International Fertilizer Development Center (IFDC)

The consultant will ensure project activities align with IFAD's SECAP and national environmental and social guidelines. This includes conducting compliance assessments, performing gap analyses, and developing safeguard systems and monitoring tools.

Lead the drafting of competitive technical proposal narratives for international development programs, ensuring alignment with donor requirements and evaluation criteria. Coordinate with technical, financial, and partner teams to synthesize complex information into persuasive, coherent project designs.

The consultant will conduct a rapid assessment of IFDC's procurement systems to ensure alignment with IFAD standards and perform a detailed gap analysis. They will also support the preparation of the project Procurement Plan and provide guidance on establishing transparent procurement procedures.

Conduct a rapid assessment of financial management systems to ensure compliance with IFAD requirements and identify gaps. Develop a prioritized action plan and design IFAD-compliant reporting templates and financial manuals.

The consultant will strengthen IFDC's institutional capacity to develop competitive and donor-compliant financial proposals by creating standardized systems, tools, and governance structures. This includes reviewing workflows, modernizing budget templates, and establishing pricing guidance for key cost drivers.
