Job Description:  

We are seeking a highly motivated and skilled Policy (Product) Analyst. In this role, you will collaborate closely with cross-functional teams and clients to develop, implement, evaluate, and refine Alternative Payment Models (APMs) and other value-based care initiatives. You will play a key role in translating health policy into actionable technology solutions that improve care quality, delivery, and outcomes. 
 

The Policy Analyst will lead multidisciplinary teams in the development of health IT solutions, guiding product design, testing, and iteration to ensure alignment with policy goals and user needs. This role bridges policy, data, design and technology—ensuring that systems effectively support value-based care models. Strong verbal and written communication skills are required, along with quality assurance experience in a data or product setting. 

Basic Requirements:   

• Ability to obtain a U.S. Federal Position of Trust clearance designation.  

• Must reside in and be able to perform work in the United States.  

• Must have lived in the United States for three (3) of the last five (5) years. 

• Bachelor’s or master’s degree in public policy, Public Health, Economics, Statistics, or a related field 

• 3+ years of experience in project management, product ownership, or policy analysis with exposure to healthcare data and/or health services research 

• Experience working with federal health programs and/or value-based care models (preferred) 

• Demonstrated ability to interpret policy and translate it into technical, analytical, or operational solutions 

• Strong foundation in data analysis and performance measurement (e.g., quality metrics, program evaluation, etc.) 

• Familiarity with Agile methodologies and tools (e.g., JIRA, Confluence) 

• Experience preparing proposals, reports, and client-facing deliverables 

• Strong communication and stakeholder management skills, with the ability to engage effectively with government clients and external partners

• Ability to take collaborative and consultative approaches to resolve issues 

Key Responsibilities:  

• Lead cross-functional teams to design and deliver health IT solutions aligned with federal health policies 

• Translate complex policy requirements into scalable, user-centered product features 

• Support the implementation and evaluation of Alternative Payment Models and value-based care programs 

• Analyze data to inform product improvements and develop OKRs 

• Oversee product lifecycle activities, including requirements gathering, testing, and iteration 

• Collaborate with stakeholders across policy, engineering, and client teams 

• Develop client facing presentations, reports and memoranda 

• Assist with proposals  

Public Trust Clearance: 

Many of our roles require the hired candidate to go through public trust clearance. A minimum of 3 years of stay in the U.S. within the last 5 years is required to be eligible to qualify for public trust clearance sponsorship.  

Work Location: 

Headquartered in Arlington, VA, we also have a primary office in Baltimore, MD for those who prefer to work on-site. However, with employees spread across 40+ states, we have many remote roles.
