Connected Logistics is seeking a Deputy Program Manager/Operations Lead to assist in the delivery of Cybersecurity Architecture and Engineering Services supporting the Department of Veterans Affairs (VA) Office of Information Security (OIS) Cybersecurity Operations Systems Engineering (COSE) program. 

 The Deputy Program Manager and Operations Lead supports the Program Manager in directing the daily execution of a multifaceted federal cybersecurity program composed of closely related technical workstreams, projects, and operational activities. The Deputy PM translates program objectives into integrated schedules, staffing plans, operating procedures, performance measures, and accountable delivery actions. The position oversees day-to-day program operations and coordinates cybersecurity engineering, risk and compliance, DevSecOps, security architecture, emerging technology, documentation, and administrative functions. The Deputy PM serves as the acting Program Manager when delegated and provides the operational bridge between program leadership, technical leads, corporate management, subcontractors, and Government stakeholders.  

Key Responsibilities

• Support the Program Manager in planning, establishing, executing, monitoring, and evaluating program operations. 
• Direct daily operational activities across cybersecurity workstreams, projects, and supporting functions. 
• Maintain the integrated master schedule, staffing plan, work breakdown structure, deliverable calendar, and operational priorities. 
• Track program risks, issues, assumptions, dependencies, decisions, and corrective actions through closure. 
• Coordinate technical activities across cybersecurity architecture, risk and compliance, DevSecOps, cloud security, artificial intelligence, cryptography, configuration management, and security operations. 
• Translate technical progress, dependencies, and risks into clear program status reports and executive-level briefings. 
• Monitor contract performance, labor utilization, staffing levels, funding, expenditures, forecasts, and operational capacity. 
• Support financial planning, funding requests, resource allocation, invoice validation, and cost-performance reporting. 
• Coordinate recruitment, onboarding, workforce allocation, performance management, succession planning, and personnel transitions. 
• Manage operational coordination among prime-contractor personnel, subcontractors, vendors, and Government stakeholders. 
• Establish and monitor program performance measures, key performance indicators, service-level commitments, quality objectives, and cybersecurity metrics. 
• Lead recurring operational reviews, technical coordination meetings, risk reviews, staffing reviews, and performance-management sessions. 
• Monitor deliverable development, internal reviews, Government submissions, comment resolution, and acceptance. 
• Support compliance with applicable VA and federal cybersecurity policies, NIST standards, the Risk Management Framework, Zero Trust principles, privacy requirements, and contractual security controls. 
• Coordinate responses to operational disruptions, cybersecurity incidents, staffing shortfalls, schedule delays, and emerging mission priorities. 
• Maintain program governance procedures, management plans, standard operating procedures, decision records, and audit-ready documentation. 
• Identify operational improvements and implement repeatable processes, automation, and management controls that increase delivery consistency. 
• Represent the program in operational discussions with Government customers, corporate leadership, partners, and other external stakeholders. 
• Perform the duties of the Program Manager during planned absences or when formally delegated. 

Requirements

• Ability to obtain and maintain a Tier 4 Public Trust or Tier 5 investigation and Top Secret clearance.
• Bachelors degree in cybersecurity, computer science, information systems, engineering, business administration, project management, or a related field. 
• At least 10 years of progressively responsible experience managing federal information technology, cybersecurity, engineering, or mission-support programs. 
• Demonstrated experience leading multiple related projects, technical teams, or cybersecurity workstreams within a complex program environment. 
• Experience with program planning, integrated scheduling, staffing, budgeting, risk management, performance reporting, quality management, and contract delivery. 
• Experience coordinating cybersecurity professionals, technical leads, subcontractors, and Government stakeholders. 
• Working knowledge of federal cybersecurity requirements, including NIST publications, FISMA, the Risk Management Framework, Zero Trust, continuous monitoring, and security-control assessment. 
• Demonstrated ability to communicate technical and operational matters to executive, programmatic, and technical audiences. 
• Experience developing executive briefings, program reports, performance metrics, corrective-action plans, and decision-support materials. 

Preferred Qualifications 

• Project Management Professional certification. 
• Certified ScrumMaster, PMI Agile Certified Practitioner, SAFe, or comparable Agile certification. 
• Cybersecurity certification such as CISSP, CISM, CGRC, CASP+, or Security+. 
• Experience supporting the Department of Veterans Affairs or another large federal healthcare or civilian agency. 
• Experience managing cybersecurity programs involving cloud security, DevSecOps, enterprise architecture, risk and compliance, artificial intelligence, or emerging technologies. 
• Experience with Microsoft Project, Jira, Azure DevOps, ServiceNow, Power BI, SharePoint, or similar program-management and reporting platforms. 
• Previous experience serving as a Deputy Program Manager, Operations Lead, Technical Program Manager, or acting Program Manager.

This is a good-faith range based on factors such as your experience, geographic location, and any applicable contractual requirements, and may vary slightly.
