.
  • Experience working with PBMs, pharmacy vendors, clinical technology partners, and/or external pharmacy operating partners.
  • Proven success influencing C-suite leaders, board-level stakeholders, and cross-functional executive teams.
  • Demonstrated ability to lead growth initiatives, evaluate business cases, and scale pharmacy services in support of organizational expansion.
  • Strong understanding of Board of Pharmacy requirements, DEA requirements, controlled substance oversight, audit readiness, and pharmacy compliance frameworks.
