The Role

The VP of Technology Operations will serve as a strategic partner to the CIO/CTO, helping translate Expion Health's business priorities into scalable technology, product, data, and operational solutions. This role is intended to strengthen enterprise technology leadership by owning business solution architecture, platform roadmaps, product delivery alignment, and cross-functional execution, while partnering closely with existing infrastructure, support, and security leadership.

 

This is a rare kind of technology role. You will not sit above the work handing down blueprints, and you will not be buried in a single workstream. You will carry both: the judgment to shape where Expion's technology goes, grounded in real healthcare payer market knowledge, and the discipline to get a cross functional team across business solutions, delivery, and platform functions aligned and moving.

 

You will lead a team of employees and contractors, own a significant technology budget, and collaborate directly with our Chief Transformation Officer. If you have spent your career building technology in healthcare, understand what clients actually need, and want the authority to modernize the platform that meets that need, this role was built for you.

 

What You'll Own

  • Technology Leadership:
    • Collaborate with business unit leaders and provide leadership and support by developing data-driven strategies and recommendations that help them meet our strategic goals and objectives
    • Build technology strategy, product roadmaps and technology blueprints in collaboration with business unit leaders and operational leaders
    • Provide strategic and analytical support to senior leadership when evaluating and updating organizational goals and objectives
    • Create actionable insights and understandings through the analysis of both quantitative and qualitative data, building recommendations that directly address organizational goal and objectives
    • Work directly with senior leadership to identify, analyze and address key business opportunities and critical business challenges
  • Product Delivery:
    • Provide leadership and strategic guidance during the development, commercialization, implementation, and scaling of new products and platform capabilities.
    • Manage product delivery, engineering, operations, and client-facing teams to ensure roadmap priorities are clearly defined, delivery dependencies are managed, and the organization is prepared for successful rollout, ongoing service delivery, and growth.
    • Ensure implementations are delivered on time, aligned to approved roadmap priorities, operationally supportable, and measured against adoption, client satisfaction, scalability, quality, and business value outcomes.
    • Ensure ongoing operations are executed on-time as per expectations
  • Team Development:
    • Responsible for resource and budget forecasting to accomplish deliverables.
    • Collaborate with technical architects and engineering teams to develop the scalable solutions
    • Provide leadership, strategic direction, and management for delivering solutions
  • Collaboration:
    • Collaborate with functional and cross-organizational leaders to ensure that all Product, Sales and Client initiatives are successfully delivered
    • Collaborate with business leaders to ensure strategic roadmaps meet the business ongoing and future needs
    • Ensure that business goals are supported in a cost effective, timely manner, with a resulting high level of client satisfaction.
    • Work closely with sales and marketing teams to accurately represent capabilities of products
    • Support Sales in business development efforts as required

Take on other work as needed to support the broader goals of the department and the company.

 

Scope & Mandate

This role owns a significant technology budget and a team spanning business solutions, delivery, and platform functions, combining direct employees and contract resources. Priority mandates for the first 12 to 18 months include:

  • Increase operational efficiency with automation and agentic AI solutions
  • Significantly compress implementation timelines, moving toward a leaner, faster delivery model
  • Ensure reliability and quality of technical Operations

 

What We're Looking For

  • Bachelor's degree in business, computer science, healthcare administration, or a related field; an advanced degree is a plus, but real experience matters more.
  • 10 or more years of progressive experience in technology and business architecture, with a genuine command of the healthcare payer industry, medical claims cost management, and payer business process design.
  • Demonstrated knowledge of developing technology strategy to advance business models in medical claims cost management solutions
  • Demonstrated knowledge on leveraging technology tools to enable business operations or deliver new products
  • Demonstrated ability to scale technology operations
  • Demonstrated ability to collaborate with business leaders to develop solutions
  • Demonstrated ability to adapt to changes in business and keep up with the industry
  • Demonstrated ability to execute on strategic vision on time and on budget
  • Demonstrated ability to effectively communicate and influence key stakeholders
  • Be comfortable with being part of a collaborative, nimble, and high-performing team within a fast-paced, startup-like environment
  • Enjoy pushing your skills and development to manage ambiguity, be adaptable, and cultivate innovation
  • Be comfortable getting into details and being part of execution as much as discussing and developing strategy

 

Bonus points for:

  • Experience building technology in pharmacy benefit management, health plan, or payer environments.
  • A track record guiding architects and engineers to scalable solutions that support analytics, automation, and AI enabled workflows, without owning technical delivery yourself.
  • Strategic thinking sharp enough to hold a long-term vision while still driving what needs to happen this quarter.
  • A knack for building real cross functional relationships and getting a growing organization to move in the same direction.
  • Genuine comfort navigating ambiguity and solving problems in an environment that is still being built.
