i360technologies is seeking SPM, Governance & OCM Analysts (also referred to as SPM & Governance Analyst or OCM Analyst) to support Strategic Portfolio Management (SPM), governance, and organizational change management work for a Federal Government Agency on its Financial Technology Optimization and Alignment (FTOA) program.

This role is ideal for a business/process analyst who is comfortable spanning both strategy/governance work and the training and change management side of a modernization effort, rather than deep technical systems configuration. Day to day, this person will assess capabilities against strategic priorities, develop requirements and governance materials, and also support training, SOPs, and communications activities as the program moves toward implementation and go-live. The position is remote/contractor-facility based with no on-site requirement, though occasional government facility access may be needed.

What You Will Do

  • Assess current agency capabilities and capability gaps against strategic priorities, plans, and objectives
  • Develop requirements and support Analyses of Alternatives to close identified capability gaps
  • Assist in designing the SPM roadmap and associated governance processes, standards, and performance metrics
  • Develop briefing papers and decision materials, and support governance board operations, including tracking decisions, action items, and risks
  • Develop training strategies, curricula, materials, and job aids; conduct training needs assessments, deliver training, and use evaluation metrics to recommend improvements
  • Develop and maintain SOPs and documentation; support OCM activities (stakeholder analysis, communications planning) and transition/knowledge-transfer planning

Required Qualifications

  • Ability to read, interpret, and develop financial management procedural documents
  • Ability to interpret legislative and governing authorities to develop financial management policy, regulations, and directives
  • Strong written and oral communication skills, including experience preparing materials for government audiences and delivering training
  • Demonstrated experience with portfolio management, IT/program governance, or organizational change management
  • Ability to obtain a Public Trust/Suitability clearance
  • Direct experience with Strategic Portfolio Management (SPM) or IT portfolio management frameworks
  • Hands-on experience operating under OMB Circular A-123, OMB Circular A-130, FFMIA, FISMA, or FITARA — able to describe how the framework shaped a program's governance, not just familiarity with the name
  • Experience developing training curricula, SOPs, or OCM communications for a federal system or process implementation
  • Federal financial management subject matter expertise — audit findings, internal controls (OMB A-123), or financial reporting compliance — to validate process and policy implications alongside the systems/governance work

What Success Looks Like

  • Requirements, governance, and Analyses of Alternatives deliverables accepted with at least 95% accuracy and completeness
  • Training materials and SOPs support operations with minimal rework, with at least 90% of trainees indicating training was adequate
  • Strong government stakeholder satisfaction, with service ratings of 4 or 5 on annual customer satisfaction surveys
