Based in Austin, TX, the organization also provides technical assistance and partners with healthcare providers and research institutions to advance access to care across the state.
Position Overview
The Director of Service Operations, reporting to the Deputy Director, is a leadership role that provides strategic leadership and operational oversight for program implementation, data management, compliance coordination, and cross-functional communication within the Title X program.
This role ensures the effective execution of Title X work plan objectives, strengthens internal systems and infrastructure, and drives data-informed decision-making in collaboration with internal teams and external sub-recipients. The Director serves as a key liaison across program, data, finance, and compliance functions to ensure alignment, accountability, and high-quality service delivery.
Key Responsibilities
Program Leadership & Coordination
- Collaborate with the Deputy Director and Finance Director to ensure effective implementation of Title X work plan goals and objectives.
- Maintain oversight of cross-functional coordination to support program execution and continuous improvement.
- Oversee the Quality Assurance/Quality Improvement staff to maintain program communication infrastructure and operational systems.
Data Management & Performance Improvement
- Oversee the Senior Data Quality Manager and Data Analyst to ensure the integrity and functionality of internal data systems.
- Ensure timely submission of data from sub-recipients and ongoing data analysis for performance monitoring.
- Guide the development, evaluation, and refinement of performance measures to strengthen program effectiveness for Every Body Texas and sub-recipients.
- Support continuous improvement of data quality, reporting processes, and analytical tools.
Compliance, Documentation & Systems Management
- Collaborate with the Deputy Director and Finance and Contract Compliance Manager to ensure proper organization, storage, and security of compliance, programming, and financial documentation.
- Manage systems effectively, including Salesforce, SharePoint, and learning management systems.
Operations & Event Coordination
- Oversee seamless coordination of program events, training sessions, committee meetings, and related activities.
- Ensure high-quality execution of logistics and operational support for all program engagements.
Compliance & Regulatory Oversight
- Maintain up-to-date knowledge of all statutory, regulatory, and policy requirements affecting Title X and family planning service delivery.
- Ensure program compliance with federal guidelines, reporting requirements, and funding obligations.
- Support audit readiness and compliance monitoring activities.
Qualifications
Required
- Bachelor’s degree in Public Health, Healthcare Administration, Social Work, Business, Data Analytics, or related field (Master’s preferred).
- 5+ years of experience in program operations, public health, healthcare administration, or federally funded programs.
- 3+ years of project management experience.
- Experience with Title X or reproductive health programs.
- Strong background in data analysis, program evaluation, and performance reporting.
- Experience supervising teams and managing cross-functional operational workflows.
- Proficiency with data and reporting systems (Excel, Tableau, Power BI, Salesforce, or similar tools).
- Strong understanding of federal grant compliance and regulatory requirements.
- Excellent written and verbal communication skills with experience presenting to leadership and external stakeholders.

ADDITIONAL REQUIREMENTS
Location
This position requires residency within the state of Texas or a willingness to relocate to Texas; however, Every Body Texas does not offer relocation assistance
Travel
The Director of Service Operations can anticipate traveling within Texas to four in-person staff meetings annually. Other travel will be required throughout Texas for meetings and events on an as-needed basis, with occasional travel required outside of the region.
