BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The World Food Programme (WFP) Technology Emergency Preparedness and Response Branch (TECF), within the Technology Division, is responsible for coordinating and managing technology support for emergency operations across WFP and, in its capacity as lead agency of the Logistics & Telecommunications Cluster (LTC), for the wider humanitarian community. TECF leads global coordination, advocacy, partnerships, and operational support for the telecommunications component of the LTC, ensuring that affected populations and humanitarian responders have access to reliable and effective communications services during emergencies.WFP hosts the LTC Secretariat and maintains a Global LTC Telecoms Unit, which provides strategic and operational support to emergency telecommunications activities worldwide. The Unit is responsible for supporting field operations, inter-agency coordination and engagement with the Inter-Agency Standing Committee (IASC), information management, monitoring and evaluation, preparedness and response activities, as well as partnerships with governments, humanitarian organizations, academia, and private-sector stakeholders.Under the overall supervision of the Head of Information Management, TECF, the incumbent will support information management, analytics, reporting, and knowledge management activities for LTC Telecoms emergency operations and emergency preparedness and response initiatives. The position may require international travel, including deployment to emergency operations worldwide at short notice.KEY ACCOUNTABILITIES:
1.Collate, analyse and communicate needs assessments, key operational information onactivities (as per defined indicators) as well as challenges and available resources in order tofacilitate access to timely and accurate information used at country, regional andcorporate level and support decision-making.2.Gather operational information about the IT/ETC response in a specific emergency toproduce up-to-date maps, dashboards and situation reports.3.Identify operational data sets and data sources to produce reports and visual dashboardsefficiently.4.Provide regular inputs about IT EPR/ETC activities in the field to OCHA and WFP internaland external situation reports and other inter-agency documents, such as 3W/4Ws andhumanitarian dashboards.5.Design and develop needs assessment and user satisfaction surveys; analyse the resultsand produce comprehensive reports to be shared with IT/ETC Coordinators, managementand partner
6. Contribute to enhancing processes to collect, store, analyse and visualize ETC data usingdigital tools and platforms.
7. Build and maintain compelling dashboards for ETC operations and global activities usingdata visualization tools and platforms.
8.Support the IT/ETC Coordinator by providing inputs to IT response plans, HumanitarianResponse Plans (HRP), the Humanitarian Needs Overview (HNO), appeals, CERF requestsand materials required for donor conferences and fundraising.
9.Prepare, organise and provide support to IT Operational Task Forces, Global ETCteleconferences, compiling minutes and disseminating them through the appropriatechannels and platforms.
10.Assist in providing inputs to the annual reports in collaboration with country offices,monitoring & evaluation and resource management functions to ensure coherence andquality of performance information.
11.Draft stories, articles, blog post and social media posts for publication on relevant WFPand IT/ETC platforms.
12.Collaborate with counterparts internally and externally to ensure consistency inhumanitarian information and to complement WFP TECF & ETC analysis and information.
13.Deploy to emergency operations to take on Operational Information Management andCommunications activities as required.
14.Maintain internal information sharing mechanisms, e-mailing lists, documentationformats and templates, central file store, according to ETC guidance.
15.Ensure IT/ETC operational information is up to date on relevant platforms and productsand monitor relevant ETC email accounts and direct requests for information asappropriate.
16.Ensure that standard Information Management and Reporting procedures and templatesare followed to drive the quality, consistency and standardisation of informationmanagement and performance reporting across WFP and within the ETC.
17.Assist in the procurement of visibility materials (banners, t-shirts, stickers) for emergencyoperations and events.
18.Travel to provide support to ETC operations on the ground and / or deploy as ETC IMO ininitial phase of a new emergency.
19.Other as required.
DELIVERABLES AT THE END OF THE CONTRACT:
•Act a focal point for a minimum of two ETC operations and support field team withguidance, IM product review.
•Timely remote response and support provided to new emergency operations (within 48hours of request)
•Timely production of reports within the Global ETC team.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education & Experience
▪University degree in Political Science, Economics, Statistics, InformationManagement or Journalism, Business Management, Social Sciences orother relevant field, desirable, or completion of secondary schooleducation with relevant practical field work experience.
▪3 to 4+ years of professional experience, including some experience inOperational Information Management, Humanitarian Affairs, Monitoringand Evaluation, Technology, Communication, or Journalism, required.
▪Experience in using data collection and visualization platforms (i.e.Tableau) and / or graphic design tools, required.
Knowledge & skills
•Ability to communicate clearly both orally and in writing, transformingtechnical terminology into easily understood language.
•Ability to gather relevant information and data with a comprehensiveview of the organization's processes and functions.
•Ability to synthesize and analyze information and data from varioussources to create compelling and impactful situational reports and otheroperational products with the intent of influencing others.
•Ability to effectively monitor outcomes ensuring reliable measurementand clear data.
•Ability to recognize and assess the sensitivity of information obtained;respect the confidential nature of sources of information whererelevant.
•Ability to plan and organize work schedule; ability to work with minimumsupervision under own initiative and meet deadlines.
Languages
•Fluency in English language. Intermediate knowledge of a second officialUN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’sadditional working language, Portuguese, is desirable
