Summary of Job Duties:

The Administrative Services Manager oversees revenue contract administration, invoicing, and budget management for the UAMS Stroke Program, serving as the primary liaison between administrators, Stroke Program leadership, UAMS customers, vendors, and internal/external auditors. Leads annual budget development for the Stroke Program, including grant budgets, and monitors the program budget against targets, deliverables, and goals, reporting monthly to the Executive Director and Administrator. Manages contract and vendor negotiation, development, and execution to ensure compliance with applicable laws, regulations, granting requirements, and UAMS policy. Supervises assigned personnel and serves as system administrator for the contracts management system.

Work must be accurate, professional, and delivered on deadline to multiple stakeholders requiring sound judgment, independent initiative, and close coordination with the Administrator and Finance division.


Qualifications:

  • Bachelor’s degree in business, healthcare administration, finance, or a related field, plus four (4) years of administrative experience; or Master’s degree in a related field, plus two (2) years of administrative experience.

Knowledge, Skills, and Abilities:

  • Advanced proficiency in Microsoft Office.

  • Excellent written and verbal communication skills.

  • Strong organizational and time-management skills.

Preferred Qualifications:

  • Master of Healthcare Administration (MHA), Master of Business Administration (MBA), Master of Public Health (MPH), or a related graduate degree.

  • One year of supervisory or leadership experience.


Additional Information:

Responsibilities:

  • Develop and manage annual operating and grant budgets.

  • Monitor financial performance and prepare monthly reports for leadership.

  • Manage contracts, vendor negotiations, invoicing, purchasing, travel, and reimbursements.

  • Ensure compliance with applicable laws, grant requirements, and UAMS policies.

  • Oversee daily departmental operations and support Stroke Program telemedicine initiatives.

  • Supervise assigned staff and complete performance evaluations.

  • Manage interdepartmental transfers, goods receipts, and invoice approvals.

  • Provide financial and contract information to internal and external auditors.

  • Maintain relationships with program leadership, customers, vendors, and UAMS departments.

  • Administer the contract management system and provide employee training and support.

  • Recommend improvements to administrative and financial processes.

  • Perform other duties as assigned.
