OVERVIEW

Reporting to the Director, Common Collection System - ON, the Manager, Common Collection System – ON leads two contract specialists on the CCS team, while supporting the Director in the day-to-day management of the CCS Operator and associated service provider contracts. This role oversees contract administration activities, including procurement of services, change notices, contract updates, performance tracking, data management, and regulatory compliance monitoring. The Manager works closely with the broader ON CCS team, other internal CM teams, CCS Operator, and external service providers to ensure the effective operational delivery of Common Collection System (CCS) contracts.


Success in this role will be demonstrated through the consistent administration of CCS contracts, effective stakeholder engagement, accurate contract records, and proactive support of contract performance and compliance activities.


This is a permanent position, salaried paid and requires residency in, and travel throughout Ontario, Canada.

 
RESPONSIBILITIES

Key Duties and Responsibilities

  • Develop and maintain knowledge of the regulatory requirements associated with Ontario’s waste diversion framework and their impact on CCS operations.
  • Develop a strong understanding of the terms and conditions contained within the Master Services Agreement (MSA), Statements of Work (SoW), and other CCS-related agreements.
  • Develop and implement daily, weekly and long- term staff teamwork plans that ensure all deliverables are met on time and within budget.
  • Support the ongoing relationships with municipal and First Nation communities, that are part of the Common Collection System, working collaboratively with internal stakeholders and the CCS Operator.
  • Coordinate the transfer of executed contracts to the CCS Operator, ensuring contract documentation is complete, accurate, and understood by all parties.
  • Administer contract changes, amendments, and updates in collaboration with the assigned and CCS Operator to ensure agreements remain aligned with operational and regulatory requirements.
  • Maintain contract records, critical dates, deliverables, and obligations to support compliance with contractual commitments.
  • Develop and maintain tracking tools and calendars to monitor key contract milestones, reporting requirements, renewals, and critical events.
  • Monitor contract performance and collect operational data to support service-level reporting, performance management, and compliance activities.
  • Record and maintain detailed documentation of interactions with collection service providers and material receiving facilities within enterprise systems.
  • Support contract negotiations, vendor management activities, and business initiatives as directed by the assigned Senior staff lead.
  • Collaborate with internal departments to develop, document, and improve procedures related to contract administration and service delivery oversight.
  • Prepare reports, dashboards, presentations, and stakeholder updates on contract performance, compliance status, and project progress.
  • Work with cross-functional teams to coordinate deliverables, monitor progress against milestones, and support issue resolution.
  • Liaise with the Project Management Office (PMO) and other stakeholders to ensure project and contract status updates are accurately documented.
  • Identify risks, issues, and opportunities for process improvement and elevate recommendations to leadership as appropriate.

 

Relationship Management

  • Monitor CM's relationships with key stakeholders within the collection and consolidation system, escalating issues to the Director, Common Collection System as appropriate.
  • Monitor CM's relationships with contracted service providers to identify and manage risks, anticipate, and resolve issues and manage disputes, escalating issues to the Director, Common Collection System as appropriate.

 

Management and Leadership

  • Help oversee Common Collection System administrative and project specialists to ensure the effective fulfillment of objectives assigned to them while ensuring flexibility to move swiftly in response to unplanned operations challenges and opportunities.
  • Mentor, coach and effectively manage the performance of direct reports, ensuring succession planning strategies exist to mitigate service disruptions.
  • Lead team development and staffing levels by enthusiastically collaborating with HR support services.
  • Participate in the development of a well-researched and planned annual operations budget to support forecasted operation activities and initiatives.
  • Prepare accurate, timely and data driven reports (i.e., field service activity) as tasked.
  • Publicly support strategic decision making and operations while acting as a positive and contributing member of the management team.
  • Collaborate with the National Operations team on areas of technology, innovation and continuous improvement.

 

Special Projects

  • Other duties as may be required from time-to-time, including attendance at events, and third-party meetings as necessary.
  • Supervise, lead and support other special projects, as tasked to do so.



QUALIFICATIONS

Education

  • Bachelor’s degree, college diploma or equivalent management experience in a related field is required.
  • Continuing education and professional development are an asset.
  • An equivalent combination of education, and experiences may be considered.


Experience

  • 5+ years progressive experience leading recycling collection systems including contracts, operating standards, performance metrics and performance outcomes.
  • Knowledge of procurement processes gained through demonstrated hands on experience.
  • Experience and/or knowledge of First Nations consulting and contracting practices and processes would be considered an asset.


Knowledge/Competencies/Skills

  • Experience in a waste management operations role is highly valued.
  • Proven experience in managing a team of people to meet key deliverables in a fast-paced environment with multiple stakeholder priorities.
  • Proven experience in managing competing priorities with multiple stakeholders.
  • Proficient in Microsoft Office 365, Visio, SharePoint, Teams, Excel and Jira.
  • Demonstrated ability to work in a dynamic environment where change, growth and innovation are a constant.
  • Excellent interpersonal, influencing and negotiation skills, with strength in tactfulness and diplomacy.
  • Experience working with a variety of distinct stakeholders including senior executives, service providers and municipal representatives of all levels.

WORKING CONDITIONS

  • All CM employees work 40 hours per week, remotely from an Ontario home office environment.
  • Travel in Ontario is possible, with site visits required throughout Ontario as needed.
  • A valid driver’s license and auto insurance is required.
  • While this position is remote and based in Ontario, the incumbent is expected to have a flexible work schedule requiring periods of extended working hours (evenings/weekends) to meet deadlines throughout the year.
  • This role requires coordinating and meeting with internal and external stakeholders in multiple Canadian time zones.


PAY TRANSPARENCY

Expected Compensation:

  • An annual base salary in the range of $95,000 to $110,000.
  • The salary range listed complies with the Ontario Employment Standards Act and reflects a potential base salary range for this role.  The actual salary offered will be determined within the range, and will depend on factors, such as the candidate’s unique qualifications, relevant experience, work location and expected contributions.
