Business Intelligence Developer – Tennessee Initiative for Perinatal Quality Care (TIPQC)

About TIPQC
The Tennessee Initiative for Perinatal Quality Care (TIPQC) is the state’s perinatal quality improvement collaborative. Founded in 2008 through a grant from the Governor’s Office, TIPQC engages hospitals, clinicians, payers, families, and communities to drive meaningful change, improve health outcomes, and strengthen the quality of care throughout pregnancy, delivery, postpartum, and beyond for all Tennessee families.

Position Summary
In your pivotal role of Business Intelligence Developer, you will partner closely with TIPQC’s data team to develop dashboards, organize and standardize data, and streamline quality improvement (QI) data submission. This includes working directly with rural hospital IT teams to support EHR-based data pulls that make reporting easier, more reliable, and more timely.

You will also serve as the data manager for one TIPQC QI project. In that capacity, you will design data models used for reporting and analytics, develop ETL processes to support project data flow, and utilize BI tools to meet end-user reporting needs—helping translate data into actionable insights that support measurable improvement.

Work Schedule & Location
Schedule: Monday–Friday, standard daytime business hours
Location: Remote work opportunity available (position offers the ability to work remotely)

Key Responsibilities
Develop, enhance, and maintain dashboards and reporting tools to support TIPQC initiatives and partner hospitals
Organize, validate, and standardize data from multiple sources to improve usability, accuracy, and reliability
Collaborate with rural hospital IT teams to facilitate EHR data pulls and reduce barriers to QI data submission
Serve as data manager for an assigned QI project, ensuring accurate data collection, reporting, and ongoing tracking
Design and maintain data models that support reporting, analytics, and performance monitoring
Develop and support ETL processes (extract, transform, load) to integrate and prepare data for analysis
Translate stakeholder and end-user needs into clear, consistent reporting outputs that support clinical and operational decision-making
Contribute to continuous improvement of TIPQC data workflows and reporting infrastructure

Required Qualifications
Bachelor’s degree (or equivalent combination of education and experience)
At least 2 years of relevant experience in business intelligence, analytics, reporting, data management, or related work
Reliable transportation & willingness to travel across the state (mileage reimbursed)

Preferred Qualifications
ETL/ETT/ETM Tools & Processes (Novice): Uses one or more ETL/ETT/ETM tools and utilities to complete data warehouse tasks under the direction of other team members. Has participated in extracting data from straightforward operational or external sources; performing basic transformations (including cleansing, aggregation, summarization, and integration); and loading data into a data warehouse environment. Experience with at least one type of data warehouse such as an ODS, enterprise data warehouse, or data mart. Capable of applying new software features within ETL/ETT/ETM tools/utilities.
Business Intelligence Tools (Novice): Has successfully used BI tools in situations of medium complexity. May occasionally need assistance from internal technical support. May have completed in-depth training in core tool components. Able to install and upgrade BI tools.
Data Marts (Novice): Has successfully applied data mart concepts/skills in situations of medium complexity. May occasionally need assistance from internal technical support in application or operation. May have completed in-depth training in core components of the skill.
Data Warehousing (Novice): Demonstrates understanding of data warehouse design concepts, data organization, capabilities, and limitations. Has worked with corporate and local data warehouse models and used at least one modern data warehouse package in practical application of moderate difficulty.

Additional Skills Preferred
Advanced proficiency in Microsoft Office Suite (Excel, PowerPoint, Word)
Experience with BI and data visualization tools, including Power BI and Tableau
Experience working with hospital EHRs (e.g., reporting extracts, data pulls, workflow coordination)
Experience with data collection and management platforms; REDCap preferred
Experience with analytical software such as IBM SPSS (or SAS/R)
Familiarity with quality improvement tools such as QI Macros

