The IT Finance Manager owns the financial management of the Information Technology organization, serving as the primary partner between IT leadership and Finance. This role leads IT budgeting, forecasting, and financial analysis; drives cost transparency and accountability across technology spend; and ensures that technology investments are planned, tracked, and optimized to deliver measurable business value.
Working closely with the CIO, IT leaders, and the FP&A team, the IT Finance Manager translates technology strategy into financial plans, provides decision-ready analysis on projects and vendor commitments, and establishes the governance and reporting that keep IT spend aligned to organizational priorities.

Budgeting & Forecasting

  • Lead the development of the annual IT operating and capital budget in partnership with the CIO and IT leadership team.
  • Manage monthly and quarterly forecasts, tracking actuals against plan and clearly explaining variances.
  • Consolidate headcount, software, hardware, cloud, and professional-services spend into a consolidated, reliable IT financial plan.
  • Oversee capital vs. operating expense classification and ensure spend is recorded and depreciated correctly.

Financial Planning & Analysis

  • Build business cases, ROI models, and cost-benefit analyses for technology projects and investments.
  • Perform total-cost-of-ownership (TCO) and unit-cost analysis for key services, applications, and cloud platforms.
  • Deliver scenario and sensitivity analysis to support prioritization and trade-off decisions on the technology roadmap.
  • Provide financial insight and recommendations that influence IT strategy and resource allocation.

Vendor, Contract & Cost Management

  • Manage vendor spend, license commitments, and renewals, partnering with Procurement to optimize terms and timing.
  • Monitor cloud and SaaS consumption for cost-optimization opportunities and enforce financial accountability (FinOps) across teams.
  • Review purchase requisitions, invoices, and accruals for accuracy, budget alignment, and proper approval.
  • Develop chargeback / showback models that allocate technology costs fairly to business units.

Governance, Reporting & Business Partnering

  • Produce clear, executive-ready reporting and dashboards on IT financial performance for the CIO and senior leadership.
  • Establish financial policies, controls, and approval workflows to ensure compliance and audit readiness.
  • Support the monthly close for IT in coordination with Accounting, ensuring accruals and cost allocations are complete and accurate.
  • Act as a trusted advisor to IT managers, coaching non-financial leaders on budget ownership and spend discipline.

Required Qualifications

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
  • 5+ years of progressive experience in financial planning & analysis, IT finance, or corporate finance.
  • Demonstrated experience managing budgets and forecasts for a technology or capital-intensive function.
  • Strong command of budgeting, forecasting, variance analysis, and business-case development.
  • Advanced Excel skills and experience with financial systems (e.g., ERP/EPM platforms) and BI/reporting tools.
  • Excellent communication skills, with the ability to explain financial concepts to non-financial stakeholders.

Preferred Qualifications

  • MBA, CPA, CMA, or equivalent professional certification.
  • Experience with cloud cost management / FinOps and SaaS license optimization.
  • Familiarity with IT vendor contracts, software licensing models, and technology procurement.
  • Prior experience in the insurance, financial services, or a related regulated industry.
  • Exposure to Technology Business Management (TBM) frameworks and IT cost transparency.

Working Relationships

This role reports to the Chief Information Officer and partners closely with the FP&A / Corporate Finance team, IT leadership, Procurement, and business-unit stakeholders. The IT Finance Manager may lead or mentor one or more financial analysts supporting the technology organization.
