JOB TITLE: Oversight and Evaluation Specialist

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The WFP Technology Division (TEC) seeks to digitally enable the organization to deliver this mandate in an effective and efficient manner, with sufficient agility required for humanitarian operations.
Under the TEC Division, the Strategy and Governance Branch is responsible for ensuring coherence of strategy, policy and governance in the IT function, and serves as an interface of with the larger WFP on these matters. It is tasked with providing the necessary framework and guidance for the introduction and deployment of technology and data across WFP and for the monitoring and evaluation of IT’s performance against the strategy and other oversight requirements.
Under the direct supervision of the Head of Governance, the Oversight and Evaluation Specialist
will operate with full understanding strategic context of IT activities and will engage with internal and external stakeholders in identifying internal control/governance gaps in the IT function and their impact on the organization as well as strategies to address them, The Oversight and Evaluation Specialist draws on the various internationally recognized frameworks (such as COBIT, COSO, ISO, etc.) and methodologies in exercising his/her responsibilities.
ACCOUNTABILITIES/RESPONSIBILITIES:
1.Coordinate research and policy and guidance development as part of continuous improvement of policy planning process in the IT function and WFP. Support TECI on policy development related to IT security, and related change management and operationalization as requested.
2.Coordinate TEC’s engagement on policy and strategic issues impacting the processes of the IT function.
3.Provide policy advice to TEC and WFP Management and collaborate with subject matter experts in the various TEC Branches in developing such cogent advice, reports, dashboard, proposals. Support TECI in the provision of policy advice related to IT security.
4.Lead in the provision of oversight advice and support to the successful functioning of WFP's enterprise I&T governance framework, including on risk management, internal control, internal audit, evaluation, external audit and the Independent Oversight Advisory Committee. This responsibility also includes coordinating substantive feedback across the Technology Division to Audit Committee reports, internal and audit reports, external evaluations and UN Joint Inspection Unit reports. Support TECI in responding to and addressing oversight issues within their span of control.
5.Conceptualise and take charge of the organisation of the meetings of IT-related senior-level internal and external boards and events.
6.Coordinate efforts in enhancing internal control systems with clear accountabilities in TEC, including performance and risk management systems, monitoring and oversight processes and techniques, tools, processes to support their implementation
7.Develop communication materials and substantive documents, including presentations, talking points, notes for record the for the TEC Management, as required by Senior Management and other internal and external stakeholders.
8.Other duties as required, such as drafting monthly, quarterly, semi-annual and yearly reports of the Strategy and Governance Branch.
DELIVERABLES AT THE END OF THE CONTRACT:
•Governance documents in collaboration with key stakeholders, as agreed in the TEC Policy Plan and as required by TEC Governance framework.
•Analysis on internal control and risk management issues as requested.
•Management of TEC knowledge management tools, with specific regard to TEC Governance.
•Clear and efficient coordination with TEC stakeholders for the fulfilment of oversight initiatives (audits, evaluations, JIU reviews, and other oversight processes).
•Organized IT-related senior-level internal and external boards and events, both virtual and in-presence.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Master’s degree in economics, business administration, political science, project
management or related field.
Experience:
•Minimum 3-5 years of relevant experience applying and tailoring governance frameworks, preferable in non-profit settings; managing projects and organizing and executing board meetings and other high-level events.
•Experience in managing complex stakeholders’ engagement and acting as an interface between the audit function and the business.
Knowledge & Skills:
•Advanced technical knowledge in IT Governance frameworks. COBIT (CGEIT, CRISC or CISA) certification as well as CIA, ITIL, CGRC and TOGAF are desirable.
•Collaborative hands-on team member, relationship-builder with a strong business partnering skills and customer service oriented;
•Excellent critical thinking and proactive problem-solving abilities;
•Excellent interpersonal, communications and presentation skills;
•Excellent editing and writing skills;
•Ability to influence and adapt communication styles to different situations and individuals;
•Ability to work independently, to prioritize and meet deadlines; • Passionate and committed to excellence;
•Ethics and Values, Client Orientation, Cognitive Capacity, Stress Resistance, Behavioural Flexibility
Languages:
Fluency in oral and written English is mandatory. Intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
