Job Summary

We're looking for a Program Manager to drive day-to-day execution of large-scale data center programs across the QC Ecosystem. This is the role that keeps everything moving — coordinating across ecosystem entities, partners, vendors, and stakeholders to ensure commitments are executed, milestones are achieved, and issues are resolved before they impact delivery.

This role sits at the intersection of program planning, execution, and coordination. In addition to overseeing active program delivery, the Program Manager helps coordinate new opportunities as they move from proposal and planning through mobilization and kickoff, ensuring key stakeholders are engaged, execution plans are aligned, and critical milestones remain on track.

Essential Functions

Program Execution & Delivery

  • Drive day-to-day execution against master program schedules and phase-gate milestones.
  • Coordinate activities across ecosystem entities, consultants, contractors, vendors, and client stakeholders.
  • Serve as the primary coordination point between the PMO and teams executing work in the field.
  • Facilitate working sessions that keep projects aligned, risks visible, and decisions moving forward.
  • Monitor program performance and proactively identify potential impacts to schedule, scope, and delivery.
  • Maintain accountability for action items, commitments, and program deliverables.

Program Mobilization & Kickoff Coordination

  • Support the transition of new opportunities from proposal development through program kickoff.
  • Coordinate across QC Ecosystem entities to align scope, deliverables, staffing plans, schedules, and execution assumptions.
  • Track pre-award, mobilization, and startup milestones to ensure readiness for execution.
  • Identify gaps, risks, and dependencies during planning and mobilization activities.
  • Facilitate kickoff planning and ensure successful handoff from business development and proposal teams to delivery teams.
  • Help establish governance structures, communication plans, reporting cadence, and stakeholder alignment before execution begins.

Schedule, Risk & Issue Management

  • Maintain the working program schedule and identify slippage before it becomes a delivery issue.
  • Monitor risks, issues, dependencies, and constraints across multiple workstreams.
  • Drive issue resolution by assigning ownership, establishing timelines, and following through to completion.
  • Escalate risks and challenges to program leadership when appropriate.
  • Support phase-gate reviews and readiness assessments.

Cross-Entity Coordination

  • Coordinate activities across multiple QC Ecosystem entities and external partners.
  • Facilitate collaboration between technical, operational, commercial, and delivery teams.
  • Ensure stakeholders remain aligned on priorities, timelines, and responsibilities.
  • Support communication between leadership teams, project teams, and field personnel.

Program Reporting & Governance

  • Own execution-focused program reporting and status updates.
  • Partner with Project Controls and Business Analysts to ensure accurate reporting and visibility.
  • Prepare weekly and monthly program updates for stakeholders and leadership.
  • Maintain program documentation, action logs, risk registers, and decision tracking.
  • Support governance reviews and executive reporting requirements.

What Success Looks Like

  • Program milestones are achieved and phase-gate requirements are completed successfully.
  • New opportunities transition smoothly from proposal through mobilization and kickoff.
  • Scope, staffing plans, schedules, and execution expectations are aligned before delivery begins.
  • Risks, issues, and dependencies are identified and addressed before impacting program execution.
  • Cross-entity teams remain coordinated and accountable throughout the lifecycle of the program.
  • Stakeholders have clear visibility into program status, priorities, risks, and next steps.
  • Program reporting is accurate, timely, and actionable.
  • Leadership has confidence that commitments are being tracked, managed, and executed effectively.
