This role directs cross-functional strategy, media, creative, and project teams to deliver an integrated communications and marketing program that increases enrollment, drives program awareness, and enhances the customer experience across Global Entry and the other Trusted Traveler programs.

  • Lead cross-functional teams — including strategic planning/media, digital/social media, creative, copywriting, and project coordination staff — to deliver integrated marketing and communications support for Global Entry and the other Trusted Traveler programs.
  • Oversee development and ongoing refinement of the Strategic Communications Plan, ensuring messaging, creative development, media planning and buying, and event planning align with CBP’s branding, Department of Homeland Security Customer Experience (CX) and User Experience (UX) priorities, and international audience needs.
  • Direct execution of the Comprehensive Media Buy Plan, including creative concepts, ad placement schedules, sentiment analysis, audience reach, cost analysis, and key performance indicator (KPI)/marketing analytics reporting.
  • Guide production of collateral marketing materials, advertisements, informational materials, creative designs, signage, videos, and social media content in support of program deliverables.
  • Coordinate staffing, logistics, and support for approximately four domestic and international tradeshows and conferences per year, including exhibit set-up/tear-down, interpreter services, and after-action reporting.
  • Oversee preparation and timely submission of After-Campaign Reports, Conference Reports, and other client deliverables to the Contracting Officer’s Representative.
  • Manage the integrated Project Schedule and Monthly Progress and Cost Status Reports, ensuring milestones, deliverables, and invoicing align with contract requirements.
  • Facilitate the contract kickoff meeting and ongoing client communications, documenting meeting minutes, action items, and decisions for CBP approval.
  • Support CBP in preparing responses to Senior CBP management, Congress, the White House, DHS, and other agencies or organizations on issues pertaining to CBP processes and program impacts.
  • Ensure compliance with contract data rights, confidentiality, and professional conduct standards throughout the period of performance.

Minimum Qualifications
