| Job Summary: |
The Data Operations Analyst (Program Training Specialist) supports the intake, validation, and processing of partner data into the Integrated Data System (IDS). This role serves as a key liaison between the Arizona Office of Economic Opportunity (OEO) and external data partners, ensuring timely, accurate data submissions and maintaining the integrity of the state's workforce and education data infrastructure. The Analyst leads inbound data processing, including coordination with data providers, data quality checks, and troubleshooting file issues. The role works closely with technical staff to ensure datasets are properly formatted, documented, and integrated for downstream analysis. The position also supports data governance and operational workflows by maintaining data inventories and dictionaries, documenting data sources and transformations, coordinating data refresh schedules, and tracking reporting deadlines. In addition, the Analyst prepares supporting materials for analytic products, including narrative summaries, metadata, and appendices for reports and dashboards,
ensuring outputs are transparent and reproducible.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

| Job Duties: |
• Coordinate with external data partners to facilitate timely and accurate data submissions to the Integrated Data System (IDS).
• Lead intake and processing of inbound datasets, including file validation, formatting, and ingestion into the data environment.
• Perform data quality assurance checks to ensure completeness, consistency, and accuracy of partner-submitted data.
• Troubleshoot data issues in collaboration with partners and internal technical staff, resolving discrepancies and improving data reliability.
• Maintain and update data inventories, data dictionaries, and documentation of data sources and transformations.
• Serve as a liaison between OEO, technical teams, and data partners to support effective communication and data standardization.
• Prepare supporting materials for analytic outputs, including metadata, narrative summaries, and documentation for reports and dashboards.
• Support continuous improvement of data workflows and processes to enhance efficiency, standardization, and data usability.

| Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
• The Google Cloud Platform and products
• Data validation, cleaning, and reconciliation techniques
• Descriptive statistics and cohort analysis
Skill in:
• Attention to detail
• Organizational and documentation
• Written and oral communication
Ability to:
• Manage multiple datasets and meet reporting deadlines
• Collaborate with others, present analytic concepts and findings to internal teams and data partners
• Use data management software including SQL and Python for cleaning, validation and analysis
| Selective Preference(s): |
• Bachelor’s degree in Statistics, Economics, Data Science, Public Policy, Education Research, or related quantitative field required.
| Pre-Employment Requirements: |
Minimum of one year experience performing analytic work.
