Overview

Program Manager, Identity & Access Management (IAM)

How you can make a difference

We are looking for a Program Manager to bring structure, visibility, and momentum to our Identity & Access Management (IAM) program. In this role, you will connect the work across the IAM organization—partnering with IAM leadership, the IAM Architecture and Engineering, Hygiene, and Application Onboarding teams to build and maintain the program roadmap, run disciplined intake, backlog, and sprint processes, and measure what matters through clear OKRs and metrics. You will also partner closely with IT teams across the organization to understand their identity and access needs, translate those needs into IAM requests and roadmap priorities, and make sure every identity and access requirement is captured, prioritized, and delivered.

In addition, you will work with the IAM teams to explore where AI can support the IAM program and use AI tools where they help with planning and reporting.

What you'll be doing

  • Connect the dots between all functions within the IAM organization and what's happening outside of IAM:
    • Meet regularly with IAM leaders to keep forward momentum across each IAM pillar, aligning on priorities and clearing any roadblocks that could slow progress.
    • Coordinate with IT, Security, and Engineering leaders on upcoming and in-flight projects to identify IAM dependencies and support needs early. Use these inputs to inform the IAM roadmap and sprint planning.
    • Lead IAM-focused requirements gathering with IT teams to identify identity and access needs that IAM can fulfill, translating them into clearly scoped requests for the appropriate IAM team.
  • Roadmap creation & maintenance:
    • Facilitate the creation and ongoing maintenance of the IAM program roadmap in collaboration with IAM leadership, IAM architects, and other key IAM team members, adjusting it as priorities shift.
    • Collaborate with the IAM architect and engineering team to identify emerging IAM trends and technologies that should be incorporated into the roadmap.
    • Work with the IAM architect and engineering team to identify and build AI capabilities that augment the IAM program.
  • Intake management:
    • Participate in each IAM team's intake process, helping prioritize and scope incoming project-based requests.
  • Backlog management:
    • Manage and groom the Azure DevOps backlogs for the IAM teams (namely Engineering, Hygiene, and App Onboarding).
    • Prioritize each team's backlog, focusing on items that will have the greatest impact or are required to execute the IAM roadmap.
  • Sprint planning:
    • Facilitate sprint planning for the IAM teams, pulling prioritized items into each sprint based on their sizing and the team's capacity.
  • Capacity & resource planning:
    • Build on existing capacity planning practices by providing clear visibility into capacity and utilization across the IAM teams, helping keep work balanced and aligned to priorities.
    • Partner with IAM leadership to strengthen resource planning, aligning team capacity with the roadmap and incoming demand so the program can continue to scale effectively.
  • OKRs & metrics:
    • In collaboration with IAM leadership, define measurable metrics to track the health, compliance, and progress of IAM operations and roadmap execution.
    • Gather updated metrics on a regular cadence to give IAM leadership a clear view of program performance and roadmap progress.
  • Reporting, dashboards & data analysis:
    • Create and maintain IAM reporting dashboards that give leadership and stakeholders a clear, current view of program health, operations, and roadmap progress.
    • Automate data collection and dashboard refreshes to reduce manual reporting effort.
    • Analyze IAM data (e.g., access requests, certifications, onboarding, and hygiene metrics) to identify trends, risks, and improvement opportunities, using AI and automation where applicable.

What you will need to be successful

  • 5+ years of program or project management experience, including at least 3 years supporting an Identity & Access Management, Identity Governance, or Information Security program.
  • Working knowledge of core IAM concepts and capabilities—identity lifecycle (joiner/mover/leaver), access requests and certifications, role-based access, SSO/federation, MFA, privileged access, and application onboarding.
  • Hands-on experience with IAM platforms such as SailPoint ISC, Microsoft Entra ID, or BeyondTrust.
  • Technical fluency in IAM technologies, including how the platforms integrate, where dependencies sit, and what a given change involves, so you can partner credibly with architects and engineers.
  • Proven ability to build and maintain a multi-team program roadmap and adjust it as priorities shift.
  • Ability to judge the time, effort, resources, and cost required for IAM initiatives to succeed (for example, application onboarding, platform changes, and hygiene or certification campaigns), and to turn that judgment into realistic estimates, timelines, and budget and staffing inputs.
  • Experience running Agile practices—intake, backlog grooming, prioritization, and sprint planning—preferably in Azure DevOps.
  • Comfort using AI tools (e.g., Microsoft Copilot / Claude) in day-to-day work, such as drafting status updates or summarizing information.
  • Ability to define, collect, and communicate OKRs and operational metrics that give leadership a clear view of program health, compliance, and progress.
  • Strong relationship-building and communication skills, with a track record of partnering across IT, Security, and Engineering and influencing without direct authority.

Preferred Qualifications

  • Exposure to AI or automation initiatives within an IAM or security program.
  • Familiarity with compliance and audit frameworks relevant to access management, such as SOX, HIPAA, PCI DSS, or SOC 2.
  • Certifications such as PMP, PMI-ACP, Certified ScrumMaster (CSM), SAFe, CISSP, or an IAM vendor certification.
  • Experience in healthcare, financial services, or another highly regulated industry.
  • Bachelor's degree in Information Systems, Computer Science, Business, or a related field, or equivalent experience.
