About the Role

The Deputy Program Manager (DPM) supports the Program Manager in the overall management, coordination, and execution of TSA Gold+ airport operations and serves as the acting Program Manager in their absence. The DPM is responsible for helping establish, implement, and maintain robust management processes that ensure effective oversight of all contract functions, compliance with TSA requirements, and achievement of performance objectives across all supported locations.

 

 

 

 

What You’ll Do in Your New Role

The DPM assists in directing day-to-day program operations, including program management, financial management, workforce management, technology and equipment maintenance, equipment and materials management, risk management, cybersecurity, customer service, quality control, health and safety, and subcontractor management. The DPM monitors program performance, supports resource allocation decisions, coordinates cross-functional activities, and ensures operational consistency across all Gold+ airports.

Key responsibilities include overseeing workforce planning and staffing actions; monitoring budget execution and financial performance; tracking the maintenance, accountability, and lifecycle management of technology, equipment, and materials; and supporting the implementation of risk mitigation and cybersecurity measures to safeguard TSA assets, information, and operations. The DPM also assists in managing subcontractor performance, ensuring adherence to contractual requirements, quality standards, and service-level expectations.

The DPM plays a critical role in maintaining the program's Quality Control Program, conducting performance reviews, analyzing operational metrics, tracking corrective actions, and identifying opportunities for continuous improvement. Additionally, the DPM promotes a strong culture of safety, compliance, and customer service by ensuring that all personnel adhere to applicable health and safety requirements and deliver responsive support to TSA stakeholders.

Working closely with TSA leadership, airport stakeholders, subcontractors, and contractor personnel, the DPM ensures compliance with all applicable TSA statutory requirements, directives, standards, policies, and performance objectives. Through proactive leadership, effective communication, and disciplined program oversight, the DPM helps ensure mission success, operational excellence, and continuous improvement throughout the contract period.

Required Qualifications

The Program Manager shall have a minimum of 10  years of program management or equivalent demonstrated experience and 5 years specializing in managing similar Federal programs (similar size and complexity). A bachelor’s degree or equivalent certifications are required. The The Deputy Program Manager shall have relevant experience in any of the following fields: aviation security, airport operations personnel security screening services, equipment management, or contract management. Information Technology (IT) and screening operations experience is preferred to include knowledge of Government processes such as obtaining an Authority to Operate (ATO) and screening processes and procedures. 

Desired Qualifications

The Deputy Program Manager shall have experience managing security programs at US airports and implementing TSA programs.
