Summary:

The Senior Budget Analyst supports the Bureau of Prisons (BOP) by providing expert-level budget formulation, execution, and financial analysis. The analyst ensures compliance with federal regulations, delivers high‑quality financial insights, and supports leadership in making informed resource decisions that align with mission priorities.


Responsibilities

Essential Job Functions:

  • Provide financial analysis and recommendations to support strategic planning, resource allocation, and operational decision-making. 
  • Monitor budget execution and financial performance to ensure compliance with federal regulations, appropriations law, and agency policies. 
  • Develop financial reports, spending analyses, forecasts, and budget justifications for senior leadership. 
  • Oversee financial management activities including budgeting, accounting, internal controls, financial reporting, and audit readiness. 
  • Conduct financial reviews and identify risks, trends, and opportunities for cost savings and operational efficiencies. 
  • Advise leadership on financial management policies, procedures, compliance requirements, and funding strategies. 
  • Coordinate with program managers and stakeholders to evaluate funding requirements and recommend resource allocation solutions. 
  • Support audits, corrective action plans, and financial management reviews involving internal and external oversight organizations. 
  • Ensure the integrity, accuracy, and reliability of financial data and financial management systems.  

Qualifications

Necessary Skills and Knowledge:

  • Extensive knowledge of federal financial management principles, budgeting, accounting, and appropriations law. 
  • Strong understanding of budget formulation, execution, fund control, and financial reporting in a federal environment.
  • Experience developing and implementing financial policies, procedures, and internal controls. 
  • Knowledge of federal financial systems and reporting requirements. 
  • Advanced analytical, forecasting, and financial management skills. 
  • Ability to interpret financial data and present recommendations to executive leadership. 
  • Strong written and verbal communication skills 
  • Experience supporting audits, compliance reviews, and corrective action initiatives. 
  • Proficiency with Microsoft Excel and financial management systems.  

Minimum Qualifications:

  • Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, or related field. Additional years of relevant experience may substitute for education. 
  • Minimum 15 years of progressively responsible experience in federal financial management, budgeting, accounting, or related disciplines. 
  • Experience managing budget formulation and execution activities within a federal agency environment. 
  • Experience providing financial guidance and recommendations to senior leadership. 
  • Knowledge of federal financial regulations, appropriations law, internal controls, and financial reporting requirements.  

Preferred Qualifications:

  • Experience serving in a Financial Manager, Comptroller, Budget Officer, or Chief Financial Officer support role. 
  • Experience supporting federal audits and audit resolution activities. 
  • Experience supervising financial management staff and leading cross-functional financial operations. 
  • Familiarity with federal financial systems such as UFMS, FMIS, CARS, TRUFACS, or similar enterprise financial management systems. 
  • Professional certifications such as CPA, CGFM, CDFM, PMP, or equivalent. 
  • Experience supporting large, multi-site organizations with complex funding structures.  

 

Pay and Benefits

The salary range for this position is $165,000 to $175,000 annually.
