Job Summary 

   

The People & Culture (P&C) Officer provides professional-level P&C services for the Strengthening Infectious Disease Detection Systems (STRIDES) Activity in Guatemala. Under the Project Manager's leadership, the position supports staff and managers across recruitment, employee relations, performance management, benefits, and compliance with internal policies and local labor laws. This role works closely with managers to ensure consistent policy application, contributes to process improvements, and receives guidance and orientation from P&C Headquarters (HQ) staff. 

  

Accountabilities 

  • Manages recruitment processes from requisition approval to hiring. 

  • Continuously updates the local onboarding program and supports staff during the probation period. 

  • Manages recruitment, negotiations, and operational follow-up for all project consultants.  

  • Provides accurate, consistent, timely, and well-reasoned guidance to employees and managers on policy interpretation, application, and routine employment matters, consulting senior P&C staff when appropriate. 

  • Establishes effective processes to manage goal-setting and performance reviews, ensuring that feedback and regular appraisals are conducted by supervisors throughout the year. 

  • Advises Program Manager and Project Director when performance challenges are detected and provides a course of action. 

  • Supports project management in conflict resolution, acting as an empathetic mediator to resolve conflicts according to FHI 360 internal procedures. 

  • Coordinates learning and development activities, identifying professional growth opportunities for staff. 

  • Ensures compliance with labor laws and FHI 360 policies, informing project management about risks, requirements, and procedures ahead of time. 

  • Prepares HR and administrative documentation that meets organizational quality standards with minimal revision. 

  • Maintains HRIS data integrity and generates standard HR reports. 

  • Supports core project operational tasks as needed.  

  

Applied Knowledge & Skills 

  • Strong knowledge of local labor law and HR best practices. 

  • Ability to provide policy guidance and resolve employee concerns. 

  • Proficiency with HRIS systems and reporting tools. 

  • Strong analytical and professional judgment, with the ability to identify information gaps, evaluate available information, and develop well-supported recommendations. 

  • Demonstrated ability to prepare clear, accurate, and high-quality HR documentation, reports, and communications. 

  • Strong interpersonal and conflict resolution skills. 

  • Fluent in Spanish and proficient in English

Education & Experience 

  • Bachelor's degree in Human Resources, Business Administration, Industrial Psychology, Organizational Development, Public Administration, or another HR related field required. 

  • Minimum of five (5) years of progressively responsible professional experience in Human Resources or People & Culture, including independent responsibility for recruitment, employee relations, policy interpretation, performance management, and labor law compliance. 

  • Experience supporting complex, fast-paced project operations with a high degree of independence is strongly preferred. 

Typical Physical Demands:  

  • Typical office environment.  

  • Ability to work extended periods at a computer.  

  • Ability to sit, stand, and move for extended periods, including occasional movement during activity support or field verification.  

  

Technology to be Used:  

  • Proficient use of Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams) and Workday is required to effectively manage People & Culture operations, cloud documentation, and internal workflows. 

  • Systems for financial tracking, procurement management, and document management, as required.  

  • Standard office equipment and mobile communication tools.  

Travel Requirements 

  • Limited domestic travel may be required to support project activities, meetings, logistical coordination, or administrative follow-up.  

 

The expected hiring salary range for this role is GTQ 170,000 - 230,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.  For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
