They will also manage research workstreams, conduct data-driven analysis, and collaborate with cross-functional teams to provide actionable intelligence for stakeholders.

The Information and Communications Technology Council (ICTC) is seeking a rigorous, analytically strong Economist to support economic research that underpins Canada's digital transformation. Reporting to the Senior Manager of Economic Research, this role will dedicate 50% of its time to executing ICTC's major labour market information (LMI) initiatives. The successful candidate will also contribute to ICTC's national policy, economic outlook, and workforce development work.

The ideal candidate brings solid knowledge of Canada's digital economy, LMI, economic forecasting, and workforce transformation, along with a track record of data-driven analysis and the ability to translate complex economic findings into actionable intelligence for Canadians, businesses, and policymakers.

Key Responsibilities

Project Execution

  • Support the preparation of quarterly economic briefs that distill current labour trends and digital economy shifts into accessible knowledge for industry leaders.
  • Support the development of LMI dashboards and tools that reflect occupational shifts, emerging technologies, and regional skills demand.
  • Work with partners and stakeholders across provinces and territories to align federal and provincial LMI data and inform evidence-based workforce planning.
  • Help develop and maintain the ICT LMI Hub for Canadian businesses and policymakers.
  • Participate in advisory council activities, co-design sessions, and external events as needed to validate findings and strengthen industry relevance.
  • Collaborate with qualitative and quantitative researchers and policy analysts on integrated, mixed-methods research initiatives.
  • Translate project objectives into research questions, analytical plans, and deliverables, identifying data requirements, dependencies, and methodological risks early.
  • Manage assigned research workstreams, monitor progress against timelines, and communicate emerging findings, limitations, and delivery risks to the project lead.
  • Conduct literature reviews and jurisdictional scans to inform the LMO, assessing Canadian and international evidence on digital economy trends, skills, and workforce policies.
  • Contribute to the design and delivery of the KII’s and longitudinal employer surveys, analyze hiring intentions, skills gaps, and technology adoption, and maintain consistency across survey waves.

Economic Analysis and Expertise

  • Build working knowledge of Canada's digital economy and contribute to publications, conferences, and stakeholder engagements
  • Produce research papers, sector briefs, and data-driven insights on the changing landscape of Canada's ICT labour market.
  • Analyze how automation, AI, cybersecurity, clean tech, digital infrastructure, and other emerging technologies and priority areas shape skills demand across sectors.
  • Examine employment, wages, productivity, and job quality alongside skills demand to provide a fuller picture of digital economy labour market conditions.
  • Contribute to ICTC's forecasting capabilities and economic modelling, including input-output models, integrating new data sources and methodologies.
  • Contribute to economic impact analyses of programs using a range of quantitative methods.

Data Governance and Innovation

  • Collect, integrate, and manage large, complex datasets from Statistics Canada, RTRA, Vicinity Jobs, and provincial sources.
  • Uphold data accessibility, reproducibility, and transparency in all analytical outputs.
  • Perform data cleaning, harmonization, and predictive analytics tasks, applying rigorous standards in longitudinal and cross-sectional research.
  • Maintain documented definitions and mappings for digital economy industries, occupations, and skills, supporting consistent measurement across datasets and publications.
  • Follow applicable data access, confidentiality, and disclosure requirements, and document how these affect analysis and reporting.

Cross-functional Collaboration

  • Work closely with ICTC's government relations, policy, and communications teams to disseminate findings in accessible formats.
  • Support engagement with external stakeholders, including government departments, academic institutions, research networks, and industry associations.
  • Contribute to grant proposals, stakeholder reports, and evidence-informed recommendations that support ICTC's strategic priorities.

  • Master's degree in Economics, Public Policy, Data Science, or a related discipline.
  • Minimum 2–3 years of experience in economic research, forecasting, and labour market analysis, ideally within a Canadian context.
