The Opportunity:
CACI is preparing for an exciting modernization effort with the Department of Veterans Affairs (VA). This new program will be a transformational initiative that will reshape how the VA manages acquisition, contracting, and enterprise-wide data. As the VA moves toward a modern, secure, and integrated CMS environment, our team will play a pivotal role in delivering the technology, expertise, and innovative problem solving required to support the nation’s veterans.

 

CACI is building a team of experts who thrive in challenging modernization environments as this program calls for high-impact technical leaders, forward-thinking engineers and mission-focused professionals. We are currently hiring a Change Management Lead to join this dynamic team.


The Change Management Lead will serve as the senior organizational change management expert for a Federal enterprise acquisition system modernization program, leading the strategic planning and execution of change management activities across a large-scale government acquisition community. This role requires deep expertise in Federal acquisition processes, large-scale system implementations, and proven ability to drive user adoption across geographically dispersed organizations with 26,000+ users transitioning from 21 legacy applications to a unified Appian-based platform.


This position is contingent upon contract award.


Key Responsibilities

  • Develop and execute a comprehensive Change Management Strategy and Plan aligned to contract requirements, including stakeholder analysis and change readiness assessments for phased rollouts.
  • Establish governance structure for change approval, communication, and escalation across the enterprise.
  • Create adoption metrics framework, identify resistance patterns, and develop targeted mitigation strategies for high-risk user groups.
  • Coach executive sponsors and leadership on change champion roles, leveraging feedback loops from sprint demonstrations and operational insights.
  • Develop and execute multi-channel stakeholder communication plans, including persona-specific messaging and coordination of policy changes and system releases.
  • Manage crisis communication for system issues, cutover events, or adoption challenges.
  • Align change management activities with training delivery, ensuring materials reflect acquisition, technical, and user knowledge.
  • Support development of role-based learning experiences and user readiness assessments tied to go-live approval gates.
  • Lead organizational readiness reviews and coordinate cutover planning, including communication of defects, user synchronization, and support demand forecasting.
  • Provide support during production transitions, monitoring adoption metrics and escalating risks.
  • Implement post-implementation reviews and analyze help desk trends, user feedback, and operational metrics to identify improvement opportunities.
  • Report change effectiveness to program leadership and refine management approach based on phase-specific outcomes.
  • Lead change management team and coordinate with SMEs and cross-functional teams to embed change practices across the program.
  • Mentor junior staff on Federal acquisition domain and enterprise platform adoption strategies.

Qualifications
Required

  • US citizen with ability to pass Tier 2 background investigation
  • Bachelor's degree in relevant field of study
  • 10 years of experience, with 5 years in Organizational Change Management with large-scale Federal government system implementations
  • Expert knowledge of change management methodologies
  • Proficiency in stakeholder analysis, readiness assessment, and adoption measurement tools
  • Strong data analysis skills for interpreting adoption metrics and user sentiment data


Desired

  • Experience with Federal modernization programs (financial management, acquisition systems, ERP implementations)
  • 3+ years in senior change leadership roles managing enterprise-wide transformations (1,000+ users)
  • Project Management Professional (PMP) or Agile certifications highly desired
  • Deep understanding of Federal acquisition lifecycle (FAR/VAAR), contracting processes, and Federal organizational structures
  • Prior experience with Appian platform or similar low-code SaaS solutions
  • Proven experience with Federal acquisition or financial system modernizations (ERP, contract writing systems)
  • Knowledge of Federal financial system integrations and acquisition/finance business processes
  • Familiarity with Appian Government Acquisition Management (GAM) Suite
  • Experience with organizational change in highly regulated environments (ATO, FedRAMP, TIC 3.0)
  • Background in training needs analysis and instructional design collaboration
  • Change management tool proficiency (ServiceNow, Jira, Azure DevOps for tracking adoption)
  • Understanding of data migration impacts on user workflows and business continuity

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$95,500-$210,100
