POSITION SUMMARY:
The RITN Program Manager is responsible for the overall program management, coordination, and operational execution of the Radiation Injury Treatment Network (RITN). This role coordinates the planning, implementation, and monitoring of RITN program activities to ensure achievement of grant objectives, compliance with funding requirements, and effective engagement of participating centers and stakeholders. Key responsibilities for the RITN Program Manager include managing grant deliverables and reporting, coordinating participating-center activities, supporting Advisory Council operations, developing budget and proposal inputs, overseeing training and tabletop exercise initiatives, maintaining RITN website and portal content, and ensuring accurate program documentation. The RITN Program Manager serves as a subject matter expert in program management, operational coordination, and representing RITN for both internal and external collaborations.
In addition, the role supports NMDP Business Operations emergency management and logistics-risk activities during adverse events that may affect time-sensitive blood stem cell logistics or other critical transplant operations, helping to ensure organizational readiness and operational resilience.
ACCOUNTABILITIES:
Radiation Injury Treatment Network (RITN) Program Management & Coordination:
• Manage daily RITN program operations, grant deliverables, timelines, reporting, and stakeholder coordination.
• Coordinate annual participating center requirements, including contact updates, GETS validation, capacity surveys, SOP reviews, consent form maintenance, education activities, and tabletop participation.
• Support participating center roster management using defensible criteria such as transplant status, geography, military-based proximity, bed capacity, pediatric/adult coverage, and clinical input.
• Coordinate RITN Advisory Council activities, including roster maintenance, meeting preparation, documentation, follow-up tracking, and engagement with medical, federal, clinical, nursing, and center representatives.
• Support ONR grant performance by coordinating task lists, budget inputs, staffing documentation, supporting artifacts/deliverables, and internal follow-up items.
• Coordinate RITN meetings, webinars, workshops, training events, conferences, and vendor-supported tabletop exercises.
• Maintain RITN website content, training materials, tracking tools, and program documentation to ensure current, accessible, and accurate information.
• Represent RITN as a subject matter expert in internal and external meetings, conferences, task forces, exercises, and partner discussions.
• Maintain the RITN Portal website and content.
NMDP Business Operations Tactical Support:
• Provide emergency management support to NMDP Business Operations during adverse events affecting time-sensitive blood stem cell transport.
• Monitor weather, transportation disruptions, infrastructure outages, public health events, civil disruptions, and other operational threats that may affect product movement or critical transplant activities.
• Coordinate with business operations, logistics partners, transplant centers, collection centers, couriers, and response stakeholders to support continuity decisions and escalation paths.
• Document incidents, maintain situational awareness, communicate operational impacts, and support after-action review and corrective actions.
• Support related Organization Resiliency duties in business continuity, disaster recovery, emergency preparedness, crisis communications, and operational risk mitigation.
• Other duties as assigned.
REQUIRED QUALIFICATIONS:
Knowledge of:
• Emergency preparedness, business continuity, crisis response, risk mitigation, exercise development, after-action reviews, corrective action planning, and crisis communications.
• Project and program management practices for workgroups, advisory councils, workshops, training events, and multi-stakeholder initiatives.
• Radiation safety, radiological response concepts, hospital preparedness, and public health preparedness operations.
• Advisory council administration, and tabletop exercise coordination.
• Logistics risk management, incident coordination, and continuity practices supporting safe, timely transport of critical medical products through adverse situations.
Ability to:
• Manage complex programs, competing priorities, deliverables, timelines, stakeholders, and follow-through with minimal supervision.
• Use modern productivity, collaboration, project management, data, content management, and AI-enabled tools, including Microsoft 365, Teams, SharePoint, Excel, PowerPoint, Word, Microsoft Project or similar tools, and Microsoft Copilot.
• Communicate clearly through presentations, facilitation, business writing, negotiation, persuasion, customer service, and stakeholder engagement.
• Assess operational risks, simplify complex information, make sound decisions under pressure, and act decisively when information is incomplete.
• Influence without direct authority, build alignment across internal and external partners, and translate emerging risks into practical mitigation actions.
Education and/or Experience:
• Bachelor’s degree in emergency management, crisis response, contingency planning, business continuity, intelligence studies, healthcare administration, public health, project management, or a related field.
• Two or more years of experience managing complex programs, projects, grant deliverables, partner networks, emergency preparedness activities, business continuity efforts, or disaster planning initiatives.
• Experience supporting logistics coordination, transportation continuity, incident response, operational risk management, tabletop exercises, advisory groups, proposal materials, budget inputs, or program reporting.
• This person may have to work unusual hours during an emergency situation and be willing to be on-call and accessible during evening, night, and weekend hours to provide emergency management operations and logistics risk management support when needed.
PREFERRED QUALIFICATIONS: (Additional qualifications that may make a person even more effective in the role, but are not required for consideration)
• Project or program management certification preferred; demonstrable equivalent experience may be accepted in lieu of certification.
• Experience with healthcare coalition, hospital preparedness, or public health emergency preparedness programs.
• Experience supporting federal grants, cooperative agreements, or government-facing deliverables.
• Experience with exercise design, facilitation, evaluation, after-action reports, and corrective-action tracking.
• Experience with transplant center operations, blood stem cell transport, logistics continuity, or time-critical healthcare operations.
• PMP, CBCP, MBCP, CHEP, emergency management, project management, or business continuity credentials.
