AI Summary

Own complex Workers' Compensation rate, rule, and form filings across NCCI and independent bureau states, including filing strategy, submissions, objection resolution, and approval. Advise clients and regulators on state requirements and program design, while reviewing analysts' work and developing team guidance and resources.

The Opportunity

As a Workers’ Compensation Specialist, you will be the senior subject matter expert on our Workers' Compensation (WC) Filings team. You'll own complex engagements end to end, from scoping and filing strategy through submission, objection resolution, and approval, and you'll serve as a trusted, client-facing advisor on state requirements and program design.
This is a senior individual contributor role for a seasoned WC professional who knows the nuances of NCCI and independent bureau states and has hands-on experience with large deductible programs, retrospective rating plans, and managed care arrangements. You'll take on the filings and objections that call for deep expertise and sound judgment, and you'll be a go-to resource for the analysts around you.

Key Responsibilities

Workers' Compensation Filing Ownership

  • End-to-End Ownership: Own the full lifecycle of Workers' Compensation rate, rule, and form filings across NCCI and independent bureau states, from scoping and filing strategy through drafting, submission, objection resolution, and approval.
  • Specialty Programs: Serve as the lead on filings involving large deductible programs, retrospective rating plans, managed care arrangements and credits, and other complex WC program elements.
  • State Nuances: Apply deep knowledge of state-specific WC rules, bureau requirements, and regulatory expectations to structure filings that anticipate regulator concerns and minimize objections.
  • Filing Deliverables: Prepare and review filing memoranda, explanatory exhibits, rule and form language, and transmittals, coordinating with actuarial and product teams on supporting documentation.

Objection Handling & Regulatory Strategy

  • Complex Objections: Lead responses to complex and escalated objections. Analyze regulator concerns, develop response strategy, draft responses, and drive them to resolution on time.
  • Regulator Engagement: Communicate directly with state insurance departments and rating bureaus to clarify requirements, negotiate approaches, and resolve open issues.
  • Regulatory Monitoring: Track NCCI and independent bureau circulars, loss cost and rate changes, and state legislative and regulatory developments, and translate them into practical guidance for clients and the team.

Client Partnership

  • Trusted Advisor: Serve as a primary client contact on WC filing engagements, advising carriers and MGAs on filing strategy, program design, and state requirements.
  • Scoping & Expectations: Partner with the WC Director and client teams to scope engagements, set realistic timelines, and keep clients informed of status and risks.
  • Client Deliverables: Own the quality and accuracy of client-facing work, delivering clear, polished, and well-reasoned recommendations.

Team Expertise & Quality

  • Subject Matter Expert: Act as the go-to WC resource for analysts navigating unusual state requirements, specialty programs, and tricky objections.
  • Peer Review: Review analysts' WC filings and objection responses for accuracy, completeness, and compliance, giving feedback that builds their independence.
  • Knowledge Sharing: Contribute to WC procedures, state reference guides, templates, and training materials that raise quality and consistency across the team.

Qualifications

Required

  • 8-10 + years of Workers' Compensation experience, including 5+ years of hands-on rate, rule, and form filing work.
  • Deep working knowledge of NCCI manuals and rules (including the Basic Manual, Experience Rating Plan, and Retrospective Rating Plan) and the requirements of independent bureau states.
  • Demonstrated experience with large deductible programs, retrospective rating plans, and managed care arrangements, including their state-specific filing and regulatory requirements.
  • A proven track record of independently leading complex, multi-state filings and resolving objections from start to finish.
  • Experience working directly with clients and regulators, with strong written and verbal communication skills.
  • Proficiency with SERFF and Microsoft Office (Excel, Word, PowerPoint).
  • Strong judgment, attention to detail, and the ability to manage multiple engagements and deadlines independently.

Preferred

  • Experience at a WC carrier, rating bureau, state insurance department, or insurance consulting firm.
  • Familiarity with WC actuarial support (loss cost multipliers, deviations, schedule rating, and experience rating) and the ability to work closely with actuaries.
  • Professional designations such as CPCU, AINS, or similar.
  • Bachelor's degree in business, insurance, risk management, or a related field.
