Job Description:
US Advisors is seeking an Assistant Program Director to support the Program Director in the leadership and oversight of Home Study (HS) and Post-Release Services (PRS) for unaccompanied children. In this role, you will serve as the secondary point of contact with the Office of Refugee Resettlement (ORR) and share responsibility for the day-to-day operations that keep children safe, well, and stable as they reunify with sponsors and integrate into their communities. As the Assistant Program Director, you will help translate program requirements into field practice, oversee quality assurance and compliance monitoring, and step in for the Program Director when needed. The ideal candidate will be organized, detail-oriented, and operationally strong, with a steady hand under pressure and exceptional interpersonal and supervisory skills.

Responsibilities:
  • Support the Program Director in the oversight of strategic planning, multi-state program implementation, staff management, and administration of the overall operation.
  • Serve as the secondary point of contact with ORR, engaging with Federal Field Specialists, Project Officers, and required partners on service delivery, consultation, and quality assurance reporting.
  • Act on behalf of the Program Director in their absence, including decision-making authority for time-sensitive case and operational matters.
  • Oversee day-to-day HS and PRS operations, ensuring home studies, safety and well-being checks, case management, and intensive engagements are completed within ORR-required timeframes.
  • Lead quality assurance activities, including case file reviews, report quality checks, and corrective action follow-up, to ensure fidelity to the ORR UAC Bureau Policy Guide and program requirements.
  • Supervise regional supervisors, case manager supervisors, and other lead staff; ensure they set attainable goals and receive regular coaching and performance feedback.
  • Develop, maintain, and update the documented staffing plan quarterly based on populations served, service scope, anticipated referrals, and budget.
  • Coordinate onboarding, background check clearance, and completion of initial and annual ORR training requirements for all staff, contractors, and volunteers before service provision begins.
  • Monitor compliance with contractual requirements, local and federal laws and regulations, and fiscal and audit standards; escalate risks to the Program Director promptly.
  • Assist in preparing and submitting required reports detailing outcomes, deliverables, financials, and compliance measures.
  • Safeguard confidential child and sponsor records, ensuring disclosure is limited to the minimum necessary and consistent with ORR policy.
  • Model and reinforce a trauma-informed, culturally responsive, mission-driven culture across the program team.

Required Qualifications:
  • Bachelor’s degree in education, psychology, sociology, or behavioral science (social work or equivalent).
  • 5+ years of progressive experience with social services or child care agencies, including experience in a supervisory or lead role.
  • Experience in the following:
    • Supervisory and project management.
    • Quality assurance, compliance monitoring, or program evaluation.
    • Local community social services.
    • Home study, post-release services, or both.
    • Working with immigrant populations.
    • Family preservation, kinship care, and child welfare.
    • Professional assessment report writing.
    • Child welfare and case management.

Preferred Qualifications:
  • Master’s degree in social work or equivalent (education, psychology, sociology, or behavioral science).
  • Prior experience in an ORR-funded HS/PRS, shelter, or other unaccompanied children program.
  • Bilingual proficiency in Spanish or another language commonly spoken by children served.
Work Schedule:
  • Typically Monday-Fridays normal business hours; however as an exempt employee, duties and schedules may shift as project needs arise.

Compensation:
$100,000-$140,000 annual range
