JOB TITLE: Telecoms Preparedness & Capacity Development Consultant (LTC)

TYPE OF CONTRACT: WAE Consultant level II

DUTY STATION (City, Country): Remote/with frequent travel

DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Information and Telecommunication Emergency Preparedness and Response Branch (TECF) leads WFP’s I&T emergency management in humanitarian crises, coordinating surge capacity, operational information management and I&T emergency preparedness and response analysis. TECF also supports WFP’s responsibilities as lead agency for the Global Logistics and Telecommunications Cluster, working with partners to ensure that humanitarian responders have access to reliable, coordinated and cost-effective communications services during emergencies.

Following the merger of the Emergency Telecommunications Cluster and the Logistics Cluster into the Logistics and Telecommunications Cluster (LTC), LTC brings logistics and emergency telecommunications under one coordination structure. This creates an opportunity to strengthen preparedness, capacity building, operational readiness, and common service delivery in a more integrated and field-oriented manner.

The LTC Preparedness and Capacity Development consultant will support the LTC Telecoms Area in designing, delivering and overseeing preparedness delivery, preparedness-for-response (i.e. response readiness), and related capacity development initiatives.

ACCOUNTABILITIES / RESPONSIBILITIES:

Under the Cluster Coordinator, while closely working with Global Preparedness and Capacity building teams, the LTC Telecoms Preparedness and Capacity Development Officer will support the Team leads to plan and deliver, implementation and monitoring of LTC preparedness and capacity development activities, with a strong focus on operational field-focused delivery.

The WAE recruit will be responsible for the following duties:

1. Project delivery functions for preparedness and capacity development

• Liaise with WFP country offices, regional offices, global teams and external partners to support coordinated planning and implementation.
• Design and deliver meetings, workshops and consultations related to preparedness, capacity building, and other key funding priorities.
• Prepare agendas, notes, presentations, action trackers, and follow-up documentation.
• Engage with technical colleagues to ensure that project activities reflect operational realities and technical standards.
• Support management in maintaining visibility of priority preparedness and capacity building initiatives.
• Contribute to donor visibility and accountability requirements, in coordination with communications and partnership colleagues.

2. Preparedness and capacity building deliverables

• Develop the LTC Telecoms service offer in preparedness for local responders, the humanitarian community, and governments in fragile and protracted contexts, in close consultation with LTC partners and other key stakeholders.
• Update LTC Telecoms’ preparedness technical tools and guidance materials for field-focused assessments, including the LTC Telecoms preparedness checklist adapted for regional contexts, fragile states and protracted contexts, and incorporating new technologies.
• Develop the forward-looking LTC Telecoms’ position papers on early warning systems and AI, build existing drafts, and coordinate and incorporate feedback consultations from partners and others critical stakeholders across WFP.
• Undertake the design, development, and rollout of preparedness and capacity building initiatives for country operations and LTC partners, including regional oversight for at least two LTC Telecoms critical priority regions (i.e., Southeast Asia and Southern Africa).
• Lead and oversee the development of LTC Telecoms preparedness-focused training packages for telecoms in fragile/protracted contexts and for the local responders/ humanitarian community, including close coordination and incorporating feedback from LTC partners and other key stakeholders. Steering learning management system development is expected, together with subject matter expert input.
• Provide oversight and implementation support for LTC preparedness countries and operations in identifying preparedness gaps, priority actions, and capacity strengthening needs, built on assessment missions to be done in priority countries.
• Undertake the development of lessons learned, good practices, and knowledge products to inform future LTC preparedness work, including the design and delivery of a South-South LTC Telecoms implementation lessons learned workshop bringing together key stakeholders and country representatives.
• Any other tasks, as identified.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

• Advanced university degree in disaster management, development studies, international relations, business, humanitarian affairs, telecommunications, or another relevant field.
• Previous work experience with the ETC is highly desirable.

Experience:

• Minimum 5 years of relevant professional experience in project management, learning and capacity development, especially in field of Telecommunications, ICT emergency preparedness, logistics, or common services is an asset.

• Experience in managing or supporting multi-country projects, preferably in preparedness and emergency response settings.
• Experience working with WFP, the UN system, humanitarian clusters, NGOs or interagency coordination mechanisms is desirable.

Knowledge and Skills:

• Strong planning, coordination, and organizational skills.
• Good understanding of humanitarian preparedness, emergency response coordination, and capacity building approaches.
• Excellent drafting skills, including ability to prepare proposals, donor reports, briefing notes and management updates.
• Strong analytical skills and ability to present complex information in a clear and practical manner.
• Ability to work independently and collaboratively in a fast-paced and multicultural environment.
• Good knowledge of Microsoft Word, Excel, PowerPoint, Teams, and other relevant project tracking tools.
• Knowledge of WFP systems, especially cluster systems, corporate processes or humanitarian cluster coordination is desirable.

Languages:  Fluency in English language. Intermediate knowledge of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s additional working language.
