This is a contingent position based upon contract win.

SkyePoint Decisions is seeking a Training Lead to join our team supporting the Department of Education’s (DoED) Federal Student Aid (FSA) Cybersecurity and Privacy Support Services (CPSS) in Washington, DC. This position is contingent on contract win.

This person will lead cybersecurity workforce development, training, competency assessments, and compliance programs for the Security Services Division of DoED FSA. This person will oversee work-role identification, skills assessments, Cybersecurity and Privacy Awareness (CSPA), Role-Based Training (RBT), LMS administration, training reporting, and centralized workforce training dashboards.

This is a remote position. 

Responsibilities:

  • Lead training, cybersecurity workforce development, instructional design, LMS administration, data/reporting, and knowledge management.
  • Establish training priorities, schedules, assignments, milestones, and reporting requirements and proactively address overdue training, competency gaps, data-quality issues, and stakeholder dependencies.
  • Manage the complete training lifecycle including: needs assessment, planning, development, delivery, tracking, reporting, evaluation, and continuous improvement.
  • Administer recurring cybersecurity/privacy awareness, role-based, technical, and compliance training across multiple organizational groups.
  • Design and develop online courses, technical training, presentations, job aids, reference materials, interactive modules, and assessments.
  • Update training in response to changing policies, regulations, technologies, threats, workforce roles, and identified competency gaps.
  • Analyze assessment results to identify skill gaps, competency strengths, training priorities, and workforce-development needs.
  • Coordinate training launches, schedules, instructions, resource files, annual requirements, stand-alone materials, completion requirements, and stakeholder communications.
  • Develop reports and visualizations showing training compliance, completion trends, workforce readiness, skill gaps, and corrective actions.

Required Qualifications:

  • Bachelor’s degree in Cybersecurity, IT, Information Systems, Education/Training, Instructional Design, Workforce Development, or related discipline. Relevant experience may substituted.
  • 8+ years of cybersecurity/technical training, workforce development, instructional design, learning management, or cybersecurity program support.
  • 3+ years leading cybersecurity/technical training and workforce development.
  • Experience designing and developing online courses, technical training, presentations, job aids, reference materials, interactive modules, and assessments.
  • Knowledge of instructional design and adult-learning principles and the ability to translate cybersecurity policies, regulations, technical concepts, and best practices into training for technical and nontechnical audiences.
  • Experience translating identified gaps into customized training plans delivered annually, quarterly, monthly, weekly, or on demand based on mission and workforce needs.
  • Experience using and administering Learning Management Systems (LMSs) and reconciling training records across multiple systems and external data sources.
  • Ability to integrate LMS data, skills assessments, cybersecurity work-role information, instructor-led training, meetings/training sessions, and external training records into a centralized tracking capability.
  • Proficiency with Excel, SharePoint, Power BI or comparable dashboards, Microsoft Teams, LMS platforms, e-learning/course-authoring tools, and assessment/reporting tools.
  • Ability to obtain a DoED 6c Public Trust. At least an active Secret clearance is highly preferred.
  • U.S. Citizenship is required.

Preferred Qualifications:

  • Experience supporting Federal Student Aid (FSA), Department of Education, or another Federal cybersecurity workforce/training program.
  • Experience administering CSPA, RBT, or comparable Federal mandatory cybersecurity training.
  • Familiarity with FedTalent, Security Touch, FPPS personnel-data dependencies, and Federal ICAM processes.
  • Experience applying the NICE Cybersecurity Workforce Framework.
  • Experience preparing cybersecurity training records and reports for Federal audits and compliance reviews.
  • Relevant cybersecurity, training, workforce development, or program management certifications such as CISSP, Security+, CySA+, CISM, CGRC, CPTD/ATD credentials, or PMP.

Salary at SkyePoint is determined by various factors, including but not limited to location, work schedule, the candidate’s combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, market data and business considerations.
