Job Title:

Leader, Government Capture

Location:

Charlotte, NC, Remote/Home Based

Job Summary and Description:

The Government Capture Lead serves as the primary Government Engagement partner and government funding strategist for assigned sectors, research portfolios, or strategic program areas. The role helps assigned business areas identify and secure government funding that advances priority research by translating government priorities, agency intelligence, and upcoming solicitations into actionable opportunities aligned with EPRI’s mission, research capabilities, and funding needs.

This is primarily an internal-facing, assignment-aligned role. The Government Capture Lead works closely with Government Account Executives, who own sustained agency relationships and provide agency, policy, and funding intelligence, and with Proposal Development, which leads the compliant development and submission of approved proposals.

Key Responsibilities

  • Serve as Government Engagement’s primary Capture partner and trusted point of contact for sector management, program leadership, sector operations, and technical staff.
  • Maintain a current understanding of sector strategies, research portfolios, technical capabilities, priority programs, key experts, funding needs, resource availability, and areas where government funding can accelerate research.
  • Partner with GAEs to curate opportunities from federal civilian, national security, and state government agencies based on both agency priorities and sector capabilities.
  • Attend relevant agency engagements with the responsible GAE when agencies provide information about specific upcoming solicitations, including industry days, bidder or Q&A meetings, rulemaking or input sessions, program briefings, and other pre-solicitation forums.
  • Map opportunities to the appropriate sector programs, leaders, and technical experts; prepare concise opportunity assessments and executive summaries for internal review.
  • Gather and validate all information required to qualify an opportunity, coordinating input from sector leadership and technical staff, Contracts, Finance, Legal as necessary, GAEs, Proposal Development, and other relevant stakeholders.
  • Assess strategic value, technical fit, eligibility, customer priorities, competitive position, teaming, EPRI role, staffing, schedule, budget, cost share, contractual and compliance considerations, organizational readiness, and execution risk.
  • Develop a balanced Go/No-Go recommendation that clearly presents the pros, cons, risks, resource commitments, and expected value of investing in proposal development; facilitate the decision process for sector executives, who make the final Go/No-Go decision.·For approved pursuits, develop the capture plan, customer strategy, win themes, differentiators, teaming approach, and internal action plan.
  • Lead a complete handoff to Proposal Development, including solicitation requirements, agency intelligence, technical scope, key personnel, teaming and budget assumptions, risks, required reviews, decision deadlines, and sector commitments.
  • Participate in proposal kickoff, strategy, review, and check-in meetings; support Proposal Development in obtaining timely technical inputs, management decisions, and clarifications while Proposal Development leads response development and submission.
  • Coordinate cross-sector opportunities and collaborate with Contracts, Finance, Legal, PMO, and other corporate functions to reduce late-stage risk, rework, and compliance issues.
  • Maintain accurate opportunity status, decisions, assumptions, risks, owners, and next actions; contribute to pipeline reviews, lessons learned, and continuous process improvement.
  • Use Microsoft Office, enterprise systems, and appropriate AI-enabled tools to improve opportunity research, screening, summarization, analysis, and reporting while applying sound judgment and validation.

Experience & Qualifications

  • Bachelor’s degree in engineering, physical sciences, energy, business, public policy, economics, or a related discipline required; advanced degree preferred.
  • Substantial relevant experience in the electricity or energy industry, government business development, capture management, research program management, strategic partnerships, or a related field.
  • Demonstrated experience evaluating competitive funding opportunities, developing capture strategies, supporting Go/No-Go decisions, or contributing to complex government-funded research proposals.
  • Experience working with technical professionals, program managers, organizational leaders, senior executives, and cross-functional corporate stakeholders.
  • Familiarity with government funding and solicitation mechanisms, including contracts, grants, cooperative agreements, broad agency announcements, requests for information, concept papers, and competitive solicitations.
  • Knowledge or experience relevant to the assigned research portfolio or technical domain preferred.
  • Willingness to travel as required to support opportunity-specific government and industry engagement.

Skills & Attributes

  • Excellent understanding of EPRI, including its mission and vision, research programs and capabilities, internal organization, and value to the energy industry.
  • Excellent understanding of the assigned sector, its programs, capabilities, priorities, and technical community, recognizing the sector as this role’s primary customer.
  • Strong internal customer orientation and ability to build trust with sector executives, program leaders, technical experts, and corporate support functions.
  • Ability to synthesize complex technical, financial, contractual, customer, and competitive information into concise, balanced recommendations for executive decisions.
  • Strong strategic thinking, judgment, facilitation, stakeholder management, and cross-functional coordination skills.
  • Excellent written and verbal communication skills with technical, executive, government, and proposal-development audiences.
  • Ability to manage multiple opportunities, deadlines, and stakeholders while maintaining rigorous documentation and follow-through.
  • Willingness and ability to travel to government agencies, industry days, pre-solicitation meetings, and other customer engagements as business needs require.
