Company:

Mitsubishi Chemical America, Inc.

Job Description:

Manager, Trade Compliance and Government Contracts

Mitsubishi Chemical America, Inc.
Remote, United States

Help Mitsubishi Chemical America pursue U.S. defense work and keep materials moving across borders. When a bid depends on where a component was made or a plant needs to share controlled technical data, you’ll guide the decision. Reporting to the Regional Director of Trade Compliance, you’ll serve as a senior individual contributor responsible for the standards, systems, and training our sites use across the Americas.

Federal and defense contracts

  • Guide the business from bid through contract performance. Review solicitations, proposals, contracts, subcontracts, and modifications with Legal, Contracts, and Procurement. Identify the trade provisions that apply under the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), whether the business is a prime contractor or a supplier at any subcontract tier.
  • Determine what the business and its suppliers must substantiate. Interpret domestic sourcing preferences, foreign-source restrictions, and requirements for controlled items or technical data. Help teams support their representations and certifications, document decisions, and pass applicable terms to subcontractors.
  • Prepare sites for government work. Compare contract obligations with current practices. Where a required check or record is missing, work with Procurement, Engineering, Information Security, and site leaders to put a control in place and verify that it works.

Imports, exports, and high-risk transactions

  • Resolve complex customs questions. Guide tariff classification, customs valuation, country-of-origin and marking decisions, and preferential duty treatment. Give brokers clear instructions, oversee entry corrections, and help sites verify supplier origin, address forced-labor risks, and identify opportunities to reduce or recover duties.
  • Guide export licensing and sanctions decisions. Assess product classification, end use, end users, and restricted-party screening. Advise on licenses or exceptions under the Export Administration Regulations (EAR), authorizations under the International Traffic in Arms Regulations (ITAR), and sanctions administered by the Office of Foreign Assets Control (OFAC).
  • Bring trade expertise into business decisions early. Review high-risk orders, new product launches, foreign visitor requests, and transfers of software or technical data. Support trade due diligence for acquisitions and help newly acquired operations put the necessary controls in place.

Regional programs, systems, and training

  • Lead audits and investigations. When U.S. Customs and Border Protection (CBP) raises a question, work with the business and Legal to establish what happened, preserve records, assess exposure, and coordinate the response. Support voluntary disclosures when appropriate. Lead site risk assessments, oversee broker performance, and verify that corrective actions address the root cause.
  • Set priorities for trade systems. Manage the region’s use of CBP’s Automated Commercial Environment (ACE) portal and set the roadmap for the Global Trade Services (GTS) module. Work with system owners to prioritize improvements in screening, classification, licensing workflows, and the records behind each decision.
  • Help local teams put new requirements into practice. Monitor tariff changes, executive orders, and enforcement developments. Identify which sites and transactions are affected, then develop procedures and role-specific training for trade coordinators and colleagues in Sales, Procurement, Logistics, Engineering, and Operations.

What success looks like

Sites experience fewer avoidable shipment holds and repeat audit findings. Licensing decisions reach commercial teams in time to support customer commitments. When a defense customer asks how a sourcing certification was reached, the business can trace the answer to the contract clause, the supplier documentation, and the decision on file.

What you’ll bring

  • A bachelor’s degree in international business, supply chain, logistics, finance, customs administration, or a related field.
  • 10 or more years of progressively responsible trade compliance experience in multinational manufacturing, chemicals, industrial operations, or a similarly regulated environment.
  • Experience making and documenting complex compliance decisions in your area of expertise. You can explain your reasoning to a business leader, give a site team practical next steps, and work across functions to resolve an issue.
  • Proficiency with enterprise resource planning (ERP) or global trade management systems, screening tools, and data analysis.

The salary range for this position is $110,200–$144,700. Factors such as scope and responsibilities of the position, candidate's work experience, education/training, job-related skills, internal peer equity, as well as market and business considerations may influence base pay offered. This salary will be subject to a geographic adjustment (according to a specific city and state), if an authorization is granted to work outside of the location listed in this posting
