KITC is expanding its federal and state business development capabilities and is seeking an experienced Federal/State Sales Representative to support pipeline development, capture activities, strategic partnerships, and government contracting opportunities.
Role Summary
We are seeking a highly motivated Federal/State Sales Representative with experience navigating the federal and state procurement landscape and developing opportunities within government markets.
This role focuses on identifying and qualifying government contracting opportunities, building relationships with agency stakeholders and industry partners, supporting capture and proposal activities, and positioning KITC's cybersecurity, cloud, AI, and IT modernization capabilities.
The ideal candidate understands the government acquisition lifecycle and can proactively develop relationships and opportunities across federal and state agencies.
Key Responsibilities
Federal & State Pipeline Development
- Identify, research, and qualify federal and state contracting opportunities aligned with KITC's capabilities.
- Monitor and leverage government opportunity platforms, including GovWin, SAM.gov, USASpending, and other procurement intelligence tools.
- Develop and maintain a strong pipeline of qualified government opportunities.
- Conduct market research and account planning to identify agency priorities, upcoming procurements, and potential contract vehicles.
- Build relationships with contracting officers, Contracting Officer's Representatives (CORs), program managers, technical stakeholders, and other government decision-makers.
- Track opportunity status, acquisition timelines, and competitive intelligence.
Capture & Proposal Support
- Support capture planning and strategy development for targeted federal and state opportunities.
- Coordinate with technical and leadership teams to develop solution approaches aligned with agency requirements.
- Contribute to proposals, RFIs, RFPs, capability statements, presentations, and other government-facing materials.
- Develop compelling value propositions tailored to agency missions and technical requirements.
- Maintain visibility into opportunity status, capture milestones, sales forecasts, and pipeline performance.
Teaming & Partnership Development
- Identify and develop relationships with prime contractors, subcontractors, technology partners, and other government contracting organizations.
- Support teaming agreements and strategic partnerships for federal and state opportunities.
- Leverage KITC's 8(a) capabilities and other relevant contracting advantages to develop strategic opportunities.
- Represent KITC at government contracting events, industry days, conferences, networking events, and partner meetings.
AWS Federal & Cloud Sales Responsibilities
- Identify and pursue federal and state opportunities aligned with AWS cloud programs and modernization initiatives.
- Build relationships with AWS federal and public sector teams, partner managers, and cloud alliance stakeholders.
- Position KITC's cloud modernization, Zero Trust, cybersecurity, and AI/ML capabilities in alignment with government technology priorities.
- Collaborate with technical leadership to develop cloud-focused capability statements, solution briefs, and go-to-market strategies.
- Support qualification and pursuit activities involving AWS infrastructure, cloud migration, cybersecurity, and digital transformation initiatives.
- Identify teaming opportunities with AWS partners supporting federal and state government customers.
Requirements
Required Qualifications
- 3–6 years of business development, capture management, sales, account management, or client relationship experience within federal, state, or government contracting environments.
- Demonstrated experience identifying and developing government contracting opportunities and contributing to pipeline and revenue growth.
- Strong understanding of the federal and/or state government procurement lifecycle, including opportunity identification, qualification, capture, teaming, proposal development, and contract award processes.
- Experience using government procurement and market intelligence platforms such as SAM.gov, GovWin, USASpending, or similar tools.
- Ability to build relationships with government stakeholders, contracting officers, CORs, program managers, technical stakeholders, prime contractors, and industry partners.
- Excellent written and verbal communication skills, with the ability to contribute to proposals, RFIs, RFPs, capability statements, presentations, and other government-facing materials.
- Ability to operate independently, manage multiple opportunities simultaneously, and maintain disciplined pipeline and CRM management.
Strongly Preferred
- Existing relationships within federal or state agencies, government contracting organizations, prime contractors, or technology partners.
- Experience selling cybersecurity, cloud, IT modernization, AI, or professional services to government customers.
- Knowledge of federal cybersecurity and compliance frameworks, including FedRAMP, FISMA, NIST, and Zero Trust.
- Familiarity with 8(a) contracting programs, set-aside opportunities, contract vehicles, and teaming strategies.
- Experience working with AWS, Microsoft Azure, or cloud-focused government initiatives.
- Experience within a government contractor, technology consulting firm, or professional services organization.
