The Vice President of Human Resources will lead the HR and payroll functions, setting strategy and building systems to support a high-performing, compliant workforce. This role involves partnering with executive leadership to oversee talent acquisition, compensation, employee relations, and multi-state employment compliance.
VICE PRESIDENT OF HUMAN RESOURCES
Location: North Richland Hills, Texas preferred; however, we are open to considering other locations for the right candidate.
Reports to: General Counsel and EVP, Risk Management
Classification: Full-Time, Exempt
Travel: Some travel is required to TCI locations, including our corporate headquarters in Commerce, California.
TCI Transportation is seeking a strategic, hands-on Vice President of Human Resources to lead the Human Resources and Payroll functions across our family-owned group of transportation companies.
This executive will set the company’s HR strategy, develop and lead the Human Resources and Payroll teams, strengthen HR’s partnership with operations, and build the programs, systems, and practices needed to support a high-performing, compliant workforce.
The Vice President of Human Resources will oversee employment compliance, employee relations, payroll, talent acquisition and retention, compensation and benefits, HR systems, policies, training, succession planning, and leadership development.
This is a highly visible role for a leader who can move comfortably from the executive table to the front line while partnering closely with ownership, operating leaders, Legal, Finance, and the broader executive team.
WHAT YOU’LL LEAD
Set the priorities for the Human Resources and Payroll departments, build and develop both teams, and elevate the level of service they deliver to the business.
Provide leadership and oversight for companywide payroll operations, ensuring employees are paid accurately, timely, and in compliance with applicable federal, state, and local requirements.
Build an HR business partner model that positions HR alongside operating leaders on staffing, retention, performance, employee relations, and organizational change.
Establish strong payroll processes, controls, documentation standards, and accountability across a complex, multi-state organization with a large hourly workforce.
Partner with Finance, Legal, Operations, and department leaders to resolve payroll matters, improve processes, maintain data integrity, and ensure proper administration of wages, deductions, incentives, commissions, and other forms of compensation.
Maintain compliance with federal, state, and local employment and wage laws across every state in which TCI operates, with particular depth in California wage and hour, leave, accommodation, payroll, and employee relations requirements.
Partner with Legal on workplace investigations, discipline and termination decisions, documentation standards, wage and hour concerns, and manager training designed to reduce risk before claims arise.
Develop salary structures, incentive and commission plans, and a benefits strategy that is competitive, consistent, compliant, and defensible.
Oversee investigations, performance management, accommodations, leaves, and separations with sound judgment and thorough documentation.
Oversee recruiting for corporate positions and build programs that strengthen employee engagement and retention.
Complete the Dayforce implementation and use HR and payroll data to give leadership clear visibility into headcount, turnover, cost of labor, payroll accuracy, and other critical workforce metrics.
Maintain compliant handbooks and policies across multiple states and ensure managers understand how to apply them.
Partner with ownership and the executive team on organizational design, succession planning, workforce planning, and leadership development.
YOUR FIRST-YEAR IMPACT
Success in this role will be visible. During your first year, you will:
Establish a formal compensation structure with salary bands and consistent, compliant commission and incentive agreements.
Build the HR business partner model and establish clear HR coverage for each operating company and region.
Assess the Payroll function and strengthen processes, controls, accountability, service levels, and coordination among Payroll, Human Resources, Finance, and Operations.
Partner with Legal to launch manager training on discipline, documentation, investigations, wage and hour compliance, leaves, and accommodations.
Complete the Dayforce rollout and retire the legacy systems and processes it replaces.
Strengthen multi-state handbook, policy, payroll, and employment compliance, beginning with California.
WHAT YOU BRING
10–15 years of progressive Human Resources experience, including at least five years leading an HR function at the director level or above.
Experience leading or overseeing a Payroll function within a complex, multi-state organization.
Strong knowledge of payroll operations, wage and hour compliance, payroll controls, and the administration of wages, incentives, commissions, deductions, and related employee payments.
Deep knowledge of California employment law and meaningful experience supporting a multi-state employer.
Experience in transportation, logistics, distribution, or another industry with a large hourly, distributed, and safety-sensitive workforce.
Experience working in a DOT-regulated environment is strongly preferred.
A demonstrated record of building compensation structures, incentive programs, and benefits strategies—not simply administering existing programs.
Experience partnering with in-house or outside counsel to manage employee relations, wage and hour, and payroll-related risk.
Strong judgment and experience handling complex investigations, performance concerns, accommodations, leaves, discipline, and separations.
HRIS and payroll system implementation experience; Dayforce experience is a plus.
A bachelor’s degree is required.
SPHR, SHRM-SCP, or an advanced degree is preferred.
