Reports to: Chief Executive Officer
Location: Remote, Global Role
Travel: International travel as required
Meridian is building a fundamentally new model for sovereign space infrastructure—delivering complete, owned Low Earth Orbit (LEO) satellite constellations that provide governments and commercial operators with full control, assured access, and sovereign communications capability at a fraction of the cost of developing these systems independently.
Backed by leading venture capital investors and engineering partners, we are rapidly scaling the design, production, and deployment of the satellites, ground systems, and network infrastructure that will power Meridian's next-generation constellations.
Joining Meridian means working at the forefront of one of the world's most ambitious space programs underway today - designing and building constellations that will put sovereign connectivity within reach of nations and operators worldwide. You'll be part of a close-knit, collaborative team that thrives in a fast-paced, innovative environment, where your work directly advances the design, development, and deployment of satellite constellations that governments and enterprises around the world will depend on for secure, resilient, and sovereign connectivity.
Spectrum Strategy and ITU Coordination
We are seeking an experienced VP / SVP, Global Regulatory & Spectrum Affairs to lead Meridian's worldwide spectrum and regulatory strategy.
Reporting directly to the CEO, this executive will be responsible for protecting and developing Meridian's spectrum assets, managing international frequency coordination, securing regulatory authorisations and market access, and supporting the deployment of our LEO constellation solutions.
This is a strategic leadership role requiring a combination of deep technical expertise, commercial judgement, international regulatory experience and strong negotiation skills.
The successful candidate will work closely with engineering, commercial and programme teams to ensure that spectrum and regulatory considerations are fully integrated into Meridian's constellation architecture, business strategy and international expansion.
We are particularly interested in candidates with direct experience developing, licensing or operating LEO satellite constellations.
Key Responsibilities
Spectrum Strategy and ITU Coordination
- Own Meridian's global spectrum strategy, protecting and developing existing ITU filings and associated regulatory rights while identifying opportunities to strengthen its spectrum position.
- Lead international frequency coordination and negotiations with satellite operators, filing administrations and regulatory authorities.
- Manage the full lifecycle of ITU filings, including coordination, notification, bringing into use, deployment milestones and continuing regulatory obligations.
- Oversee regulatory engineering activities, including interference analysis, spectrum sharing, EPFD assessments and technical studies supporting filings and coordination.
- Ensure spectrum and regulatory requirements are incorporated into constellation architecture, system performance and future technology development.
- Assess the strategic and commercial implications of ITU filing modifications, coordination outcomes and alternative regulatory pathways, including their impact on spectrum rights, deployment flexibility and competitive positioning.
Global Regulatory Affairs, Licensing and Market Access
- Develop and execute Meridian's global regulatory, licensing and market access strategy, securing and maintaining authorisations for satellite systems, ground infrastructure, user terminals and communications services across target markets.
- Lead Meridian's FCC regulatory strategy and engagement, including satellite and earth station licensing, authorisation modifications, regulatory compliance, deployment milestones, spectrum sharing and orbital debris requirements.
- Represent Meridian in FCC rulemakings and proceedings affecting NGSO constellations, spectrum access and coordination.
- Lead market access and landing rights strategies across priority jurisdictions, navigating national regulatory requirements, foreign satellite authorisations and local licensing arrangements to enable commercial and sovereign constellation operations.
- Develop spectrum and licensing strategies for sovereign constellation programmes, working with customers and national administrations to establish appropriate regulatory arrangements, responsibilities and protections.
- Identify and resolve regulatory risks that could affect constellation deployment, operational performance or market access.
Regulatory Policy and International Representation
- Represent Meridian in international regulatory forums, including ITU working groups, World Radiocommunication Conferences (WRC), CEPT and other regional organisations.
- Monitor and influence regulatory developments affecting NGSO constellations, spectrum sharing, 5G NTN and emerging satellite communications technologies.
- Build and maintain strong relationships with national administrations, regulators, international organisations and satellite operators.
- Advocate for regulatory frameworks supporting innovation, competition and efficient spectrum utilisation.
Business Strategy and Executive Leadership
- Serve as Meridian's senior adviser on spectrum and regulatory matters, reporting directly to the CEO.
- Partner with commercial, engineering and programme leadership to evaluate regulatory implications of new markets, customer requirements, partnerships and constellation architectures.
- Develop practical regulatory strategies for major commercial and sovereign constellation opportunities, aligning licensing and market access requirements with customer commitments and programme schedules.
- Build and lead Meridian's regulatory and spectrum function, including specialist advisers and external resources as appropriate.
Experience and Qualifications
Required
- Extensive senior-level experience in satellite spectrum management, regulatory affairs or international telecommunications regulation, preferably 12–15+ years.
- Deep expertise in ITU Radio Regulations, satellite filings, international frequency coordination and spectrum management, including hands-on responsibility for complex filing and coordination processes.
- Demonstrated experience personally leading complex spectrum coordination negotiations with satellite operators and national administrations.
- Strong technical understanding of satellite communications systems, including RF performance, interference, spectrum sharing and EPFD considerations.
- Proven experience securing and managing satellite regulatory approvals, international licensing and market access requirements.
- Substantial knowledge of FCC satellite licensing and NGSO regulations, with direct experience managing US regulatory filings, authorisations or proceedings.
- Ability to engage credibly with engineering teams, regulatory authorities, government stakeholders and senior executives.
- Strong strategic thinking, commercial judgement, negotiation and communication skills.
- Ability to work independently, take ownership of complex issues and deliver results in a fast-moving environment.
Highly Desirable
- Direct experience with LEO or other NGSO constellation development, licensing, deployment or operations.
- Previous senior regulatory or spectrum role with a major satellite operator or constellation developer.
- Experience managing ITU bringing-into-use requirements, deployment milestones and international coordination agreements.
- Experience across Ku, Ka and other satellite frequency bands.
- Understanding of 5G NTN, satellite telecommunications integration and emerging spectrum regulatory frameworks.
- Experience supporting sovereign, government or defence satellite communications programmes.
