BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Food Security and Nutrition Analysis Service (PRG-F) is responsible for providing evidence and analytical services for WFP.

The Emergency Coordination and Geospatial Service in the Geospatial and Intelligence unit (PRG-FG) is continuously gathering data and updating georeferenced information to ensure that WFP is ready to create detailed cartography as well as spatial analyses of the areas of interest in order to support humanitarian emergency response operations.

The PRG division provides strategic and normative guidance, technical support and capacity building to field offices and Regional Offices (ROs), to other HQ units, as well as inter-agency coordination. The Geospatial services to Emergency Coordination in WFP is crucial to visualize and analyse emergencies using the most innovative geospatial technologies and tools and provide useful insights on how natural and anthropic hazards might affect WFP operations.

The GIS Emergency Specialist will support country and regional offices with timely delivery of mapping products.

He/She will directly report to the Emergency Coordination and Geospatial Services lead and work under the close guidance of the Geospatial Coordinator.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Act as Senior GIS desk officer within the Emergency Coordination and Geospatial Service Team, organizing the team’s activities in support of the PRG-F units and WFP divisions in need of mapping support
  • Undertake spatial analysis and mapping and liaise effectively with Emergency coordination Desk Officers in DED/COO office by attending coordination meetings and the Operational Task Forces (OTF), as needed
  • Lead the development and implementation of GIS applications for emergency response coordination purposes
  • Analyze available web GIS tools and assess the capacity to respond to the user’s demand
  • Collect requirements and lead the development of web GIS applications in support of other units and divisions, COs and ROs
  • Liaise with GIS focal points in the ROs and COs to facilitate the production of maps and analytical products, including the design, implementation and maintenance of GIS

    applications and tools, ensuring coherence and compliance with organizational policies and standards

  • Maintain WFP spatial databases – the corporate GIS Infrastructure – with up-to-date information
  • Support Geospatial and Intelligence unit in setting up workflows for information sharing and data management processes to gather data from WFP corporate platforms
  • Represent WFP for GIS and WFP-led and co-led Clusters at the Inter-Agency Information Management Working Groups to enhance information-sharing and coordination between organizations in disaster preparedness and emergency response initiatives
  • Support cartographic map production, as and when needed
  • Transpose data from the field and other sources into mapping products
  • Participate to trainings, conferences and workshops to improve knowledge and understanding of technology concerning geographic systems
  • Work closely with the Emergency Coordination and Geospatial Services Team Leader and support him with the coordination of activities as well as acting as OIC, when needed
  • Undertake missions to support COs and ROs, as needed
  • Support GIS communication strategies and associated activities
  • Support preparation and delivery of GIS training activities to internal and external audience, as needed
  • Perform any other ad hoc duties within professional competence as required to support project objectives

DELIVERABLES AT THE END OF THE CONTRACT:

  • Cartographic maps are created in a timely manner
  • Spatial data needed to produce maps at any time are updated and shared across the organization through the corporate GIS Infrastructure and GIS platforms
  • Most advanced tools are used to produce quality information products at all levels (WFP field staff, WFP Managements and external audience)
  • Web GIS maps and dashboards are created, following user’s requirement and appropriate technology
  • Technical support for the implementation of GIS solutions and workflow to facilitate data standardization and sharing, map production and dissemination on corporate platforms is provided to GIS colleagues
  • Analytical mapping products and reports in the event of shocks
  • GIS support to WFP-led and co-led global and country level clusters is provided for the creation of all information and reporting products such as maps, infographics, reports and bulletins for high visibility operations
  • Training materials in the framework of the WFP led Clusters, such as simulation exercises, templates and handbooks are developed as well as for internal and external GIS trainings

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:     

Master’s Degree, preferably in Geographic Information Systems, computer science or other relevant fields; or Bachelors degree with 2 additional years of experience

Experience:        ·    

  • Minimum of six years of increasingly responsible relevant professional experience in GIS. This must include at least 2 years of experience working in a humanitarian or development context;
  • Profound experience working with GIS tools including ArcGIS Pro, QGIS and other open-source software knowledge are required
  • Extensive knowledge in creating web applications using ArcGIS online and enterprise is required
  • Experience in developing and managing web-enabled GIS systems, establishing clear roles and responsibilities with respect to data capture format designs, data input oversight, multi-variate data analysis and dissemination of mapping tools
  • Demonstrated ability in designing and facilitating technical trainings including programme planning, development and review
  • Demonstrated ability for leadership in context of partnership-building and consensual decision-making

Knowledge & Skills:                ·     

  • Knowledge of GIS theory and practice. Advanced editing, on vectors using topology rules
  • Extensive knowledge of ESRI ArcGIS software and its extensions such as spatial analysis and interactive mapping and dashboards using ArcGIS Online
  • GIS development skills: knowledge of ArcPy for GIS workflow automation is an asset
  • Experience in designing and managing web GIS platforms, establishing workflows for data collection, data input oversight, multi-variate data analysis and dissemination of mapping tools
  • Understanding of data and information needs for programme management and decision making and experience with development and roll out of data management tools in support of the humanitarian coordination activities of the WFP led Clusters
  • Demonstrated ability to transfer knowledge to diverse audiencesthrough training, mentoring, workshop
  • Proven ability to work independently and in within a team
  • Ability to communicate clearly, both orally and in writing
