The Senior Acquisition & Business Operations Advisor (Part-Time) serves as a senior subject matter expert and trusted advisor supporting enterprise-wide business operations, acquisition functions, growth initiatives, client delivery programs, financial management activities, and executive leadership priorities. The incumbent provides expert Federal and State acquisition knowledge, operational contracting expertise, proposal and business development support, acquisition lifecycle guidance, contract administration support, strategic planning assistance, and organizational improvement recommendations that strengthen corporate performance and customer success.

This individual possesses extensive practical experience serving as a Contract Specialist (CS), Contracting Officer (CO), Acquisition Team Lead, Procurement Analyst, Program Manager, Functional Lead, Product Owner, Business Advisor, Client Delivery Lead, or equivalent acquisition and business professional.

The Senior Acquisition & Business Operations Advisor leverages tactical, operational, and strategic experience to support organizational growth, improve operational performance, strengthen customer relationships, enhance acquisition outcomes, and assist leadership in achieving corporate objectives.

Responsibilities

  • Serve as a senior advisor supporting NEXUS, Business Development, Client Delivery, Growth, Finance, and Executive Leadership functions.
  • Provide acquisition, contracts, and operational expertise supporting organizational goals and objectives.
  • Participate in strategic planning initiatives and business improvement efforts.
  • Advise leadership regarding operational challenges, growth opportunities, and business risks.
  • Recommend solutions that improve efficiency, effectiveness, profitability, compliance, and customer satisfaction.
  • Support enterprise-wide modernization, transformation, and continuous improvement initiatives.
  • Assist leadership in evaluating strategic initiatives, investments, and organizational priorities.
  • Support special projects and strategic initiatives assigned by Senior Leadership.
  • Assist leadership in evaluating emerging business opportunities, organizational priorities, operational challenges, and growth objectives.
  • Conduct research, analysis, and assessments designed to support executive decision-making.
  • Participate in high-visibility initiatives supporting corporate growth, operational excellence, customer success, and organizational maturity.
  • Prepare executive-level briefings, reports, recommendations, and strategic assessments.
  • Support implementation and oversight of enterprise initiatives that strengthen organizational capabilities and long-term business performance.
  • Collaborate with leadership teams to identify process improvements, efficiencies, and organizational development opportunities.
  • Serve as the principal acquisition subject matter expert supporting organizational initiatives.
  • Provide expert guidance regarding Federal and State acquisition regulations, policies, procedures, and contracting operations.
  • Advise executive leadership and project stakeholders regarding acquisition modernization, process improvement, and organizational transformation opportunities.
  • Ensure acquisition business requirements and regulatory obligations are accurately represented within operational and technical environments.
  • Provide acquisition insight supporting software development, testing, implementation, deployment, and sustainment activities.
  • Serve as the acquisition authority for validating business processes and acquisition-related functionality.
  • Support opportunity identification, qualification, capture planning, and proposal development activities.
  • Review solicitations, RFIs, Sources Sought notices, RFQs, RFPs, and Government acquisition forecasts.
  • Support business development teams with acquisition strategies and procurement analysis.
  • Assist proposal teams in developing compliant and competitive responses.
  • Provide acquisition expertise supporting pricing reviews, management approaches, staffing plans, transition plans, and solution development.
  • Participate in proposal reviews, color-team reviews, readiness reviews, and compliance assessments.
  • Conduct market research and competitive analysis activities.
  • Advise leadership regarding emerging procurement trends and acquisition opportunities.
  • Support customer engagement and growth planning initiatives.
  • Support customer-facing delivery organizations with acquisition and contract management expertise.
  • Assist program managers in interpreting contractual requirements and compliance obligations.
  • Support contract performance management and operational execution efforts.
  • Identify contractual, operational, and program risks and recommend mitigation strategies.
  • Assist in resolving customer concerns and contract administration issues.
  • Support contract modifications, option exercises, closeout activities, and customer reporting requirements.
  • Promote customer satisfaction and successful mission outcomes.
  • Collaborate with Finance on budgeting, forecasting, contract funding, invoicing, reconciliation, and financial reporting activities.
  • Provide expertise regarding procurement funding and Government financial processes.
  • Support audit readiness and compliance initiatives.
  • Assist with development of financial analyses, business cases, and investment assessments.
  • Support organizational financial management objectives through improved acquisition and contract administration practices.
  • Assist leadership in assessing business impacts associated with contracts, programs, and strategic investments.
  • Function as a trusted advisor to executive leadership.
  • Prepare executive briefings, reports, white papers, assessments, and recommendations.
  • Support organizational strategic planning efforts.
  • Analyze operational performance and business trends.
  • Provide recommendations that support informed decision-making.
  • Assist in evaluating organizational risks, opportunities, competitive positioning, and growth strategies.
  • Support leadership communications and stakeholder engagement activities.
  • Serve as an authoritative advisor regarding Federal and State acquisition operations.

