Job Description

This role is fully remote and must be located within one of the contiguous 50 states.

At Devoted Health, we're on a mission to dramatically improve the health and well-being of older Americans by caring for every person like family. That's why we're gathering smart, diverse, and big-hearted people to create a new kind of all-in-one healthcare company—one that combines compassion, health insurance, clinical care, service, and technology—to deliver a complete and integrated healthcare solution that delivers high quality care that everyone would want for someone they love. Founded in 2017, we've grown fast and now serve members across the United States. And we've just started. So join us on this mission!

A bit about this role:

  • You will serve as an executive leader within the Compliance organization, establishing the strategic direction and operational oversight for business compliance across all enterprise product offerings and care delivery models.
  • This position serves as the executive lead for state regulatory oversight across multi-state Medicare contracts and our Medical Group Practice.
  • You will partner closely with Market Leads, Product, Legal, and C-suite leadership when entering new markets to ensure end-to-end regulatory alignment and organizational readiness.
  • You will own the Enterprise Risk Assessment and oversee the program management of state licensures, state audits, and regulatory reporting across all operating markets.
  • You will build, scale, and mentor a high-performing Business Compliance team capable of executing complex regulatory strategies across a fast-growing multi-state organization.

Required skills and experience:

  • Minimum 15+ years of progressive healthcare compliance, regulatory affairs, or legal oversight experience in the health insurance payor space, with a concentrated focus on Medicare Advantage plans and Managed Care organizations.
  • Extensive hands-on experience navigating complex state regulatory requirements, state department of insurance (DOI) regulations, state licensure processes, and state reporting for multi-state Medicare Advantage payors and Primary Care Group Practices.
  • Proven executive leadership experience building, scaling, and managing enterprise compliance teams in high-growth, fast-paced health insurance or healthcare technology environments.
  • Deep expertise in developing, conducting, and embedding Enterprise Risk Assessments, internal monitoring frameworks, and audit programs tailored to Medicare Advantage and Managed Care settings.
  • Demonstrated track record of leading high-stakes state audits, regulatory examinations, and managing successful Corrective Action Plans (CAPs) to complete resolution with regulatory agencies.
  • Exceptional communication, executive influence, and strategic decision-making capabilities, with a proven ability to collaborate effectively with Market Leads, Product teams, and senior executives.
  • Unwavering commitment to compliance, ethics, and a deep personal passion for improving healthcare outcomes for Medicare beneficiaries.

Desired skills and experience:

  • Bachelor's Degree in Business, Social Science, Public Health, Healthcare Administration, or a related field (or equivalent combination of education and experience).
  • Juris Doctor (JD), Master of Public Health (MPH), Master of Health Administration (MHA), or relevant master’s degree strongly preferred.
  • Certified in Healthcare Compliance (CHC), Certified Compliance & Ethics Professional (CCEP), or equivalent professional compliance certification.

Your Responsibilities and Impact will include:

  • Build, scale, and lead the Business Compliance team, setting strategic goals and fostering a culture of compliance across the enterprise.
  • Direct the deep investigation, interpretation, and deployment of complex state regulatory requirements as they apply to multi-state Medicare Advantage plans and Primary Care Group Practices.
  • Oversee the centralized enterprise library of state compliance policies, ensuring continuous alignment with evolving state and federal regulatory frameworks across all lines of business.
  • Lead and continuously refine the Enterprise Risk Assessment (ERA) methodology, driving enterprise-wide risk mitigation, executive reporting, and the deployment of effective monitoring and communication controls.
  • Provide executive leadership and oversight for all state audits and regulatory reviews, managing regulatory relationships and ensuring 100% successful completion of all audit requirements and Corrective Action Plans (CAPs).
  • Direct the program management of state licensures and manage all required state reporting to ensure full compliance with regulatory deadlines across all existing and expansion markets.
  • Partner cross-functionally as the primary compliance advisor to Market Leads, Product, and Clinical operations teams during market expansion, product launches, and strategic initiatives.