The Mildred Stahlman Division of Neonatology at Monroe Carell is ranked one of the top programs in the nation for the care of critically ill newborns and premature babies. We admit more than 1,400 babies to our Neonatal Intensive Care Unit (NICU) each year.  But our support extends beyond your baby to your family. We encourage you to ask questions and take an active part in caring for your baby in our NICU.   Our neonatologists provide services at Monroe Carell, Maury Regional Medical Center, Vanderbilt Clarksville Hospital and Jackson-Madison County General Hospital. Data Management, Analysis & Reporting

o Collaborate with faculty and the data team to support the creation, implementation, testing, and revision of project data forms and reporting outputs across the lifecycle of TIPQC initiatives.

o Gather, organize, manage, and statistically analyze data to support implementation of perinatal QI projects and monitor progress toward maternal and infant health outcome goals.

o Conduct quality improvement data analysis using statistical analysis software and spreadsheet/database tools; produce routine and ad hoc reports for multiple QI projects.

o Design data collection tools, survey instruments, and related protocols (including data dictionaries/definitions and validation procedures) to support reliable and standardized data capture.

o Perform day-to-day management of databases and datasets, including data cleaning, monitoring data entry completeness/timeliness, preparing analysis-ready datasets, and coordinating with other analysts as needed.

o Monitor and respond to stakeholder and participating hospital feedback in a timely, efficient, and service-oriented manner.

o Provide training and support to participating hospitals on data systems, data entry expectations, and interpretation of reports and findings.

o Consult with TIPQC staff, faculty, and other subject matter experts on data results; provide interpretation support to QI project participants to inform improvement actions.

o Assist with analysis of collected data and support dissemination efforts, including abstracts, posters, and manuscripts.

o Prepare quarterly and annual reports to funders summarizing progress toward defined process and outcome measures.

o Support rural hospitals with their QI Scholar projects, as assigned.

o Design and administer surveys; analyze responses to identify barriers, successes, and opportunities for collaborative learning and improvement.

o Establish feedback mechanisms with hospital teams and stakeholders to evaluate usability and optimize dashboard content, design, and performance.

o Other duties as assigned.


Business Intelligence & Data Visualization

o Build and maintain community-facing dashboards in Power BI, as assigned.

o Develop and maintain state-level, de-identified hospital dashboards in Power BI to support benchmarking and QI.

o Maintain and update existing Tableau dashboards, as needed.

o Design and deliver data products in multiple formats (dashboard views, written reports, slides, and stakeholder-ready summaries) tailored to technical and non-technical audiences.

o Support development and maintenance of TIPQC’s quality improvement data collection and reporting platform for future projects.

o Coordinate with external contractors/vendors on dashboard or platform builds, including requirements clarification, testing, and validation.

o Collaborate with the TIPQC Data Manager and participating hospitals to develop and maintain a common core dataset, data dictionary, standardized submission specifications, and data validation procedures.

o Develop, deploy, and maintain TIPQC’s QI data collection and reporting platform in collaboration with the Data Manager and IT/vendor partners, including reliable processes for receiving, validating, preparing, and updating data.

o Establish feedback mechanisms with hospital teams and stakeholders to evaluate usability and optimize dashboard content, design, and performance.


Collaborative Communications & Coordination

o Support effective communication with participating hospital teams, TIPQC Advisory Board and staff, leadership, stakeholders, and other parties engaged with TIPQC initiatives.

o Maintain and manage hospital team contact lists and distribution lists to support reliable communications.

o Assist with planning and coordination for in-person meetings and the annual TIPQC conference.

o Support preparation of content for TIPQC presentations and learning activities, including monthly huddles/learning sessions, individualized hospital coaching calls, stakeholder updates, and national presentations.

o Travel, as needed, to assist teams with implementation support (including potential IT/EMR-related screening workflow support, as appropriate to role scope).

o Serve as a technical liaison between TIPQC and participating hospitals’ clinical, QI, informatics, and IT teams. Support mapping hospital EHR data to TIPQC’s standardized submission requirements, testing data submissions, and resolving data-quality issues.

o Coordinate technical support for hospital-led implementation and testing of project screening and documentation workflows. (Hospital IT/informatics teams and EHR vendors retain responsibility for configuring and modifying their systems, with clinical content approved by the appropriate clinical leaders.)
