AI Summary

The owner's representative acts as the primary decision-maker on behalf of the owner to ensure coordinated delivery across designers, contractors, and public authorities. Responsibilities include managing the integrated baseline for scope, cost, and schedule while providing disciplined risk and change governance.

This is a remote position.

Meta Description: Senior Project Executive / Executive Project Director — Owner's Representative, Urban Placemaking - Register interest in future owner's representative roles on large urban mixed-use developments. Evergreen expression of interest for leaders and aspirants.

Senior Project Executive / Executive Project Director — Owner's Representative, Urban Placemaking

This Evergreen Career Profile invites owner-side project leaders to register for consideration for the Rutherford Talent Guild™. It is an expression of professional interest in future opportunities, not an advertisement for a current vacancy. Registration is not an application for a specific role, and it does not confer membership or promise a placement.

Large urban developments bring together towers, shared podiums, retail, homes, offices, hotels, public spaces and the infrastructure that connects them. The owner's senior project executive turns the owner's objectives into coordinated delivery across designers, contractors, funders, operators and public authorities. The role protects the owner's position and the quality of the owner's decisions, without the owner becoming the builder.

We welcome established owner's representatives, senior project executives and project directors who already lead owner-side delivery, and credible aspirants preparing for that responsibility. We also welcome development, programme, consultancy, contractor and other professionals who want to understand this functional vertical and where their own experience might lead. Registration records where you are now; curator review explores where you want to go and the evidence that supports it.

The mandate

The owner's representative's centre is decision quality on the owner's behalf: a clear delivery brief, an integrated baseline for scope, cost and programme, disciplined risk and change governance, and early, candid advice when trade-offs appear. The work is shared. Development leadership often leads inception, feasibility, approvals and financing, and may remain closely involved throughout. Designers design. The construction organisation selects and manages its trades and suppliers, subject to the procurement arrangement and any approvals the owner reserves.

Authority depends on the appointment, the contract and the jurisdiction. Some owner's representatives approve within delegated limits; others recommend, and the owner's board or committee decides. Certification, instructions to contractors and similar powers apply only where the appointment expressly provides for them. The role may be held as an employee of the owner or through a consultancy.

Representative challenges

•           An owner is choosing how to procure a complex mixed-use development with shared infrastructure and phased openings, and must decide which decisions to keep and which to delegate.

•           A tenant or funding change prompts a major scope revision while a critical equipment package threatens the completion date.

•           A retail or residential phase is due to open while construction continues next door, and the evidence of safe separation and systems readiness is incomplete.

•           Development leadership, the design team and the contractor disagree about the cost and programme effect of a design change.

Representative work

•           Delivery strategy and procurement options, and recommendations on the professional team and construction organisations

•           The integrated baseline: scope, budget, programme, risk register and contingency

•           Change governance and decision papers for the owner, including the reasons for and against

•           Monitoring progress, cost and quality against the baseline, and escalating when results depart from plan

•           Coordinating owner, operator and tenant requirements for phased handover and occupation

•           Working with legal, commercial, engineering, safety and commissioning specialists

•           Leading and developing an owner-side project team

Accountability within the mandate

•           Accountable work: the quality and timeliness of your analysis, recommendations, reporting and escalation, and any approvals you make within delegated authority.

•           Shared decisions: commitments, major changes, contractor appointments and acceptance decisions made with the owner's board, committee or development leadership.

•           Outcomes you influence: final cost, completion dates, quality, safety and readiness for occupation, which also depend on designers, contractors, trades, authorities and markets.

Contexts we profile

Our research focuses on integrated mixed-use urban developments whose construction cost exceeds US$2 billion. That is the scale we study, not a threshold for registration. Integration, shared systems, phasing and urban interfaces can make smaller projects demanding too. We profile the United States first, then Canada and the United Kingdom. No registrant needs experience of every situation. We are interested in the projects you have worked on, how they were procured, who appointed you, the authority you held and the decisions you personally made.

What we are asking

The question is not simply whether you could hold an owner's representative title. It is whether you have the demonstrated capability, or the assessed potential, to lead owner-side delivery in an appropriate mandate, and what professional development may be needed to get there.

For accepted members, a curator leads the development of a Career Thesis: the delivery problem you are best placed to solve, the environments in which you have shown it, your contribution and authority, the evidence behind it and one development priority. It is not required at registration, and any summary is shared with an organisation only with your consent.

The Rutherford Talent Guild™

The Rutherford Talent Guild™ is for executives pursuing permanent leadership appointments. Rutherford manages a longer-term career relationship: interpreting your assessment alongside your experience, clarifying the mandates in which you can contribute most, identifying development priorities and, where there is a credible fit and under applicable arrangements, introducing you selectively to organisations for specific roles, including through private talent pipelines and Rutherford & Company retained searches. An introduction is an event in the relationship, not the relationship itself.

If you also provide owner-side delivery leadership on a fractional or independent consulting basis, you may register interest in that work through the Rutherford Talent Clearinghouse™. Each community has its own review, and acceptance into one does not imply acceptance into the other.

If your experience also includes contractor-side project leadership, you may register interest in our Senior/Executive Project Director — General Contractor profile as well. Each profile is reviewed on its own evidence.

How the process works

Registration → initial review → assessment invitation → assessment → curator review → membership decision.

Completing the assessment, including any payment associated with it, does not in itself confer membership. Membership carries no promise of introductions, interviews, appointments or placement. The RutherfordINTEL Assessment informs our evaluation of functional potential, leadership style and readiness for an owner-side delivery leadership mandate.

About the RutherfordINTEL Assessment. RutherfordINTEL reports that its assessment predicts performance potential with 85% predictive accuracy. That is a statement about the instrument, not a guarantee or a probability of success for any individual, role or mandate. Your results are always interpreted by a Rutherford curator alongside your experience, achievements and objectives.

What we look for

Evidence before titles. During curation we will explore:

•           The owner-side responsibility you actually carried: the project, its uses and scale, how it was procured, who appointed you and the decisions you were authorised to take.

•           How you compared delivery and procurement options, and what the owner kept for itself.

•           A recommendation you made that was unwelcome, and what followed.

•           How you governed change and kept cost, programme and quality visible to decision-makers.

•           Your part in phased handover, operator readiness and occupation.

•           How you worked with development leadership, designers and contractors without taking over their roles.

•           What you were accountable for, what you decided jointly and what you influenced.

How we consider your background

•           Your title. An owner's representative or project executive title is welcome but not essential. We consider the responsibility you carried.

•           Project scale. No minimum project value applies to registration. We record the scale and complexity of your projects and your part in them.

•           Length of experience. No fixed minimum applies to this Evergreen profile.

•           Professional designations. Recorded and considered alongside demonstrated capability.

•           Personality. Fit is critical. The RutherfordINTEL Assessment measures 85 factors, from which we have identified 72 possible personality dimensions. Only a limited few of these correlate with high potential for success in an owner's representative mandate, so personality is an important part of our evaluation. Your results are interpreted by a curator alongside your experience, achievements and objectives, never in isolation.

To register

Registration is short: your essential details, your function (F24a Senior Project Executive / Executive Project Director — Owner's Representative), your sector and your current résumé. A LinkedIn profile is optional, and you do not need a Career Thesis. You will also answer three short written questions about owner-side delivery decisions. Use an example you handled, or explain the approach you would take. Please do not include confidential information.
