Kentro is hiring for a remote Intake Lead to support our Veterans Affairs ESOM contract. The Intake Lead supports the Workforce Management Lead by leading the full intake lifecycle for ESOM program work requests and tracking white papers through a parallel governance workflow that mirrors the intake process. This includes intake receipt, requirements refinement, scope clarification, stakeholder coordination, team composition support, labor category mapping package development, financial/workshare coordination inputs, concurrence tracking, approval documentation, white paper status tracking, and transition to execution where approved.

 

This role serves as the primary intake process owner and first-line reviewer for incoming work requests and white paper requests. The role works closely with the customer, Workforce Management Lead, PM, PMO Director, Contracts, execution leads, staffing stakeholders, financial stakeholders, and partner/subcontractor stakeholders to ensure requests are understood, documented, properly routed, tracked, and transitioned to execution or closure based on the approved outcome.

 

The Workforce Management Lead owns final workforce governance recommendations, while the Program Director retains final approval authority where required. This role supports labor category mapping analysis, white paper tracking, decision documentation, and workflow governance, with Staffing, PMO, Contracts, program leadership, and other stakeholders participating in review and concurrence as appropriate.

 

As the Workforce Management function grows, this role may oversee Intake Analysts, Labor Category Mapping Analysts, Requirements Analysts, Intake Coordinators, White Paper Coordinators, or related support resources.

 

Location: This position can be performed remotely within the United States and will support Eastern Time working hours.

Responsibilities

Intake Lifecycle Management

  • Lead the end-to-end intake process for ESOM program work requests.
  • Serve as the first-line intake reviewer for incoming work requests.
  • Refine and document customer requirements, scope, desired outcomes, timing, staffing implications, and transition needs.
  • Maintain the intake tracker, intake status log, intake decision history, and supporting documentation.
  • Ensure requests move through the appropriate intake workflow from receipt through review, concurrence, approval, and transition to execution.
  • Identify intake process gaps and recommend process improvements to reduce risk, improve quality, and streamline execution.

White Paper Tracking and Governance

  • Lead tracking of ESOM white paper requests using a governance workflow that mirrors the intake process, including receipt, review, routing, stakeholder coordination, status tracking, approval or disposition, and closure.
  • Maintain a white paper tracker, status log, decision history, version history, supporting documentation, and action item register.
  • Coordinate with customer stakeholders, Workforce Management Lead, PMO, Contracts, execution leads, technical contributors, staffing stakeholders, financial stakeholders, and partner/subcontractor stakeholders to ensure white paper requests are properly defined, assigned, reviewed, and tracked.
  • Document white paper purpose, customer need, scope, assumptions, contributors, due dates, dependencies, review status, approval status, and resulting actions.
  • Track whether white papers result in new intake requests, staffing needs, labor category mapping, partner engagement, pricing/financial analysis, contract coordination, or transition-to-execution activities.
  • Ensure white paper actions, decisions, risks, assumptions, and follow-up items are traceable and communicated to the appropriate stakeholders.
  • Identify gaps in the white paper workflow and recommend process improvements, templates, and governance controls to improve consistency, visibility, and execution alignment.

Requirements Refinement and Scope Clarification

  • Lead meetings with client stakeholders to clarify vision, requirements, scope, outcomes, and operational needs.
  • Translate customer requirements and scope into execution-ready intake documentation and, where applicable, white paper inputs or follow-on intake actions.
  • Facilitate collaboration with Service Delivery leads, functional experts, PMO, Contracts, financial stakeholders, staffing stakeholders, and partner/subcontractor stakeholders.
  • Identify missing information, unclear scope items, labor category concerns, financial considerations, workshare impacts, white paper dependencies, or issues requiring customer clarification.
  • Support execution leads by helping translate intake and white paper outcomes into team structure, staffing approach, delivery model, or follow-on action plan.

Labor Category Governance

  • Analyze intake scope against contract labor categories, qualifications, experience requirements, education/certification requirements, clearance expectations, and staffing assumptions.
  • Prepare preliminary labor category mapping recommendations and supporting rationale for Workforce Management Lead review.
  • Coordinate with the Staffing & Workforce Operations Lead to assess staffing feasibility and candidate qualification implications.
  • Coordinate with Contracts to support contract alignment and labor category compliance review.
  • Maintain a labor category mapping repository, decision log, and supporting documentation.
  • Track feedback and concurrence from the PM, PMO Director, Contracts, and other required stakeholders before final approval by the Program Director, where applicable.

