The Business Technology Operations branch within the Ministry of Technology & Innovation plans for, implements, operates, and supports the digital services foundation technologies and platforms hosting the digital systems and data that empower business partners' services across the Government of Alberta (GOA). The branch ensures that modern technologies, including both on-premises and cloud-based hosting environments, along with an operating framework are in place to support the GoA's digital and data strategies. The branch is also responsible for the implementation, operation, and support of corporate electronic content management services as well as legacy business applications in accordance with policies and standards.

Role Responsibilities

Shape the Future of Geospatial Technology Delivery Across Government!

 

As the Geospatial Integrations Service Manager, you will lead the delivery, performance, and evolution of a critical geospatial technology portfolio that supports government ministries and public-facing services. This role combines strategic leadership with deep technical oversight, ensuring the reliable delivery of complex geospatial integration solutions while driving modernization, operational excellence, and continuous improvement.

You will oversee the end-to-end lifecycle of geospatial integration services from planning and delivery through production operations and vendor management, while fostering strong technical governance, security, and financial accountability. Working across multidisciplinary technology teams, you will align priorities, manage dependencies, and ensure seamless integration of platforms, applications, data, and infrastructure.

This is a highly visible leadership role for a technically credible manager who can guide complex initiatives, strengthen internal capabilities, champion innovation, and ensure the long-term sustainability and performance of critical geospatial services.

Responsibilities:

    • Lead Geospatial Service Delivery and Operations
      Oversee the end-to-end delivery, support, and continuous improvement of geospatial integration services, ensuring reliable, secure, and high-performing solutions for ministry partners and stakeholders.

      Establish strong governance, modern engineering practices, and service excellence while advancing innovation, modernization, security, and operational resilience across the geospatial portfolio.

      Lead internal teams, vendors, and stakeholders to deliver business outcomes, strengthen organizational capability, manage resources effectively, and ensure long-term sustainability of services.

Qualifications

Required

  • University graduation in Computer Sciences, Information Technology or a related field.
  • Minimum of four (4) years of related experience in:

o    Leading a team with multiple direct reports, including performance planning, objective-setting, conducting formal performance reviews, coaching, and managing performance issues through to resolution.
o    Managing projects or service budgets, including monthly forecasting, variance analysis and reporting, and resource or funding reallocation decisions.
o    Delivering multiple integration projects concurrently while overseeing the ongoing operation and support of an application or service portfolio in a production environment.
o    Operating across multiple business units, divisions, or ministries with competing priorities, including the implementation and management of evidence-based intake, prioritization, and demand-management processes.
o    Leading large, complex initiatives from concept and solution design through implementation, production transition, operability acceptance, and post-go-live stabilization.
o    Managing vendor and/or system integrator deliverables against Statements of Work (SOWs), including acceptance management, performance oversight, issue resolution, withholding decisions, and the application of contractual remedies where appropriate.
o    Production service performance against established Service Level Agreements (SLAs), including major incident management, incident command leadership, and ownership of post-incident reviews and continuous improvement activities.

 

Equivalencies: Directly related education or experience considered on the basis of:

  •  1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

Assets:

  • Experience leading geospatial integration delivery on an Esri enterprise GIS platform or equivalent provincial geospatial platform, including spatial data formats, services, and analytical workloads
  • Proven ability to lead cross-functional stakeholders through framework and policy development, with strong facilitation, negotiation, and conflict-resolution skills
  • Experience transitioning a portfolio from vendor-led delivery to internally governed delivery, including formal knowledge-transfer instruments and capacity building
  • Proven ability to lead cross-functional stakeholders through framework and policy development, with strong facilitation, negotiation, and conflict-resolution skills
  • In-depth knowledge of business planning, accountability processes, performance management systems, and the IMT framework, including system delivery lifecycle and business process re-engineering
  • Experience evaluating and selecting integration design patterns — request-response, event-driven, and batch/replication — and governing API design, versioning, and data-lineage across production interfaces
  •  Experience operating services across cloud and on-prem hybrid environments, including containerized workloads, automation, identity federation, and data-residency requirements
  • Expertise applying secure-by-design principles to identity, authentication, secrets management, encryption, and data classification aligned with public-sector security standards
  • Experience establishing service-level objectives, alerting, dashboards, and structured logging sufficient to detect, diagnose, and lead resolution of production incidents
  • Experience designing and exercising disaster-recovery plans against documented RTO and RPO commitments across hybrid on-prem and cloud estates, including scheduled failover testing
  • Experience applying AI and machine-learning capabilities to geospatial workloads,  such as spatial analytics, feature extraction, or imagery classification  within an enterprise GIS platform
  • Experience leading adoption of AI-assisted tooling across development and operations including code review, automated testing, and incident analysis with human oversight and data-classification compliance

 

Certifications:

  • ITIL 4 Foundation, or an equivalent recognized service management certification.
  • A practitioner-level project or program management credential (e.g., Project Management Professional — PMP, PRINCE2 Practitioner, or equivalent)
  • An enterprise architecture credential (e.g., TOGAF certified or equivalent)
  • An agile delivery credential (e.g., Scaled Agile Framework — SAFe — Program Consultant or equivalent)
  • A recognized security credential (e.g., Certified Information Systems Security Professional — CISSP, or Certified Information Security Manager — CISM)

Location: Greater Edmonton area (Remote)

This position is eligible for remote work from within Greater Edmonton area. You must reside in this area to work remotely for this position.
