BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In recent years, WFP has become more involved in health-related emergencies such as the Ebola Responses in West Africa in 2013 and Democratic Republic of Congo (DRC) in 2018, and most recently playing a key role in the Global Common Services as part of the COVID-19 response. In line with these recent roles and as a result of WFPs intervention in support of the response to this pandemic, WFP has identified a gap in the capacity of available temperature sensitive logistics services within health supply chain. To address this gap, WFP proposes to build long-term global temperature sensitive preparedness capacity and become a fully qualified service provider to industry standards. Through developing its capacity, WFP will be in a better position to support humanitarian and health partners in future health responses. As part of this, subject matter experts are required to build these capabilities within WFP and support the building of long-term capacity.
Working under the guidance of the UNHRD Network Coordinator, the consultant’s duties and responsibilities will be executed under the post-COVID-19 context: The selected consultant will assist WFP in the following manner:
ACCOUNTABILITIES/RESPONSIBILITIES:
1.Provide first line of technical support for developing cold chain equipment and services framework focusing on developments in priority countries through mapping of available data sources from within World Food Program and other organizations.
2.Support in reviewing in country supply and demand forecasts including data sources, assumptions and methodologies that could facilitate holistic cold chain equipment forecasts.
3.Support identifying cold chain equipment installation and training requirements of Country Offices and draft a framework for estimating current and short-term future needs for product and service bundles, taking into account technology shifts and country plans to optimize supplychains for health through technology selection.
4.In coordination with other Supply Chain Units teams and key stakeholders, contribute to the development of a framework for the integration of TSL and QMS within WFP SCDLH.
5.Contribute to downstream cold chain logistics optimization models for distribution of health commodities to final mile while ensuring quality and integrity of products and duly controlling corporate risks.
6.Provide expertise for downstream cold chain design, transport market shaping and provide models for cost effective in country transport and storage solutions.
7.Lead the TSL&QMS Integration team, contributing to the creation of an inclusive and collaborative work environment.
8.Provide first line support through potential short-term deployments at in-country level.
9.Other as required.

DELIVERABLES AT THE END OF THE CONTRACT:
•A work plan and time line for achievement of milestones;

•Cold chain equipment optimization for the World Food Program
oAnalysis and capability assessment of World Food Program in-country cold chain distributioncapacities & stakeholder mapping; Identify supply chain adaptation needs;
oSuggest framework for forecasting and tool for creating a rolling cold chain forecast; whichincludes both product and services; vaccine equipment requirements & new technologies; facilitate coldchain inventory and the assessment of vaccine and cold chain management capacity and performance atcountry level.
oDraft framework for expediting local service bundles procured, including options analysis oftools and templates, regional and country examples; Draft forecast for priority countries which includesboth products and services;
oDevelop procurement schedule & onsite installation guidance of cold chain equipment;
oIdentify cold chain (incl. vaccine supply chain) characterization & distribution networks inpriority regions.
•Integration of TSL and QMS within WFP SCDLH
oEvaluate capability assessment and document risks of current World Food Program regional, in-country supply chain processes, people, technologies and foster integration of QMS processes, andpromotion of corrective actions to mitigate risks and ensure quality and integrity of products;
oDocument World Food Program Standard Operating Procedure for final mile against thecurrent state for TSL&QMS integration i.e. end to end in-country logistics network design with WFPassets or other commercial operations; Design 3x planning scenarios (partial, total, regional coverage) fordownstream, final mile.
•Design, create and consolidate the team to enable the integration of TSL&QMS within SCDLHand support COs when handling pharmaceuticals and medical equipment.
•Draft and ongoing PowerPoint presentations on status of work plan and deliverables to bepresented to the WFP technical and external steering committee on a weekly or biweekly basis
•A PowerPoint presentation on assistance provided to WFP, including a summary

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
• Advanced university degree from a recognized academic institution in one or more of the following areas is required: Engineering, Supply Chain Management, Public Health, or areas related to supply and logistics operations
•First university degree or technical certification in refrigeration engineering combined with 7 years of demonstrated professional work experience and understanding of relevant functions may be considered in lieu of advanced university degree.
Experience:
• Minimum 10 years progressively responsible professional work experience at national level in vaccines programming and/or cold chain procurement including cold chain and vaccine management.
•Experience in supply chain management in the health space, at in country level, indifferent regions
•Experience in supply management, equipment selection, procurement planningand/or inventory management, and analysis including experience with datamanagement will be an asset.
Knowledge & Skills:
•Product knowledge on cold chain equipment, new cold chain technologies and installation thereof, understanding of the principles of forecasting, knowledge and experience with data collection, data management analysis and reporting are essential. Knowledge of procurement processes and good distribution practice could be beneficial

• Fluency in English required, French or Arabic strongly desired
