The Senior HR Specialist will manage end-to-end Federal staffing activities, including job analysis, vacancy announcements, and qualification assessments. They will also provide strategic guidance to hiring managers while ensuring full compliance with OPM regulations and Federal hiring authorities.
Responsibilities
- Ensure all recruiting and hiring activities comply with Delegated Examining Unit (DEU) requirements, merit system principles, excepted service appointment authorities, Veterans' Preference, and the Rehabilitation Act.
- Partner with hiring managers to provide strategic guidance, options, and technical expertise regarding Federal rules, regulations, and procedures for recruitment and filling vacancies.
- Maintain effective communication with hiring managers to obtain hiring plan information and complete job analyses, core competencies, selective placement factors, specialized experience requirements, assessments, and job questionnaires.
- Survey and consult with customers and hiring managers to identify critical skills requirements and evaluate candidate quality.
- Provide recommendations regarding HR and staffing requests, including Veterans' Preference, pass-over requests, hiring incentives, and other Federal hiring flexibilities.
- Develop vacancy announcements using applicable regulations, qualification standards, and guidance, including USA Staffing templates, Office of Personnel Management (OPM) qualification standards, and Excepted Service qualification standards.
- Draft hiring waivers, job analyses, and job opportunity bulletins as required.
- Prepare vacancy announcements using standard templates and plain-language principles and post announcements to USAJOBS.
- Process SF-52s and other personnel actions, including actions related to new hires, promotions, and reassignments.
- Assist with the development and coordination of Human Resources policies and procedures to ensure compliance with Federal regulations and support operational HR processes for Executive and non-Executive hiring programs, including appropriate quality-control measures.
- Research Federal HR best practices and apply knowledge of applicable regulations to ensure the organization effectively utilizes available hiring authorities, alternatives, and flexibilities.
- Review previous audit results and develop corrective action plans designed to prevent systemic staffing errors.
- Conduct internal audits of staffing files to ensure compliance with organizational requirements and OPM guidelines.
- Perform additional staffing responsibilities, including minimum qualifications analysis, rating and ranking applications, producing certificates of eligibility, and other recruiting, hiring, and staffing activities supporting DHS Headquarters.
Requirements:
- Federal Staffing Experience: Experience performing cradle-to-grave Federal staffing, including job analysis, vacancy announcements, qualifications, rating/ranking, certificates, and personnel actions.
- Federal HR Knowledge: Strong knowledge of DEU/Delegated Examining, Veterans' Preference, OPM regulations, Excepted Service hiring, USA Staffing, and USAJOBS.
- Active DEU Certification is preferred.
