Job Summary: 

The Application Delivery & QA Manager will coordinate releases and QA across the Tax & Licensing and Short-Term Rental platforms under one roof, build a repeatable release pipeline that works across multiple tech stacks (PHP/MariaDB, .NET, Angular), and bring real delivery-performance measurement — deployment frequency, lead time for changes, change failure rate, and mean time to restore.


Duties and Responsibilities

Team Leadership

  • Directly manage an Application Delivery & QA organization made up of full-time employees and contractors, spanning U.S.-based staff and nearshore contractors — consolidated from previously separate QA assignments across the Tax & Licensing and Short-Term Rental platforms.
  • Hire, coach, and develop QA engineers and automation leads; build clear career paths across manual QA, test automation, and release engineering.
  • Serve as the single point of accountability for QA and release outcomes across Tax & Licensing and Short-Term Rental, replacing the current model where quality and release work is scattered with no dedicated owner.

Release & Deployment Management

  • Own end-to-end release management across the Tax & Licensing and Short-Term Rental platforms— plus ad hoc emergency hotfix releases.
  • Design and operate one unified QA-to-release pipeline that works across differing tech stacks into the same shared model used for Tax & Licensing rather than running parallel processes.
  • Build and maintain release calendars, deployment automation, and environment/branching strategy in partnership with engineering managers and architects.

Quality & Delivery Metrics

  • Establish delivery-performance visibility using the DORA four key metrics — deployment frequency, lead time for changes, change failure rate, and mean time to restore — where no consistent measurement exists today.
  • Define test strategy and coverage standards across manual and automated testing and drive expansion of automated coverage over time.
  • Report regularly on release health, defect trends, and QA/delivery metrics to cross-functional leadership and stakeholders.

Cross-Functional Partnership

  • Partner closely with the other Software Engineering Managers for Tax & Licensing and Short-Term Rental to align QA priorities and release cadence with product roadmaps.
  • Represent QA and release readiness in planning and leadership forums, giving stakeholders clear visibility into risk and delivery timelines.
  • Evaluate and adopt AI-assisted testing and automation tooling in partnership with the team's architecture/AI lead and set standards for how the team uses agentic tools in test authoring and maintenance.


Education and Experience: 

  • 7+ years of QA leadership experience, including 3+ years leading or managing a QA and/or release engineering team of comparable size and complexity, spanning both full-time employees and contractor/nearshore staff.
  • Proven experience owning end-to-end release and deployment management in a high-frequency release environment (multiple releases per month, including emergency hotfixes).
  • Hands-on experience with test automation frameworks (e.g., TestCafe, Selenium, Cypress, or Playwright).
  • Experience introducing delivery-performance metrics — DORA-style deployment frequency, lead time, change failure rate, and MTTR — into an organization that previously lacked them.
  • Experience managing distributed, cross-time-zone teams that include nearshore or offshore contractors.
  • Experience consolidating previously siloed QA functions into a single, unified practice.
  • Experience integrating AI coding or testing agents (e.g., Claude Code, Cursor) into QA and release workflows.


Knowledge, Skills and Abilities: 

  • Familiarity with PHP/MariaDB, .NET, or Angular-based enterprise applications.
  • Background in government technology, tax/licensing compliance, or another regulated SaaS environment.

  • Strong written and verbal communication skills, with the ability to present delivery metrics and release risk clearly to senior leadership.


Work Environment:

  • Office setting with a moderate noise level.
  • The employee will work at an individual workstation, using a telephone and computer.



Physical Demands:

  • Must be able to remain seated for extended periods.
  • Regular use of a computer and other office machinery, such as printers and copy machines.
  • Occasional movement around the office.
  • Frequent communication via telephone.