Team Composition, Pricing, Workshare, and Transition Support

  • Support development of team composition and execution structures based on approved scope, labor category mapping, staffing needs, and delivery requirements.
  • Coordinate with financial, execution, staffing, and partner/subcontractor stakeholders to identify financial impacts, workshare considerations, teaming posture, and staffing feasibility.
  • Ensure intake packages and applicable white paper follow-on actions account for labor categories, staffing mix, partner/subcontractor involvement, workshare implications, and transition needs.
  • Coordinate with the Partner Engagement Lead when intake requests or white paper outcomes involve partner/subcontractor staffing or delivery support.
  • Coordinate with the Staffing & Workforce Operations Lead to ensure approved intake decisions and applicable white paper outcomes are translated into staffing actions.
  • Support transition of approved intake work and approved white paper follow-on actions to the delivery team after approval.

Stakeholder Coordination and Governance

  • Facilitate cross-functional intake and white paper reviews with customer stakeholders, PMO, Service Delivery leads, Contracts, staffing, finance/accounting, partner/subcontractor stakeholders, and program leadership.
  • Prepare intake review materials, white paper status materials, labor category packages, decision briefs, approval documentation, and transition materials.
  • Coach and guide execution leads through the intake process and related white paper governance workflow.
  • Document decisions, open issues, risks, assumptions, concurrence status, approval outcomes, white paper dispositions, and follow-up actions.
  • Identify opportunities to support the customer as the program grows.

Process Improvement and Scalability

  • Identify gaps in intake and white paper workflows, documentation, routing, approvals, handoffs, and transition processes.
  • Recommend and implement intake and white paper process improvements in coordination with the Workforce Management Lead.
  • Develop reusable templates, intake checklists, white paper tracking templates, labor category mapping templates, decision logs, and transition documentation.
  • Support development of scalable intake and white paper governance models for ESOM and future programs.
  • Support other PMO or Workforce Management initiatives during surge periods, including staffing, partner/subcontractor conversations, onboarding, offboarding, white paper coordination, or growth-related activities.

 

Qualifications

  • Bachelor's degree in Business Administration, Project Management, Operations Management, Information Technology, or a related field; equivalent experience may be considered.
  • At least 10+ years of relevant experience in program execution, client delivery, intake management, requirements analysis, PMO operations, workforce management, contract support, white paper coordination, or government contracting.
  • At least 4+ years of experience engaging with client leadership or senior stakeholders.
  • At least 2+ years of experience managing teams, leading workstreams, or coordinating cross-functional delivery efforts.
  • Strong understanding of contracting practices, including scope, labor categories, partner/subcontractor relationships, workshare, staffing impacts, white paper follow-on actions, and transition to execution.
  • Ability to translate requirements, scope, and white paper outcomes into execution models, labor category recommendations, staffing needs, team structures, and action plans.
  • Experience facilitating communication among multiple stakeholders, including technical staff, corporate support, program leadership, and partner/subcontractor leadership.
  • Strong organizational, multitasking, time management, and documentation skills.
  • Strong attention to detail and accuracy in recordkeeping, white paper tracking, and decision documentation.
  • Proficiency with Microsoft Office Suite, including Excel, PowerPoint, Word, Teams, and SharePoint.
  • Strong problem-solving, coaching, teamwork, written communication, and verbal communication skills.
  • Comfortable working in a dynamic, fast-paced environment.

Preferred Qualifications:  

  • Experience supporting a federal client or federal program.
  • Experience with government contracting, IDIQs, BPAs, task orders, SOWs, PWSs, labor categories, and partner/subcontractor delivery models.
  • PMP Certification, ITIL 4 Foundation, or equivalent.
  • Experience supporting pricing, financial impact analysis, workshare analysis, white paper development or tracking, or transition-to-execution activities.
  • Experience developing intake processes, white paper workflows, governance workflows, operating procedures, or program management templates.
  • Industry knowledge and/or familiarity with U.S. Government security controls and best practices.
