POSITION OVERVIEW
The Lead Recruiter plays a critical role in advancing Index Analytics' growth by identifying, attracting, and securing top talent to support innovative solutions across federal health programs. This position strengthens workforce capabilities across technical, professional, corporate, and program-focused functions, ensuring the organization is well-positioned to meet customer commitments and business objectives.
The successful candidate is a consultative talent acquisition leader who combines sound business judgment, market awareness, and recruiting expertise to influence hiring outcomes and support organizational goals. Serving as a trusted advisor to hiring managers and business leaders, this individual builds strong partnerships, provides informed guidance and helps shape workforce decisions in a dynamic federal contracting environment.
Success in this role requires balancing long-range planning with hands-on execution while fostering collaboration, developing stakeholder relationships, mentoring others and driving hiring results that support the organization's continued growth and success.
KEY RESPONSIBILITIES
Lead full-cycle recruitment for technical, professional, corporate, administrative and key personnel positions, overseeing the hiring process from intake through offer acceptance and onboarding.
Develop and execute recruiting strategies aligned with workforce needs, growth objectives, proposal efforts, contract transitions and emerging business opportunities.
Partner with hiring managers, executive leadership and Business Development/Capture teams to define talent requirements, establish selection criteria, align expectations with market conditions and develop effective hiring plans.
Build and maintain talent pipelines and candidate networks that support current and future workforce needs across critical business functions.
Source, attract, assess and engage qualified candidates through direct sourcing, networking, referrals, recruiting technologies and relationship-driven outreach.
Serve as a trusted advisor by providing labor market intelligence, compensation insights, competitive analysis and workforce recommendations that support informed hiring decisions.
Champion an exceptional candidate experience by promoting the organization's culture, mission and employer brand while ensuring transparent and timely communication throughout the recruitment process.
Mentor recruiters and collaborate with hiring managers on interviewing best practices, inclusive hiring, candidate assessment and talent acquisition strategies that improve hiring quality and outcomes.
Drive operational excellence through the evaluation and implementation of recruiting technologies, process improvements, reporting and scalable talent acquisition practices.
Analyze recruiting metrics and hiring trends to identify risks, measure effectiveness and recommend solutions that support organizational talent objectives while ensuring compliance with EEO, OFCCP, federal contracting requirements, and company policies.
Qualifications
Bachelor's degree in Human Resources, Business Administration or a related field; equivalent experience may be considered.
7+ years of full-cycle recruiting experience, including experience filling technical, professional, corporate, and/or federal contracting positions.
Demonstrated success managing multiple requisitions and competing priorities in a fast-paced, deadline-driven environment.
Experience partnering with hiring leaders and business stakeholders to develop hiring strategies and influence talent decisions.
Strong sourcing capabilities utilizing direct outreach, networking, referrals, talent intelligence tools, and recruiting technologies.
Knowledge of talent acquisition best practices, interviewing methodologies, and candidate assessment techniques.
Understanding of federal employment regulations, EEO and OFCCP requirements, and compliance-related recruiting practices.
Experience working with applicant tracking systems, sourcing platforms, and recruiting analytics tools.
Exceptional communication, relationship management, negotiation, and influencing skills.
Ability to analyze labor market trends, interpret recruiting data, and translate insights into actionable recommendations.
Demonstrated ability to mentor others, drive process improvements, and contribute to organizational initiatives.
SHRM-CP, SHRM-SCP, PHR, SPHR, AIRS, CIR, or other relevant certifications preferred.
PREFERRED QUALIFICATIONS
Experience supporting a geographically dispersed or remote workforce across multiple states.
Familiarity with federal contracting environments, including labor categories, position classifications, and contract-driven staffing requirements.
Experience supporting proposal efforts, contingent hiring initiatives, contract transitions, or rapid workforce ramp-up activities.