  • Validate that organizational processes accurately reflect operational contracting requirements.
  • Assess business impacts associated with acquisition-related initiatives and system changes.
  • Provide subject matter expertise regarding PRISM, Momentum, SPS/PD2, Procurement Desktop-Next Generation (PDNG), and related acquisition platforms.
  • Analyze workflow processes, approval chains, reporting capabilities, interfaces, and compliance controls.
  • Support modernization, migration, enhancement, implementation, and integration activities.
  • Evaluate business requirements against existing and future-state operational needs.
  • Support requirements validation for pre-award, award, post-award, administration, and closeout functionality.
  • Recommend enhancements that improve efficiency, compliance, reporting, auditability, and user experience.
  • Provide expert understanding of stakeholder authorities, responsibilities, and interactions.
  • Support relationships among Contract Specialists, Contracting Officers, Program Managers, CORs, Financial Managers, Legal Counsel, Small Business Specialists, Executive Leadership, and customer organizations.
  • Support workflow development and governance processes.
  • Assist in resolving stakeholder conflicts and organizational barriers.
  • Translate acquisition and business processes into functional and technical requirements.
  • Develop and review business rules, workflow diagrams, process maps, and user stories.
  • Participate in Agile development activities including backlog refinement, sprint planning, testing, demonstrations, deployments, and implementation efforts.
  • Support user acceptance testing and operational validation activities.
  • Ensure solutions remain compliant while supporting business objectives.
  • Develop and deliver acquisition and business process training.
  • Support organizational change management initiatives.
  • Develop SOPs, user guides, knowledge articles, and training materials.

  • Extensive knowledge of Federal and State acquisition regulations, policies, procedures, and contracting principles, including the full acquisition lifecycle from planning through contract closeout.
  • Comprehensive knowledge of contract administration, procurement operations, source selection processes, market research, and acquisition strategy development.
  • Knowledge of Government financial management practices, budgeting, forecasting, funding processes, invoicing, and audit readiness requirements.

Qualifications

  • Bachelor's Degree in Acquisition Management, Business Administration, Public Administration, Finance, Information Systems, Contract Management, or a related discipline.
  • Minimum ten (10) years of Federal or State acquisition, contracting, procurement, business operations, or acquisition support experience.
  • Demonstrated experience supporting acquisition actions throughout the acquisition lifecycle.
  • Experience supporting Business Development, Capture, Proposal Operations, Client Delivery, Finance, or Corporate Operations functions.
  • Experience serving as a Contract Specialist, Contracting Officer, Procurement Analyst, Acquisition Lead, Functional Lead, Program Manager, Product Owner, or equivalent professional.
  • Demonstrated experience utilizing contract writing systems.
  • Experience supporting acquisition modernization, business transformation, or digital transformation initiatives.
  • Experience briefing executive leadership and senior stakeholders.
  • Demonstrated ability to work across multiple business functions simultaneously.
  • Experience translating operational requirements into business, functional, and technical requirements.
  • Experience working directly with executives, customers, business teams, and technical organizations.
  • Strong written and oral communication skills.

Target Pay Range

The below listed pay range for this position is not a guarantee of compensation or salary. The final offered salary will be influenced by a host of factors including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
