Summary: 

The Program Manager will support executive sponsors, business owners, and product leaders in delivering strategic programs that achieve key organizational goals and objectives. The Program Manager will lead complex, cross-functional programs that span multiple business units and consist of multiple interdependent projects. This role ensures alignment between business strategy, product development, and technical execution across the full product lifecycle. This role will oversee program planning, integrated delivery, financial management, and governance, ensuring adherence to SDLC, Agile methodologies, and Stage Gate controls. Responsibilities include managing cross-team dependencies, risks, issues, and program-level changes to ensure successful delivery of products, platforms, and services. The Program Manager will also contribute to continuous improvement initiatives to enhance delivery capabilities across the organization. 

 

What This Role Does: 

  • Leads end-to-end program management across multiple related projects, ensuring alignment to strategic business objectives. 
  • Develops and maintains integrated program plans, including schedules, milestones, dependencies, and resource allocation. 
  • Oversees product development lifecycle stages, ensuring readiness and approval at each phase (Stage Gate governance). 
  • Manages program financials, including budgeting, forecasting, and tracking (CapEx/OpEx). 
  • Manages capacity, resource constraints, and competing priorities across projects within the program. 
  • Drives program decision making and alignment with the business ensuring compliance regulation is met across projects. 
  • Matrix management of project managers. 
  • Prepares operational readiness plan to ensure sustained adoption across the organization as projects are implemented. 
  • Drives project delivery of project milestones in alignment with strategy plan. 
  • Supports Strategy Business Partner with vendor management pertinent to the programs. 
  • Collaborates closely with the Strategy Business Partner, Stakeholders, and Project teams. 
  • Partners with Product Managers and Business Owners to support the development, deployment, and delivery of product and service. 
  • Collaborates with engineering, architecture, and IT teams to ensure coordinated execution across technical workstreams. 
  • Identifies and manages cross-team dependencies, ensuring alignment across multiple functions and teams. 
  • Monitors program health through KPIs and performance metrics, providing regular reporting to senior leadership and stakeholders. 
  • Leads risk, issue, and escalation management, including diagnosing challenges and driving resolution strategies. 
  • Drives operational readiness and change management efforts to support successful implementation and adoption. 
  • Provides cross-functional leadership and influence to achieve program objectives without direct authority. 
  • Ensures programs are delivered within scope, budget, and timeline constraints. 
  • Oversees deployment and integration activities, ensuring successful product release and adoption. 
  • Contributes to the development and maturity of PMO methodologies, tools, templates, and governance frameworks. 
  • Promotes continuous improvement, identifying opportunities to increase efficiency, innovation, and delivery effectiveness. 
  • Performs other duties as assigned. 

 

What You Will Bring: 

  • A bachelor’s degree in computer science, information systems, business, or related field is required; a master’s degree in business administration or project management is preferred. Equivalent combinations of education and relevant experience will be considered.  
  • A minimum of eight (8) years of experience in program management, project management, or technical delivery roles, with emphasis on technology and product development is required, 10 years is preferred. 
  • A minimum of three (3) years of most recent experience managing programs in the telecom industry in one of the following areas: mobile, IoT devices, telephony services. 
  • Demonstrated experience managing complex, cross-functional programs across multiple teams and business units. 
  • Demonstrate ability to manage more than one program simultaneously. 
  • Strong knowledge of:  
    • Software Development Lifecycle (SDLC)  
    • Agile methodologies and tools (e.g., JIRA, Confluence)  
    • Stage Gate / execution governance frameworks  
  • Proven ability to manage program budgets, financials, and resource planning. 
  • Excellent facilitation and leadership skills, with the ability to drive alignment across business and technical stakeholders.  
  • Strong analytical and problem-solving skills, including the ability to diagnose and resolve technical and operational issues.  
  • Experience defining, tracking, and reporting program performance metrics.  
  • Experience leading programs involving:  
    • Telecom Transformation Programs 
    • Infrastructure Programs 
    • Cloud Migrations 
  • Demonstrated ability to lead through influence and collaboration, including mentoring others, leading initiatives or workstreams, contributing to best practices, and driving cross-functional outcomes. 
  • Strong communication and presentation skills across all levels of the organization including executive communication. 
  • Proficiency with Microsoft Office tools and modern collaboration platforms (e.g., MS Teams, Slack).  
  • Self-starter with strong organizational and time management skills, capable of handling multiple priorities in a fast-paced environment.  
  • Ability to work collaboratively to foster a results-driven, team-oriented environment.  
  • Demonstrated ability to use discretion, make sound decisions, and maintain confidentiality.  
  • Willingness and ability to work flexible hours as needed and travel up to 10%, which may include occasional overnight travel. 

Preferred: 

  • Experience working as a Project Manager, Business Analyst or Business Systems Analyst. 
  • Experience in telecommunications and/or compliance-driven environments. 
  • Active PMP or PgMP certification (PMI). 
  • Agile training and/or certification.

Work Environment: 

100% Remote with Travel: Work environment is primarily indoors (home office, customer or vendor sites, or other business meeting venues); travel may involve exposure to varying weather and temperature conditions, as well as driving and traffic hazards. Travel is required, approximately 10%, and may include overnight and out-of-state trips. 

 

Compensation:  

$142,000 - $165,000 plus 5% bonus determined by competitive market analysis and internal equity considerations. Final compensation will be based on the candidate’s qualifications, experience, and business needs.
